MINUTES OF THE DEPARTMENTAL PROMOTION COMMITTEE UNDER EXCISE &

NARCOTICS DEPARTMENT HELD IN THE OFFICE CHAMBER OF COMMISSIONER &


SECRETARY TO THE GOVT. OF MIZORAM, EXCISE & NARCOTICS DEPARTMENT

A meeting of Departmental Promotion Committee for Excise & Narcotics


was held in the Office Chamber of Commissioner & Secretary to the Government of
Mizoram, Excise & Narcotics Department on 18.06.2019 at 10:00 a.m to consider
recruitment of 2 (two) Driver Grade-III under Excise & Narcotics Department by means
of direct recruitment.

According to the Government of Mizoram all Department Driver (Group


‘B’ and ‘C’ posts) Recruitment Rules, 2018, the method of recruitment shall be 100%
by direct recruitment in case of Departmental where there are no incumbents holding
the post of Handyman on regular basis as on the date of commencement of the rules.
The post is to be filled up by means of direct recruitment from candidates having the
following educational and other qualifications as mentioned below:

1) Passed in Class VIII or above from recognized Institution.


2) Possessing driving license either in Light Motor Vehicle Non Transport
(LMV-NT) or Transport Vehicle Medium /Heavy Motor vehicle (Regid
Chassis)-Goods (TRANS) or Transport Vehicle Regid- Medium/Heavy Motor
Vehicle (Regid Chassis) Public Service Vehicle-Bus (PSVBUS)
3) Candidate shall pass skills test conducted by Motor Vehicle Inspector in a)
driving b) traffic signal test c) road signs d) practical knowledge of the
components and mechanism of all types of Vehicles.
4) Working knowledge of Mizo language at least Middle School standard.

Approval of the Government for filling up of the 2(two) vacant posts of


Driver Grade-III was obtained from DP&AR (ARW) vide their I.D. No. ARW/EXC-
5/2018-2019/C-192 dt.21.08.2018 and concurrence of Finance Dept. (E) obtained
vide I.D. No. FIN (E) 640/2018 dt.31.08.2018.

A total of 254 candidates applied for the posts. The Department of


Transport Motor Vehicle inspectors conducted skill test in driving, traffic signal test,
road signs and practical knowledge of the components and mechanism of all types of
Vehicles of the candidates as required by the Recruitment Rules during 23 rd Jan- 6th
Feb, 2019.Written examination was held on 01.06.2019 and 64 candidates were called
for written examination out of which a total of 37 candidates completed the written
examination, wherein a total of 7(seven) candidates were declared eligible as per the
skill tests for Personal Interview.

The Department furnished the names of 7(seven) eligible candidates for


consideration of the DPC for personality test (i.e. interview) on the basis of the results
of the written tests. After careful assessment of the candidates on the basis of their
personality, general knowledge, intelligence and suitability for the post, the DPC
recommended the following candidates in order of merit for appointment to the posts
of Excise & Narcotics Driver Grade-III under Excise & Narcotics Department

The DPC also placed the names of the following candidates in the
reserved panel to be valid for a period of one year only in the event of declination of
appointment or resignation or death of the candidates in the regular panel
