1. The plant quarantine department to establish a


center of Plant quarantine at Patna airport. Now
Quarantine certificate can be issued at Patna
airport.

2. Custom Department for customs clearance facility


at Patna airport. Followed the airport authority for
the development of a cold room at Patna airport.

Challenges & Possible Solutions
• Lack of awareness - More aggressive training and sensitization programme is required to achieve the
maximum opportunities of agri export from Bihar.
• Lack of Labs: Internationally recognize lab is highly required for export.
• Lack of International Flights - Frequency of International Flight is required to be increased at Airports
of Bihar.
• Lacks Cargo Flight - Dedicated cargo flights are required to be operations from airports of Bihar.
• High Inland Transportation cost - The inland transportation cost from Bihar (landlocked territory) is
high. When compared to coastal states, the exporters of Bihar are getting very tough competition. A
provision of subsidy is required to be made through AEP.
• Scarcity of Export Infrastructure - Export supporting infrastructure ie. Packhouse, NABL Accredited
Lab, ICD etc is in lacking in Bihar. This may be developed through different departmental schemes.
• Lack of processing units - More no. of processing unit is required to be developed through state
Govt/Central Govt schemes.
• Cluster Development Programme: Requirements of Identified production cluster and specific
products

Significance of Food Testing for Export
1. To participate/engage in international trade, it is necessary to comply with the
Food Safety requirements of different countries. Several importing countries
demand adherence to stringent Maximum Residue Levels (MRLs). Some of the
developed importing countries have set up MRLs at very low level. For this, high-
precision equipment is required to be installed by the food testing labs
2. Exporters face continuous rejections in the market due to health and food safety
concerns such as violations including mislabeling, allergen products, use of non-
approved pesticides, microbial contamination, and manifestation of pests.
3. Agricultural products such as mangoes, okra, curry leaves, peanuts, table grapes,
chilies, prawns, shrimps, and tamarind face rejections due to certain non-
compliances.
4. All the Goods shall comply and be within the safety limit and not violate any
regulation.

What is Export Pack House ?

1. The exports of F&V requires a set of process in which the


quality (in terms of firmness, color, shine,
chemical/microbial control is maintained and packed in a
way that maintains the freshness and can be transported to
long distances through Air Cargo or sea routes (Containers).

3. The pack houses thus are a common infrastructure available


on a rent basis for exporters/traders

4. The state Govt is developing export pack houses to develop


export infrastructure in the state in a strive to boost exports
General Requirements for Export to EU
Countries
• The vegetables & and fruits from India can be exported to the
European Union countries based on the phytosanitary
inspection at the pack houses approved jointly by
NPPO/APEDA where adequate facilities for inspection,
examination, etc. are available and the produce is packed
under the supervision of plant quarantine official.

• The phytosanitary status of the inspected consignments will


be secured by proper storage in a demarcated quarantine
area at the pack house, transported by clean & and
disinfested vehicles. Also, loading of the consignment at the
exit point will be ensured in clean and disinfested cargo
containers preventing cross-contamination.
