II. BACKGROUND AND RATIONALE

Barangay Poblacion has an estimated land area of 6,440 hectares or 10.14% of the
municipality of Bokod’s total land area. It is composed of five major sitios namely: Ambayec,
Cobabeng, Gurel, Mangakew and Poblacion Proper. As per Barangay Health Worker’s
Household Survey of January 2019, there are 2,300 individuals who are permanently
residing in the barangay. These 2,300 individuals are made up of 623 families who inhabit
496 households.

On the other hand, there is an estimate of 250 individuals who are rather transients or
boarders who are in the area for either work or education purposes.

Residents predominantly gain their source of livelihood through farming (41% of


workers). Employment is the next source of livelihood (36%) while engagement to business
(23%) comes third.

Barangay Poblacion’s earliest civilization records may be traced back from the 1900’s.
This barrio (as it was called before) started with a few populace which lived in harmony with
nature.

As time came by, there was growth in population. It was natural and inevitable as people
numbered in population through their respective offspring while existing in the place.
Because of this population increase, the demand for water is also increased.

Afterwards, here comes technology. Technology was intended to ease living difficulties
and bring the water to the occupied territories or to the households. Pipelines were
constructed in the effort to bring enough supply of water to the communities and in the
comfort of their homes. The arrival of pipelines in the households saves time since people
will not need to fetch water from springs, thus increasing productivity time and
convenience. On the other side, technology also caused inconvenience because the
prevalence and usage of polyvinyl pipes and hoses sets equity out of place since the said
products enables people to tap water from distant areas including communal water sources.
Due to this, communal water sources are jeopardized in exchange for personal water use
rather than communal. Such event dislodges the IP characteristic of resource sharing.

Adding an insult to injury, climate change brought additional problems which jeopardize
the water systems of the area.

Barangay Poblacion is also a melting pot as people converge within the place either due
to work, education, trade and other transactions. This place was chosen as the point of
trading activities and other transactions because it is the midway from north and south, east
and west. The IP populace together with the addition of transients and boarders raises the
demand of safe water usage and consumption.

Thus, the Organization of Functional and Equitable Potable/Safe Domestic Waterworks


System (DWS) is a must in order to cater the needs of the IPs of the area.
III. OBJECTIVES
a. General : To provide safe and sufficient domestic water all-year-round to the 192
households and 3 schools in Poblacion Proper, Bokod, Benguet
b. Specific :
1. Purchase of Steel Water Tank
2. Construction of Concrete Water Tanks
3. Installation of Water pipes to Households not covered with
Communal Water System
4. Re-piping and replacement of old and rusty water pipes
5. Repair of Proposed Communal Water System (Jaime V. Ongpin
Funded)
6. Establishment of Secondary Waterlines (to applicable areas)
7. Reforestation within the vicinities of water sources
8. Organization of Water System Association
9. Conduct of IP Rituals related to environment

IV. PROJECT DESCRIPTION

Step by step procedure

1. Repiping – Replacement of Rusted/Dilapidated pipelines , Pipeline repair


2. Purchase of Hose, PVC Pipes, GI Pipes
3. Establishment of Secondary Waterline (Addition of a secondary water
system)
4. Procurement and/or Construction of Tanks
5. Reforestation Activity/ Water source Rehabilitation and Cleanup

V. IMPLEMENTING STRATEGIES

Project shall be implemented by contract or public bidding. Project


Implementation, Monitoring and its evaluation shall adhere to the plans and
detailed program of works mentioned in this proposal. The community members
shall be the frontline implementers of this project on their own respective areas
(since they know their area well). Implementation shall be expected to be done
at its best provided that it shall not violate the mandate of the NCIP and the
funding agencies.

VI. BUDGETARY REQUIREMENTS

A Work and Financial Plan (please see attachment) was drafted to reflect the
proposed Budgetary Requirements. The proposed fund which is 1,500,000.00
was maximized for the project .
However as per Project Proposal Guidelines, the Budgetary Requirements are as
