Scope
This General Instruction outlines the Drilling and Workover (D&WO) emergency response roles and
responsibilities for any offshore oil or gas production platform / free standing conductor (free standing
conductor) emergency, or when a Producing organization has turned over responsibility for well control
operations to the D&WO organization.
This document specifically addresses the following offshore platform / free standing conductor
emergency response operations management elements:

1. Objective
This General Instruction defines the emergency response roles and responsibilities for any offshore
platform / free standing conductor emergency involving D&WO activities or when a Producing
organization has turned over responsibility for well control operations to D&WO.
This G.I. will serve as the basis for the development of a D&WO offshore platform / free standing
conductor emergency response plan (ERP), which complies with the applicable requirements of the
Saudi Aramco Safety Management System (SMS) element No.8 and the Saudi Aramco Corporate
Contingency Plan (SACCP).
2. Implementation
If a well control emergency occurs while the well is under the responsibility of one of the Producing
organizations, notification that a well control emergency exists will be made through the normal
chain of command.
The Area Producing Vice President or (Executive Director or Gen Manager if the Vice
President cannot be reached) may request Drilling and Workover to take over well control
operations by contacting (by priority):
D&WO’s platform / free standing conductor emergency response responsibilities when a Producing
organization turns over well control operations will be strictly limited to coordinating / conducting,
safe and effective well control operations at a platform or free standing conductor until the well is
returned back to the Area Producing Department.
The responsible Producing organization will retain sole responsibility for all other aspects of a safe
and effective emergency response operation beyond the specific well.
B. platform / free standing conductor Emergency or Primary Drill during D&WO Operations
If a platform / free standing conductor emergency or primary drill occurs during D&WO operations,
the Saudi Aramco D&WO Liaisonman or Senior D&WO representative shall call:
1) The designated Regional Security Control Center (RSCC) 110 (or equivalent) Incident
Notification System to report any Emergency or Primary Drill by calmly stating the following:
“This is a (platform / free standing conductor emergency or primary drill) at rig ___, on
well ___, at ___ area/field”
c. Briefly describe the platform / free standing conductor emergency or primary drill (i.e.
H2S Release, Fire, etc.)
f. Request the RSCC person receiving the call to repeat the information to ensure it is clearly
and accurately understood to be a platform / free standing conductor Emergency or
Primary Drill.
2) The responsible D&WO Superintendent or the responsible D&WO Manager (if the responsible
superintendent cannot be reached), in order to inform them of the nature and severity of the
platform / free standing conductor emergency or primary drill.
The D&WO Organization will be solely responsible for the safe and effective management of all
aspects of the emergency or drill.

C. Order of Priorities
a. The overriding objective of D&WO emergency response is the preservation and protection
of human life. In the event that there are any injuries or fatalities, the D&WO Foreman /
Liaisonman on the rig will be responsible for requesting emergency treatment and helicopter
/ marine transportation. This will be done by notifying medical services when calling the
emergency number 110.
Search and rescue efforts will be coordinated between the D&WO Foreman / Liaisonman,
the Marine Rig Move Coordinator, Offshore Industrial Security and Aviation.
In addition, the D&WO Foreman / Liaisonman should contact the Marine Rig Move
Coordinator for any advice and assistance not covered by this instruction.
b. The rig’s standby vessel(s) will receive instructions directly from the rig. If a major problem
on the rig is obvious, the vessel master(s) shall prepare to render immediate assistance by
positioning the vessel at a safe distance upwind of the rig in full operational readiness,
unless specifically requested by the rig. The Master of the vessel is responsible for the
safety of his vessel and crew at all times.
c. Concurrent with the dispatch of helicopters/boats, the Medical Chief for Emergency Services
will be alerted to dispatch Medical Evacuation Team(s) to assist in transporting and to
prepare for handling the injured.
d. Next of kin of the deceased, missing or injured shall be notified by the Personnel
Department, with assistance, if required, of the Manager-D&WO if the deceased, missing or
injured person is a D&WO employee.
3) The D&WO Liaisonman or most senior drilling representative or contractor employee (OIM) will
designate a team to immediately begin monitoring the area for flammable gas and hydrogen
sulfide (H2S) or other potential hazards.
4) The Producing Department, working closely with the Security and Marine Departments, will be
responsible for establishing and maintaining a vessel exclusion zone and alerting / evacuating
any potentially exposed production facilities or platforms.
The D&WO Liaisonman is responsible only for personnel on the rig while the rig is working on a
well.
1) Global Oil Spill Response will dispatch pollution control boats as quickly as possible.

