Buddha asked his followers to avoid the two extremes of indulgence in worldly pleasure and
the practice of strict abstinence and asceticism.
He ascribed instead the 'Madhyam Marg' or the middle path which was to be followed.
According to him everyone was responsible for their own happiness in life, stressing upon the
individualistic component of Buddhism.
The main teachings of Buddhism are encapsulated in the basic concept of four noble truths or ariya-
sachchani and eightfold path or astangika marg.
Four noble truths:
Suffering (dukkha) is the essence of the world.
Every suffering has a cause – Samudya.
Suffering could be extinguished – Nirodha.
It can be achieved by following the Atthanga Magga (Eight Fold Path).
Eight-Fold Paths: It consists of various interconnected activities related to knowledge, conduct,
and meditative practices.

Right effort
Right concentration
Dukkha and its extinction are central to the Buddha’s doctrine. Suffering is not limited to the actual
pain but also to the potential to experience these things.
The essence of Buddhism is the attainment of enlightenment. It points to a way of life that avoids
self-indulgence and self-denial. There is no supreme god or deity in Buddhism.
The ultimate goal of Buddha’s teaching was the attainment of nibbana which was not a place but an
experience, and could be attained in this life.
Buddha also established code of conduct both for the monastic order and the laymen to follow which
are also known as the Five Precepts or Pancasil and refrain from them.

It was held in 250 BC in Patliputra under the patronage of Ashoka and was presided by
Moggaliputta Tissa.
Forth Council
It was held in 72 AD at Kundalvana, Kashmir. It was presided by Vasumitra, while
Asvaghosa was his deputy under the patronage of King Kanishka of Kushan Empire.
Buddhism was divided into two sects namely Mahayan and Hinayan.
Buddha had two kinds of disciples – monks (bhikshus) and lay worshippers (upasikas).
The monks were organized into the Sangha for the purpose of spreading his teachings.
The Sangha was governed on democratic lines and was empowered to enforce discipline
among its members.
Owing to the organised efforts made by the Sangha, Buddhism made rapid progress in North India
even during Buddha’s life time.
After the death of Buddha, his followers traversed on his path of meditation and roamed throughout
the countryside.
For 200 years Buddhism remained overshadowed by their Hindu counterparts until the advent of
Great Mauryan King – Ashoka.
After the bloodbath in his Kalinga conquest, emperor Ashoka decided to give up the policy of
worldly conquest and adopted Dhamma conquest.
Ashoka during the third Buddhist council dispatched various Buddhist missions to different
areas such as Gandhara, Kashmir, Greece, Sri Lanka, Burma (Myanmar), Egypt, and Thailand.

Through his missionary effort Ashoka spread Buddhism into West Asia and Ceylon. Thus a local
religious sect was transformed into a world religion.
Share of Cultural and Moral Values: The Buddhist faith, due to its emphasis on peaceful co-
existence and its wide pan-Asian presence, lends itself well to soft-power diplomacy.
Buddhism in India as a Soft Power is different from the conventional sense of the term. India
talks about shared cultural development instead of export of culture.
The values of peace, accommodation, inclusiveness, and compassion that are part of our
societies can be attributed to the influence of the teachings of Lord Buddha and Buddhism.
Strengthening Ties with Asian Countries: The ideals of Buddhism continue to intersect with the
political and economic contexts of many Asian nations with 22% of the world’s population.
Buddhism can act as an intensifying factor for Asian emotional bonding and connectivity as it
is embedded into their “nationalistic” thinking and actions.
India has in its favour at the moment an abundance of resources by way of pilgrimage sites,
the presence of the Dalai Lama, and international goodwill, as well as the right intentions.
International Buddhist Conclave: The Ministry of Tourism organises Buddhist Conclave every
alternate year (since 2004) with the objective of promoting India as a Buddhist Destination and major
markets around the globe.
In 2018, the conclave witnessed the participation of the delegates from Bangladesh, Indonesia,
Myanmar, Sri Lanka and 29 other countries.
Cultural Exchange Programme with Mongolia: Under the Cultural Exchange Programme, there
are 10 dedicated ICCR scholarships for studying ‘Tibetan Buddhism’ allocated for Mongolians to
study in specialized institutes.
The Ministry of Culture is likely to complete reprinting of about 100 sets of sacred Mongolian
Kanjur (a Buddhist canonical text considered to be the most important religious text in
Mongolia) for distribution in the main centers of Buddhism in Mongolia.
Steps have also been taken to facilitate the visa and travel of Buddhist monks from Mongolia
within India.
More recently in June 2022, four Holy Relics of Lord Buddha (Kapilavastu Relics) were
taken from India to Mongolia for an 11-day exposition to coincide with Mongolian Buddha
Purnima celebrations.
Kushinagar International Airport: The Kushinagar Airport in Uttar Pradesh became the latest
entrant in India's list of international Airports.
It is expected to provide seamless connectivity to people from South east and East Asian
countries for Buddhist Pilgrimage Tourism.
The inauguration of Kushinagar International airport is set to be a landmark in the India-Sri
Lanka relations.

