Introduction
The western coast of Sri Lanka has been a major tourist attraction zone in the country which is
mostly centered on Negombo area. The region contributes for 7% of the total Sri Lankan
tourism industry by hosting approximately 350,000 tourists annually. However, the
concentration of all the facilities in Negombo area has highlighted the importance of developing
some other potential tourist attraction points in the surrounding area. Supporting this cause,
Pamunugama can be identified as a valuable area with a high potential for tourist attraction.
Pamunugama is primarily a fishing village belonging to the Ja-ela urban council of Gampaha
District. The locality comprises of nearly 12km2 in area along with a nearly 5km long coastal
belt along the western coast of Sri Lanka. This area has quick accessibility to the Bandaranaike
International Airport and Colombo-Katunayake Express way. Along with the experience of a
tropical beach, the Negombo lagoon and the rich biodiversity in Muthurajawela wetland
provides a variety of development opportunities with a collection of environments which have
unique features to one another. Due to the lack of infrastructure, the tourist attraction for this
area is considerably lower. Hence it is recognized that there is a requirement for infrastructure
to increase the attraction of local and foreign tourists to the Pamunugama area.

Aim and Objectives
Aim
Designing a sustainable integrated tourist resort at Pamunugama to enhance the arrival of
local and foreign tourists.

Objectives:
• To improve the living standard of the local community by creating new business
opportunities around this area.
• To provide developments with adequate space for relaxation & recreational activities.
• To develop the infrastructures for tourism development using sustainable development
methods to minimize the impact on the ecosystem.

Methodology

1. Desk Study

Gathering information already available about the project region.

2. SWOT Analysis and Need Assessment

Identification of internal strengths and weaknesses as well as external


opportunities and threats on the project region and identifying the neediness of a
project for this area.

3. Developing Alternative Concept

According to the SWOT analysis and Need Assessment, three different


alternatives should be developed for the project.

4. Feasibility Study

Appraisal of the viability of the project from environmental, socio-cultural and


financial perspectives based on the adequate data and analysis.

4.1. Environmental Feasibility

 Identifying the environmental attributes of the location and the


significance of each attribute.

 Estimating the positive and negative impacts of each alternative on the


environmental components of the region.

4.2. Socio – Cultural Feasibility

 Identifying the Socio-cultural attributes of the location and the


significance of each attribute.

 Estimating the positive and negative impacts of each alternative on the


socio-cultural components of the region.
4.3. Economic and Financial Feasibility

 Identifying the economic and financial attributes of the location and the
significance of each attribute.

 Estimating the monetary scale of each alternative based on the


Economic and Financial components of the region.

5. Environment Impact Assessment


• Understanding the nature of the existing environmental components
• Evaluating the anticipated impacts on the surrounding environment due to this
project
• Proposing mitigation plans for the identified environmental impacts

6. Traffic Impact Assessment

• Identifying the existing and proposed traffic condition of the area


• Evaluation of future possible traffic impacts due to this project
• Parking requirement and accessibility

7. Preliminary Design
• Selecting suitable construction materials and building orientation
• Developing 2D and 3D architectural drawings for the selected structures

8. Detailed Design

Proceeding with detailed structural calculations for each structure


• Load calculations
• Manual calculations
• Finite element analysis (SAP2000/MIDAS)

9. Design of Substructures

Adopting suitable substructures with detailed designs for each structure

10. Service Designs


• Building Services
• Design of finishes
• Storm water management ‘
• Solid waste and waste water management
• Safety plans
11. Sustainable and Green Building Concepts

Evaluating the sustainability of the project and incorporating green building


concept to the designs.

12. Construction and Methodology

• Discussing about the material transportation and handling


• Identifying the method of construction and techniques

13. Bill of Quantities

Preparing BOQ to carry out detailed cost estimation for the proposed project.

14. Tendering Process

Developing tender documents for the proposed project as per CIDA specifications.
