I. BACKGROUND
A. Introduction
In order to offset the consequences of both natural and man-made calamities, the Philippine government has created
plans. Legislation and policy are primarily intended to lessen property damage and loss while strengthening the nation's and
vulnerable areas' ability to withstand natural catastrophes. In addition, R.A. 10121 otherwise known as the Philippine Disaster
Risk Reduction and Management Act paved way to new plans and policies as to the execution of different measures and actions
in all phases of DRRM. This provided a paradigm shift from reactive to pro-active, from top-down and centralized management
to bottom-up and participatory disaster risk reduction process
The Department of Education (DepEd) released DepEd No. 37, s., even though the DRRM statute provided a legal
foundation for its disaster risk reduction guidelines. Using a more thorough Disaster Risk Reduction Management, the Basic
Education Framework was developed in 2017. Within this framework, DRRM structures, systems, procedures, and practices will
be institutionalized throughout the DepEd offices and schools. Furthermore, because severe storms and significant flooding
destroy school buildings, the effects of disasters always find their way into classrooms.
Therefore, the Philippines' location in the so-called Pacific Ring of Fire, where various disasters have largely occurred,
and its susceptibility to disasters call for a closer examination of the country's current disaster-related policies.
The aforementioned claim motivates Dolores Piring Elementary School to create a backup plan and that is contingency
plan that can be used should unavoidable disasters strike. This plan attempts to provide clear instructions on what to do in the
event of a disaster to everyone inside the school community as well as outside community partners. Make sure everyone is
capable of handling the circumstance and maintaining their own safety.
Additionally, the school is situated in a part of the neighboring town of San Simon that floods during the rainy season.

Another problem surfaced in September of 2023 when the recent monsoon rains led to a knee-deep flood it lasted for a
month
This is why addressing the problems brought on by the flood requires planning-appropriate response, and having a school
contingency plan will be beneficial.
