DESIGNATING BARANGAY HUMAN RIGHTS ACTION OFFICER (BHRAO)

WHEREAS, the Barangay recognizes the importance of promoting and protecting human rights within
the community;

WHEREAS, the Barangay has established the Barangay Human Rights Action Center (BHRAC) in line with
the initiatives of the Commission on Human Rights (CHR);

WHEREAS, the BHRAC program aims to increase the reach of human rights services and make them
accessible to the populace;

WHEREAS, pursuant to the memorandum and guidelines provided by the CHR, particularly based on the
document from the Office of the Ombudsman, titled "Barangay Human Rights Action Centers (BHRAC)
Program," dated July 18, 2018 ;

NOW, THEREFORE, I, RICHARD S. MILLARE, the Punong Barangay of Moldero, Tumauini, Isabela, by
virtue of the powers vested in me by law and in accordance with the aforementioned guidelines, do
hereby order the designation of the Barangay Human Rights Action Officer (BHRAO) as follows:

SECTION 1: Designation of BHRAO

1.1 Delfin A. Bacani, a resident of Moldero, is hereby designated as the Barangay Human Rights Action
Officer (BHRAO) of Moldero.

1.2 The BHRAO shall assume the role and responsibilities prescribed by the CHR and the guidelines set
forth in the aforementioned document.

SECTION 2: Duties and Responsibilities

2.1 The BHRAO shall perform the following duties and responsibilities:

a) Disseminate information and educate the community on human rights principles and laws; b) Assist in
the resolution of human rights-related concerns and disputes at the barangay level; c) Coordinate with
relevant government agencies, NGOs, and civil society organizations in promoting and protecting human
rights; d) Conduct training programs and activities on human rights for the community; e) Monitor and
report human rights violations or issues to the appropriate authorities; f) Collaborate with the CHR,
DILG, and the Leagues in implementing human rights programs and initiatives; g) Perform other
functions related to the promotion and protection of human rights as necessary.
2.2 The BHRAO shall work closely with the Barangay Officials, local government units, and other
stakeholders in fulfilling the objectives of the BHRAC program.

SECTION 3: Authority and Support

3.1 The BHRAO is authorized to represent the Barangay in matters related to human rights, as directed
by the Barangay Executive.

3.2 The Barangay Officials shall provide the necessary support and assistance to the BHRAO in carrying
out their duties and responsibilities.

SECTION 4: Effectivity

This Executive Order shall take effect immediately and shall remain in force until revoked or amended.