Under the scheme, 5 projects of Rs 325.53 crore have been sanctioned for Buddhist circuit
development.
A Buddhist Circuit Train FAM Tour has also been organised as part of the Dekho Apna Desh
initiative.
The tour covers the destinations Gaya-Bodhgaya, Rajgir-Nalanda in Bihar as well as
Sarnath-Varanasi in Uttar Pradesh.
PRASHAD Scheme: The “National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage
Augmentation Drive (PRASHAD)” was launched in the year 2014-15 with the objective of holistic
development of identified pilgrimage destinations including Buddhist sites.
Iconic Tourist Sites: Buddhist Sites at Bodhgaya, Ajanta & Ellora have been identified to be
developed as Iconic Tourist Sites (aimed at enhancing India’s soft power).
Dekho Apna Desh Initiative: It was launched by the Ministry of Tourism in 2020 to encourage the
citizens to travel widely within the country thus enabling the development of Domestic Tourism
tourist facilities and infrastructure.
Diversity of Languages: Signages have been installed in Chinese language at buddhist monuments
in Uttar Pradesh and in Sinhala language (official language of Sri Lanka) at Sanchi monuments in
Madhya Pradesh.
Effective revitalisation of the Nalanda University project and encouragement of Buddhist studies
in well-established universities will bring International community at a common platform.
The promotion of Buddhist tourism reminiscent of the ‘Incredible India’ campaign is required to
popularise India’s association with the faith internationally.
The government faces the crucial challenge of effective execution. Buddhist diplomacy would go a
long way in countering the rise of China, strengthening its relations with Asian countries, and
helping it further down the path of its regional and global power ambitions.
Presently, it is estimated that there are nearly 500 million Buddhists all over the World and majority
of them live in East Asia, South East Asia and Far East countries.
However, a very small percentage of them visit the Buddhist sites in India each year.
Therefore, the significance of encouraging more tourists to visit the Buddhist destinations
where Lord Buddha lived and preached is immense.
India’s Buddhist heritage is not only important from the tourism point of view but is also a binding
factor that strengthens its relationship with Asian countries, in line with its Act East Policy.
As peace and sustainable development are interlinked, the Buddha’s prism can be the guiding lights
to every single stakeholder from local to global institutions and leaders, to work together for
promoting dialogue, harmony, and justice based on compassion and wisdom.

