Republic of the Philippines Province of Cavite CITY OF BACOOR Office of the Mayor EXECUTIVE ORDER NO. 69 Series of 2023 AN ORDER CREATING THE LOCAL INTER-AGENCY COMMITTEE (LIAC) FOR THE RELOCATION AND RESETTLEMENT OF INFORMAL SETTLER FAMILIES (ISF) AFFECTED BY LRT LINE 1 EXTENSION PROJECT IN THE CITY OF BACOOR WHEREAS, Republic Act No. 7279 also known as the Urban Development Housing Act of 1992 provides for a comprehensive and continuing urban development and housing program, establishes the mechanism for its implementation, and for other purposes; WHEREAS, Executive Order No. 125, Series of 1987, as amended, established the Department of Transportation (DOTr), to be the primary policy, planning, programming, coordinating, implementing, and administrative entity of the executive branch of the government to promote, develop, and regulate a dependable and coordinated network of transportation systems; WHEREAS, Executive Order No. 603, Series of 1980, as amended, created the Light Rail Transit Authority (LRTA) to be primarily responsible for the construction, operation, maintenance and/or lease of light rail transit systems in the Philippines; WHEREAS, Republic Act No. 11201 created the Department of Human Settlements and Urban Development or DHSUD as the primary government agency responsible for the management of housing, human settlement and urban development; WHEREAS, under Republic Act No. 7279, the National Housing Authority (NHA) is mandated to provide technical and other forms of assistance to Local Government Units (LGUs) in the implementation of their housing programs and in undertaking relocation and resettlement of the affected families; WHEREAS, Executive Order 708, Amending Executive Order No. 152 Series of 2002, devolved the function of the Presidential Commission for the Urban Poor as the clearing house for the conduct of demolition and eviction activities involving the homeless and underprivileged citizens to the respective Local Government Unit (LGUs) having territorial jurisdiction over the proposed demolition and eviction activities of government agencies; WHEREAS, the LRT Line 1 Cavite Extension Project being implemented by the DOTr and LRTA involves the demolition/eviction and the relocation and resettlement of project-affected informal settler families (ISF) in the Bacoor City; WHEREAS, Republic Act No. 7160 (the “Local Government Code") declares as a policy of the State to require all national agencies and offices to conduct periodic consultations with appropriate local government units, non-governmental and people's organization, and other concemed sectors of the community before any project or program is implemented within their respective jurisdictions;Republic of the Philippines Province of Cavite CITY OF BACOOR Sy Office of the (Mayor WHEREAS, there must be a special coordinating committee to act as the decision- making and consultative body and/or cause the carrying out of the various activities, plans, programs and projects of DOTR-LRTA in coordination with the City of Bacoor; NOW, THEREFORE, |, STRIKE B. REVILLA, City Mayor of Bacoor, Cavite, by virtue of powers vested in me by pertinent laws, do hereby ORDER: Section 1. Creation. A Local Inter-Agency Committee (LIAC) is hereby created to coordinate operationally the thrusts, objectives and activities of all agencies and organizations concerned in the smooth and effective project implementation and in the resettlement of informal settler families (ISF) affected by the project, in accordance with existing laws. Section 2. Composition. The Local Inter-Agency Committee for the relocation and resettlement of ISF affected by the DOTR-LRTA project shall be composed of the following: Chairperson . Hon. Additional Member. The Chairman may call upon the assistance of any of its local offices or national agencies, whenever necessary. Section 4. LIAC Secretariat. The Housing Urban Development and Resettlement Department (HUDRD) shall serve as Secretariat of the Local Inter-Agency Committee. Section 5. Objectives of the LIAC: The main objective of the Local Inter-Agency Committee is to formulate plans, programs and strategies relative to the resettlement of informal settler families (ISF) affected by the LRT Line 1 Cavite Extension project in accordance with the provision stated in the Local Government Code, Republic Act No. 7279, and other related laws on relocation and resettlement. Section 6. Voting Rights of Committee Members. Members of the Local Inter- Agency Committee shall decide the matters before it through majority vote of all the members present at which there is a quorum. The presence of the majority of the members including the Vice Chairperson shall constitute a quorum. The Chairperson, or the Co-Chairperson in case of the former's absence, shall vote only in case of a tie. Section 7. Repealing Clause. All previous issuances inconsistent with the provisions of this Executive Order shall be deemed revoked or amended accordingly. Section 8. Effectivity Clause.
