1 Background
Mahinda Rajapaksa Sports Complex, Diyagama, Homagama, is located on land which spans
126 acres and consists of a 400 m synthetic track that has 9 lanes, an athletic ground, football
and rugby ground and a pavilion with 3000 a seating capacity. It also consisted of halfway
through constructing an indoor stadium with a swimming pool. Ministry of sports and youth
affairs is planning to introduce the first-ever National Sports University on the premises of
Mahinda Rajapaksha Stadium in addition to the existing sports complex for the benefit of all
sportsmen and women in the country. The proposal for the National Sports University was part
of the government's program to develop sports and help to empower children to be successful
at the international level through the development of sports skills. The project includes
university administration buildings, lecture rooms, research and training centers, gymnasiums,
restrooms, hostel facilities, indoor and outdoor sports complexes, etc. This will be expected to
cover all subjects attach to sports both in theory and practical basis. The international level
facilities also going to include this Sport University.

2 Aim and Objectives


2.1 Aim
The main aim of the project is to design the first-ever National Sports University in Sri Lanka
with well-equipped athletic grounds and grounds and other facilities for sports such as cricket,
football; volleyball, basketball, rugby, badminton, and tennis which can also be used for
international and national occasions.

2.2 Objectives
● Identifying a suitable plan for the Sports University which consists of lecture rooms,
research and training centers, restrooms, indoor sports complex, outdoor grounds,
pavilion, hostels, and other accommodation facilities, etc.
● Developing structural designs for the main university building and other related
facilities for the proposed Sports University complex
● Developing architectural designs for the university building, pavilion, and other related
buildings.
● Developing building services designs and drainage designs for the proposed facilities
● Performing financial analysis for the proposed work including operations and
maintenance cost and revenue.
● Preparing BOQ

3 Scope of Work, Tasks and Deliverables
3.1 Reconnaissance Survey
● Obtaining permission from relevant authorities.
● Determining reconnaissance route.
● Undertake observation and documentation of bio-physical characteristics.
● Undertake observation and documentation of socio-economic features.
● Undertake observation and documentation of issues, problems, threats, and
opportunities.
● Undertake observation and documentation of concerns not mentioned in literature or
interviews.

3.2 Geotechnical Investigation


● Determination of soil profile and groundwater status within the proposed site by
performing field and laboratory tests.
● Recommendations for foundation design and construction of various building
structures and underground utilities.
● Recommendations for constructing parking areas and driveways (for light and heavy-
duty asphalt paving).
● Recommendations for site preparation and surface drainage.

3.3 Estimation of Traffic Demand


● Collecting the traffic survey data
● Estimation of traffic demand.

3.4 Developing Alternative Method


● Different alternatives will be developed according to the Need assessment and the
SWOT analysis.

3.5 Feasibility Study


● Evaluation of the environmental, socio, and financial aspects of the project based on
analyzed data.

3.5.1 Environmental Feasibility


● Identification and elaboration of the environmental attributes of the location
● Assessing the environmental impacts of each alternative concerning the environmental
attributes of the region

● Identification and elaboration of the social attributes of the location