An ethnic group is a group of people who share a common heritage, culture, and/or language.
Ethnicity refers to the identification of a group based on a perceived cultural distinctiveness that
makes the group into a “people.” Concept of ethnicity is purely cultural and is sociologically used to
distinguish from race.
Ethnic Movements are manifestations of ethnic solidarity.
Intra-ethnic – In this, there is a different ethnic identity within an umbrella ethnic identity and
movement strives for the perceived separate benefits for its members. Eg: Shia-Sunni conflict.
Inter-ethnic – Ethnic identity of one group is seen as completely different from others. Eg: Assamese
against migrants.
Ethnic group Vs State – Ethnic group sees its identity different from larger state Eg: Naga
movement.
The challenge posed by ethnic groups in India have taken the form of (i) autonomy movements, (ii)
secessionist movements, (iii) insurgency and (iv) violent conflicts on the basis of identity markers such
as language, religion, tribe, caste, etc.
In the Northeast region of India, ethnic conflicts have assumed secessionist and insurgent
proportions.
Another inter-ethnic conflict that has persisted in urban Indian politics is the one between the locals
and the migrants.
The Self-determination Movements like Khalistan Movement.

What are Ethnic Movements?
Characteristics of Ethnic Movements
Ethnic Movements in India
Every nation around the globe has its own culture, values, customs, and way of leading life. All these
things are clubbed under one umbrella term—ethnicity. Throughout history, colonisers have tried to
impose their culture on the native population of the countries they have had political control over. Third
World countries under colonial rule experienced whitewashing the most, which led to ethnic
movements across the globe.
An ethnic movement is a way to protect the cultural identity of ethnic groups. As groups strive to retain
their distinct identity in a diverse country, ethnic movements are bound to rise. Ethnic movements in
India emerged as resistance to the changes imposed by the British. But before we discuss the reasons
behind these culturally-significant movements in India, let us understand what ethnic movements are.

Culturally oriented
A prominent characteristic of ethnic movements is that they are culturally oriented. Their main aim is to
protect one’s culture and ensure its continuation. Ethnic movements lay great emphasis on following
roots and the traditional way of life while resisting change.
Ethnocentric in nature
Ethnocentrism refers to the perception of other cultures through one’s cultural lens. Ethnic
movements are often ethnocentric in nature, which means that the group enacting the movement
perceives strategies and decisions of other cultures and regions, as well as problems and situations, only
on the basis of the preconceived notions that are the standard in their way of life.

Gorkhaland movement
The Gorkhaland movement is one of the most recent ethnic movements in India. It began in 1980 with
the goal of carving an independent state of Gorkhaland from West Bengal on the basis of language.
Subhash Gising, the founder of the National Liberation Front, is a prominent figure in this movement,
which is also backed by Nepal.
Conclusion
Since before independence, ethnic movements in India have been enacted due to the vast spectrum of
diversity that the country enjoys. While some movements took root to fight the cultural whitewashing
imposed by the British, many others have been organised by ethnic groups to protect their language,
culture, and way of life. Some prominent ethnic movements of India are:

Approach:
Body:
The word Ethnicity comes from the root word- ethnic which loosely means race. It is based on
shared culture. People belonging to the same ethnic group believe in their common descent
because of similarities related to physiology or culture or both.
They need not always have the same religion or nationality. Ethnicity signifies self-
consciousness of a group of people united or closely related by shared experiences such as
language, religious belief, common heritage, etc.
Ethnicity pertains to the word ethnic, which however is different from the race. The traditional
definition of race and ethnicity is related to biological and sociological factors respectively.
Race refers to a person’s physical characteristics, such as bone structure, skin, hair, eye colour
etc.
Ethnicity, however, refers to cultural factors; including nationality, regional culture, ancestry, and
language etc.
While race usually denotes the attributes of a group, ethnic identity typifies the creative
response of a group who consider themselves marginalised in society.
It is socially mobilised and territorially confined and has numerically sufficient population, and is
a pool of symbols depicting distinctiveness.
Being left out of the developmental process or even being a victim of uneven development,
ethnicity causes ethnic movements.

It is manifested in Indian politics not merely due to grassroot discontent but it is also a creation
of vested political interest.
Ethnic groups that use ethnicity to make demands in the political arena for alteration in their status,
in their economic well-being, etc. are engaged very often in a form of interest group politics.

