EXECUTIVE ORDER NO. 16

RE-ORGANIZING/ RE-CONSTITUTING THE BARANGAY ECOLOGICAL SOLID

WASTE MANAGEMENT COMMITTEE (BESWMC) OF BARANGAY #16-N QUILING
NORTE, CITY OF BATAC, ILOCOS NORTE

WHEREAS, the Local Government Unit is responsible for the implementation and
enforcement of the provisions of R.A. 9003 otherwise known as the Ecological and Solid
Waste Management Act of 2000 within their respective jurisdictions;

WHEREAS, Section 17 of the Local Government Code directs local government

units to provide an efficient and effective solid waste collection and disposal system under
the comprehensive environmental management program;

WHEREAS, in conformity with RA 9003, directs the creation of an Ecological Solid

Waste Management Committee to oversee the implementation of Ecological Solid Waste
Management Program at the barangay level;

WHEREAS, Section 2, Rule VI of the Implementing Rules and Regulations of RA

9003, mandates the creation of a Barangay Solid Waste Management Committee and
formulate plans and programs relative to the implementation of waste reduction and
segregation at source;

NOW THEREFORE, I,JOENEL S. CUANANG, Punong Barangay of Barangay

#16-N Quiling Norte, City of Batac, Ilocos Norte, by virtue of the powers vested in me by
Law, do hereby order and direct the following:

SECTION 1. ORGANIZATION AND COMPOSITION. The BARANGAY ECOLOGICAL

SOLID WASTE MANAGEMENT COMMITTEE (BESWMC) shall be organized with the
following composition:

SECTION 2. DUTIES AND FUNCTIONS. The Barangay Ecological Solid Waste

Management Committee shall have the following functions and duties:

1. Formulate a community solid waste management program consistent with the

city policies and plans.
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable, and reusable wastes.
3. Establish within the barangay or cluster of barangays a Material Recovery
Facility (MRF), a redemption or eco-centers in a barangay-owned or lease land
or any suitable open space to be determined by the sangguniang barangay.
4. Allocate barangay funds for the barangay ecological solid waste management
program, approved by the sangguniang barangay.
5. Organize a Core of Area/Street Coordinators to assist the BESWMC in the
implementation of their programs and activities.
6. Conduct trainings for barangay residents on segregation, composting, recycling
and livelihood opportunities from use of recyclable waste and to monitor their
implementation.
7. Integrate the Ecological Solid Waste Management Program in the Barangay
Development Plan (BDP) and/or Annual Investment Program (AIP).
8. Find alternative sources of funds other than the regular barangay budget.
9. Submit a monthly report to the C/M ESWMC on the progress of the program,
copy furnished local DILG office.

SECTION 3. REPEALING CLAUSE. All orders, rules and regulations and other issuances
or parts thereof, which are inconsistent with this Order are hereby repealed or modified
accordingly.

SECTION 4. EFFECTIVITY. This Executive Order shall take effect immediately upon
approval.
