A RESOLUTION CREATING THE SANGGUNIANG KABATAAN OF BARANGAY BAE
WHEREAS, Section 13 of the Constitution of the Republic of the Philippines recognizes the vital role of the
youth as part in nation-building and shall promote and protect their physical, moral, spiritual and intellectual well-
being.
WHEREAS, Republic Act 10742 also known as " Sangguniang Kabataan Reform Act of 2015" mandates the
reformation of the Sangguniang Kabataan (SK) in every barangay of the nation.
WHEREAS, on October 30, 2023 of Barangay and SK Elections, the officials of the Sangguniang Kabataan of
Barangay BAE has been elected by its registered Katipunan ng Kabataan members.
WHEREAS, Barangay BAE, Sibonga, Cebu recognizes the organization of Sangguniang Kabataan of BAE to be its
partner in the implementation of development efforts particularly on the youth sector pursuant to the provision of RA
10742 and RA 7160.
NOW THEREFORE, on motion made by Sangguniang Kabataan RAMILLYN UTBO and seconded by all
Sangguniang Kabataan, be it;
RESOLVED, as this body hereby resolved that the Sangguniang Kabataan of Bae, Sibonga, Cebu be formally
created in Barangay Bae and to have led personally based on the existing laws of the Republic.
RESOLVED FURTHER, that copy of this Resolution be provided to the Office of Sangguniang Kabataan of
Barangay BAE, Bureau of Internal Revenue and to all other concerned for whatever purpose this may serve.

A RESOLUTION AUTHORIZING THE OPENING OF ACCOUNT OF THE BARANGAY BAE SANGGUNIANG KABATAAN,
MUNICIPALITY OF SIBONGA, PROVINCE OF CEBU AT THE DEVELOPMENT BANK OF THE PHILIPPINES, CARCAR CITY,
CEBU BRANCH AND AUTHORIZING SANGGUNIANG KABATAAN CHAIRPERSON HON. WYNN CJ P. EPHAN AND
SANGGUNIANG KABATAAN TREASURER MS. KHIM A. GELLECANIA AS SIGNATORIES WITH THE DEVELOPMENT BANK
OF THE PHILIPPINES, CARCAR CITY, CEBU BRANCH SPECIFYING THEIR OFFICIAL SIGNATURES RELATIVE TO THE
SANGGUNIANG KABATAAN BARANGAY BAE TRANSACTIONS WITH THE BANK.
WHEREAS, Republic Act 10742 or the SK Reform Act of 2015 states that the 10% of the general fund of the
barangay shall set aside for the SK. The Sangguniang Barangay shall appropriate the SK funds in a lump sum, which shall
be disposed solely for youth development and empowerment;
WHEREAS, further, Section 20 (b) of the Republic Act 10742 states that the SK shall have financial independence
in its operations, disbursements and encashment of the funds, income and expenditures. As such the SK funds shall be
deposited in the name of the SK of the concerned barangays in a government owned bank situated in or nearest to its
area of jurisdiction with the SK Chairperson and SK Treasurer as the official signatories;
WHEREAS, item 3.2.2 of the DBM-DILG-NYC JMC NO. 1 series of 2019 provides that for efficiency and economy
purposes, it is strongly encouraged for the SK to open and maintain a depository account in the same bank and branch
of the barangay;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG KABATAAN OF
BARANGAY BAE, MUNICIPALITY OF SIBONGA, PROVINCE OF CEBU, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW,
IN SESSION ASSEMBLE THAT:
SECTION 1. The SK Barangay BAE is hereby authorized to open a new peso deposit account to the DBP-CARCAR CITY
BRANCH;
SECTION 2. It is authorize the herein SK-Barangay BAE officials as authorized signatory of the Bank, as follows;

WHEREAS, Republic Act 10742 or the SK Reform Act of 2015 states that the 10% of the general fund of the barangay
shall set aside for the SK. The Sangguniang Barangay shall appropriate the SK funds in a lump sum, which shall be disposed
solely for youth development and empowerment;
WHEREAS, further, Section 20 (b) of the Republic Act 10742 states that the SK shall have financial independence in
its operations, disbursements and encashment of the funds, income and expenditures. As such the SK funds shall be
deposited in the name of the SK of the concerned barangays in a government owned bank situated in or nearest to its area
of jurisdiction with the SK Chairperson and SK Treasurer as the official signatories;
purposes, it is strongly encouraged for the SK to open and maintain a depository account in the same bank and branch of
the barangay;

WHEREAS, Republic Act 10742 or the SK Reform Act of 2015 states that the 10% of the general fund of the barangay shall
set aside for the SK. The Sangguniang Barangay shall appropriate the SK funds in a lump sum, which shall be disposed solely for
youth development and empowerment;
WHEREAS, further, Section 20 (b) of the Republic Act 10742 states that the SK shall have financial independence in its
operations, disbursements and encashment of the funds, income and expenditures. As such the SK funds shall be deposited in
the name of the SK of the concerned barangays in a government owned bank situated in or nearest to its area of jurisdiction with
the SK Chairperson and SK Treasurer as the official signatories;
WHEREAS, item 3.2.2 of the DBM-DILG-NYC JMC NO. 1 series of 2019 provides that for efficiency and economy purposes, it
is strongly encouraged for the SK to open and maintain a depository account in the same bank and branch of the barangay;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG KABATAAN OF BARANGAY

POBLACION, MUNICIPALITY OF SIBONGA, PROVINCE OF CEBU, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION

WHEREAS, the SK Funds shall be deposited by the barangay in the current account of the SK not later than five(5) working
days after crediting of the monthly national tax allotment(NTA) share of the barangay consistent with the rules and regulations
issued by the Commission on Audit(COA);
WHEREAS, the disbursement of the account shall be drawn against the fund of the SK deposited at the designated bank
nearest to their area of jurisdiction;
WHEREAS, provided under the bank laws, rules and regulations, there should two signatories in any current account;
WHEREAS, there is need to authorize the SK Chairman Hon. Alemar L. Soringa and SK Treasurer Nerisa C. Arnaiz, for
whatever legal transactions they may enter at the Development Bank of the Philippines, Carcar Branch, wherein this Bank is the
depository bank of this Sangguniang Kabataan and that there is a need to present their signatories for acknowledgement;
NOW THEREFORE, after due deliberation on the subject matter, it was moved by Hon. Arnold C. Mondoyo and duly
seconded by Hon. Niña Khemberly P. Ramos, be it;

WHEREAS, there is an existing account for Sangguniang Kabataan of SABANG which were signed by Hon. Nikki Ann G.
Marturillas, SK Chairman and Racel Mae E. Cuizon, SK Treasurer;
WHEREAS, The Sangguniang Kabataan of SABANG conducted a special session on December 17, 2023 and discussed several
matters including the change of signatories at Barangay SABANG SK at Development Bank of the Philippines, Carcar Branch;
WHEREAS, there is need to authorize the SK Chairman Hon. MJ Humprey D. Llanes and SK Treasurer Era Marie S. Regidor, for
whatever legal transactions they may enter at the Development Bank of the Philippines, Carcar Branch, wherein this Bank is the
depository bank of this Sangguniang Kabataan and that there is a need to present their signatories for acknowledgement;
NOW THEREFORE, after due deliberation on the subject matter, it was moved by Hon. Jim Emmanuel A. Marco and
duly seconded by Hon. Jobelle I. Alea, be it;