Legal Provisions:
The ART (Regulation) Act 2021 provides a system for the implementation of
the law on surrogacy by setting up of the National Assisted Reproductive
Technology and Surrogacy Board.
The Act aims at the regulation and supervision of ART clinics and assisted
reproductive technology banks, prevention of misuse, and safe and ethical
practice of ART services.
The Act defines ART to include all techniques that seek to obtain a pregnancy
by handling the sperm or the oocyte (immature egg cell) outside the human
body and transferring the gamete or the embryo into the reproductive system of a
woman. These include gamete donation (of sperm or egg), in vitro
fertilization (IVF), and gestational surrogacy.
ART services will be provided through: (i) ART clinics, which offer ART related
treatments and procedures, and (ii) ART banks, which collect, screen and store
gametes.
A bank may obtain semen from males between 21 and 55 years of age, and
eggs from females between 23 and 35 years of age. The woman may donate
eggs only once in her life and not more than seven eggs may be retrieved from
her. A bank must not supply gamete of a single donor to more than one
commissioning party (i.e., couples or single women seeking services).
ART procedures must be conducted only with the written consent of the
commissioning parties and the donor. The commissioning party will be
required to provide insurance coverage in favour of the egg donor (for any loss,
damage, or death).

A child born through ART will be deemed to be a biological child of the
commissioning couple and will be entitled to the rights and privileges available
to a natural child of the commissioning couple. A donor will not have any
parental rights over the child.
Shortcomings:
This exclusion is relevant as the Surrogacy Act also excludes above said
persons from taking recourse to surrogacy as a method of reproduction.
Unregulated Prices:
The prices of the services are not regulated, this can certainly be remedied
with simple directives.

YOUTH UNREST
1. In Indian society, youth unrest is a very serious social issue. The majority of youngpeople are directly or indirectly involved in
various social issues.
2. Many of them arealso easily drawn to various anti social activities for a variety of reasons, including excessive
aggressiveness, frustration, anxiety, and depression.
3. Many young people are involved in various criminal activities such as murder, attempted murder, robbery, dacoity,
kidnapping, sexual assault, terrorism, and so on.
4. Many of them develop bad habits at this point, such as smoking, drug addiction, and other vices, which can leadto criminal
behaviour.
5. However, their defection into undesirable activities can beat tributed to a variety of contemporary issues such as a
failing educational system, unemployment, regional conflicts, religious conflict, and a failing political system, toname a few,
all of which play a major role in youth unrest.
6. Other contributing factors include a general decline in human values, an increase in individual self-centeredness,a lack of
concern for intellectual honesty, and, above all, the youth's uncertain future.

YOUTH AGITATION
• Agitation is a hostile act that is often the result of frustration and is intended to harmor object something.
• Aggression, according to Myres (1988), is "physical or verbal behaviour that hurts, harms, or destroys."
• Youth agitation is defined as youth behaviour that is directed toward a social cause rather than injuring
people ordestroying public property.
• Demonstrations, slogan shouting, strikes, hunger strikes, roadblocks, and examination boycotts are all examples of youth
agitation.
In his well-known book 'Social Problems in India,' RamAhuja (2014) mentions the following preconditions for youth agitation:

RESISTANCE AGITATION-
The main goal of resistance-based agitation is to reachan agreement with those in positions of power.
Students may resist this through agitation, which may eventually force the University's Academic Council to change the
evaluation pattern.
Students'dissatisfaction and concern about the direction in which a university is working is expressed through resistance
agitation.
PERSUASIVE AGITATION-
In persuasive agitations, young people try to persuadethose in positions of power to change their minds by discussing their
problems.

Many youth have gone astray as a resultof parents' failure to raise their children in accordance with society's
culturalexpectations.
Parents' bad habits and undesirable qualities have a negative impact ontheir children's personality development.
The mental peace and emotional balance of growing children are harmed by family problems.
Young people are more sensitive topolitical, economic, and social inequalities, as well as exploitation.
To a large extent, student unrest andaggressive behaviour can be attributed to an outdated, uninspiring, uninteresting,
and irrelevant educational system.

• నిరుదో్ రాం:
Among political and social leaders, corruption, a desire for power andmoral lapses, opportunism, nepotism, discrimination, and
other issues can be found.
The administration has failed toset a good example for the students to follow.
Corrupt and unscrupulous politicians are also contributing to the problem by using student power to further their partisan
political interests.
Students are being used as puppets by opportunistic politicians to furthertheir own agendas.
Administrative errors and miscalculations are frequently the source of youth unrest.
Students are frequently forced to strike due to the administrations' lack of sympathy for their demands (both atthe university
and at the federal level).
Communication Gap: Youth unrest is caused by a lack of understanding and proper communication between students and teachers on the one hand, and
parents and children on the other.
The failure of parents to comprehend the aspirations of their young children exacerbates the problem.
• Because some of the old values are now inconflict, value differences in society, as well as changes and conflicts in values, contribute to youth unrest.
• For the modern youth, traditional beliefs, practises, ideas, ideals, and values appear to be outdated, unscientific, irrelevant, and irrational.
• They can't accept the new completely, and they can't let go of the old.
• They dis like it when their elders refer to them as "immature" and "irresponsible."
Young people do not have adequate opportunities toexpress their talents, cultivate their interests, or develop their
personalities.
• Disparity Between Aspirations And Reality: Young people are likely to have theirown goals and ambitions.
Unfulfilled desires and aspiration smake it difficult for young people to relax.
Some youth lack self-determination and will power. They are more reliant on others than on their own inherent abilities andtalents.
They follow in the footsteps of others and fail to cultivate a sense of self-reliance.
• Film Influence: Modern films, which primarily depict violence, arson, looting, rape, murder, immorality, and crimes, have a demoralising
effect on today's youth.

Three Language Formula
The Policy recommended that the three-language formula be continued and flexibility in the implementation of the formula
should be provided.
The three-language formula states that state governments should adopt and implement the study of a modern Indian language,
preferably one of the southern languages, apart from Hindi
and English in the Hindi-speaking states, and of Hindi along with the regional language and English in the non-Hindi speaking
states.

• Implemented by the Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD), it
is GoI’s flagship programme to ensure food security through the supply and distribution of food
grains and other essential commodities.
• In 2013, the enactment of the National Food Security Act (NFSA) made the provision of
adequate quantities of quality food at affordable prices and ensured nutritional security a right.
• The Act legally mandates the coverage of two-thirds of India’s population. The Act relies on the
existing Targeted Public Distribution System (TPDS) mechanism to deliver these entitlements.
• To help reduce hunger and nutrition challenges arising due to lack of access during the COVID-19
pandemic, the Centre announced the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) in
March 2020, providing additional foodgrains to eligible citizens free of cost.
• In December 2022, it was announced that PMGKAY will be subsumed under NFSA, and from 1
January 2023, GoI will distribute foodgrains free of cost to all eligible citizens under NFSA for a
period of 12 months.
• The ‘One Nation, One Ration Card’ (ONORC) scheme was launched in August 2019 to allow for
nationwide portability of NFSA benefits. The scheme provides flexibility to migrant eligible
citizens to lift foodgrains from any Fair Price Shop (FPS) of their choice.

7/29/23, 8:48 PM Person with Disabilities in India
Disability results from the interaction between persons with impairments and attitudinal and environmental
barriers that hinder their full and effective participation in society on an equal basis with others.
As per Census 2011, at the all India level, disabled persons constitute 2.21% of the total population. 7.62% of the
disabled persons belong to the age group 0-6 years.
India signed the United Nations Convention on Rights of Persons with Disability. and subsequently ratified
the same on October 1, 2007. Enactment of a new disability legislation (Rights of Persons with Disabilities Act
2016) increased the number of disabilities from 7 conditions to 21.
Focus on disabilities has been shifted from the individual to society, i.e., from a medical model of disability to a
social or human rights model of disability.
Medical Model:
Social Model:
The social model focuses on the society which imposes undue restrictions on
the behaviour of persons with impairment.
In this, disability does not lie in individuals, but in the interaction between
individuals and society.
Article 41 of the Directive Principles of State Policy (DPSP) states that the State
shall make effective provision for securing the right to work, to education and to
public assistance in cases of unemployment, old age, sickness
and disablement, within the limits of its economic capacity and development.
The subject of ‘relief of the disabled and unemployable’ is specified in the state
list of the Seventh Schedule of the constitution.
Discrimination:

7/29/23, 8:48 PM Person with Disabilities in India
Women and girls with disabilities are at a higher risk of experiencing sexual
and other forms of gender-based violence.
Health:
However, there is a lack of awareness, lack of care, and lack of good and
accessible medical facilities.
Even though many disabled adults are capable of productive work, disabled
adults have far lower employment rates than the general population.
Political Participation:
The exclusion of disabled people from the political space happens at all levels of
the political process in the country, and in different ways such as:
Lack of live aggregate data on the exact number of the disabled people in the
constituencies.
Political Parties in India generally do not find the disables as the large
electorate to specifically address their needs.
Lax Implementation:
The government has had some admirable initiatives to improve the condition of
PwDs.

7/29/23, 8:48 PM Person with Disabilities in India
Similarly, the Rights of Persons with Disabilities Act has provided for a
quota of reservation for persons with disabilities in government jobs and
higher education institutions, but the majority of these posts are vacant.
Preventive Actions:
The CBR approach is needed to ensure that people with disabilities are able to
maximise their physical and mental abilities, have access to regular services and
opportunities, and achieve full integration within their communities.
In this context, mainstream media has taken the right path by increasingly
showing positive representations of people with disabilities, from the
movies like Taare Zameen Par and Barfi.
Special schools with the label special needs can have a stigma or negative
connotation. Students may only learn and interact with peers with special
needs.

7/29/23, 8:50 PM Unique Disability Identification Portal
Why in News
The Ministry of Social Justice & Empowerment has issued a notification making it mandatory for
all States/UTs to grant certificate of disability through online mode only using UDID (Unique Disability
ID) portal w.e.f. 01.06.2021.
Key Points
The project will not only encourage transparency, efficiency and ease of
delivering the government benefits to the person with disabilities, but
also ensure uniformity.
The project will also help in stream-lining the tracking of physical and
financial progress of beneficiaries at all levels of hierarchy of implementation
– from village level, block level, District level, State level and National level.
Right of Persons with Disabilities Act 2016 replaces the Persons with
Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act,
1995.
This Act brings our law in line with the United National Convention on the
Rights of Persons with Disabilities (UNCRPD), to which India is a signatory.

7/29/23, 8:51 PM Guidelines for Universal Accessibility
the Central Public Works Department (CPWD) released the new Harmonised Guidelines and Standards
for Universal Accessibility in India 2021.
The new rules envisage changes from the design plan to the implementation.
Apart from this, various aspects of the built environment have been
covered under the new guidelines for universal accessibility.
Earlier, in 2021 the Ministry of Information and Broadcasting had issued draft
guidelines for new accessibility standards.
Key Points
Earlier, the guidelines were for creating a barrier-free environment, but now
we are focusing on universal accessibility.
The term barrier-free design used to describe the effort of removing physical
barriers from the "built environment" for people with disabilities.
The guidelines are not just for Persons with Disabilities (PwD), but for those
involved in planning projects, from the construction of government buildings to
master-planning cities.
Article 14: The State shall not deny to any person equality before the law or the
equal protection of the laws within the territory of India.
In this context, Persons with Disabilities should have similar and equal rights
in the eyes of the Constitution.
The Act defines the responsibilities of the Central and State governments with
regard to the services for persons with disabilities.