2) Tanajib Marine Operations Division will dispatch firefighting (FIFI) vessels when called upon.
Firefighting vessels will position themselves at a safe distance from the incident. They will
prepare to provide large volumes of seawater to spray onto the rig/ wellhead/platform but will
only do so when requested by the Incident Commander. The Master of the vessel is responsible
for the safety of his vessel and crew at all times.
3) Aviation Department may be requested to provide an Air Tractor to assist in containing the oil
spill if the need arises.
4) Forecasts of tide, wind and other weather conditions that will affect the spread direction of
hazardous discharges can be obtained from the Saudi Aramco Intranet on a 24- hour basis
(http://www.wassf.net/) [per D&WO Emergency Management Plan checklists].
The D&WO Emergency Operations Center (EOC) will provide up-to-date weather forecast
information to the site leader or commander.
E. Well Control
The D&WO Well Control Team Site Leader (with rig on well) or Special Well Action Team (SWAT),
without rig on well, will take charge of the on-site well control operations.
No other leader or site commander, designated by a different organization, will have the authority
to interfere or take charge of any D&WO Well Control Operations activities.
In case the D&WO Well Control Team Site Leader or SWAT Leader is incapacitated the most
senior D&WO representative or the most senior contractor rig employee on the rig will take over.
Should uncontrolled hydrocarbon flow from a well occur, without catching fire, the decision to ignite
will be made on a case-by-case basis after evaluating the incident hazards.
Since the impact of intentional ignition on an Offshore platform / free standing conductor can be
significant, it is imperative that the decision to ignite be made by the VP / Executive Director -
D&WO or GM - D&WO Operations.
Expert well control service provider may be called in to handle well control activities, as needed
(reference Appendix No.1, paragraph No.7).
Personnel assigned to the D&WO offshore platform / free standing conductor emergency response
organization will be relieved of current responsibilities and devote all efforts to the emergency.
A. The D&WO Incident Manager will be responsible for all emergency response operations. He will
appoint the On-Scene Commander and Well Control Team Site Leader. The Well Control Team will
consist of designated D&WO and contractor personnel as deemed appropriate by the Well Control
Team’s Site Leader, in consultation with the On-Scene Commander.

B. In the event that a Producing organization turns over a well to D&WO Operations, the VP /
Executive Director of D&WO Operations or General Manager D&WO Operations will appoint a
D&WO Well Control Team Site Leader.
The Well Control Team’s Site Leader will be solely responsible for all well control operations.
The D&WO Offshore Emergency Response Roles and Responsibilities are described in Appendix
No.1 and No.2.
The D&WO Well Control Team Site Leader will recommend an appropriate well control strategy to the
On-Scene Commander.
The On-Scene Commander will assist the D&WO Well Control Team Site Leader with the coordination
of well control support service resources at the platform / free standing conductor.
5. Cost Accounting
D&WO Planning and Programming will determine the proper disposition of the accumulated costs.
6. Support Services
Support services provided by various departments as well as those performed by service companies
will be coordinated by the On-Scene Commander and the Manager, D&WO Services.
Each department providing a support service will be responsible for adequate preparation to provide
prompt and efficient service during the emergency.
A. Complete daily logs of all critical platform / free standing conductor emergency response activities
will be maintained in the respective D&WO EOC and continuously updated on the Emergency
Message Board System (EMBS) as warranted.
B. Designated D&WO EOC personnel assigned by the Incident Manager will act as liaison with all of
the various groups to maintain continuous documentation of the platform / free standing conductor
emergency operations including (but not limited to) any fatalities, injuries and environmental impact.
C. A complete factual report of each day's activities will be maintained by the D&WO EOC as a
permanent record. The final report shall be prepared by the Incident Manager.
Upon completion of the final report, a critique meeting will be held to evaluate all the causes,
actions and reactions of the various phases up to the final restoration or disposition.
A. D&WO shall conduct an annual “primary” emergency drill to better prepare for emergencies
should they occur.
The annual “primary” emergency drill shall be coordinated with the emergency response drills of
Northern Area Producing, Marine Department and other operating organizations so that all
concerned parties will become familiar with the respective responsibilities and emergency response
plans.
The scope of an annual “primary” emergency drill requires the full mobilization of the defined
emergency response resources, along with the D&WO Emergency Operations Center (EOC).
B. D&WO shall also conduct an annual “secondary” emergency drills with each division of a
Producing area. The annual “secondary” emergency drill will evaluate readiness and effectiveness
to respond to a disaster and will require minimal mobilization of equipment and personnel.
Secondary emergency drills do not require full mobilization of equipment and personnel

Critical roles and responsibilities of designated participants in the D&WO Offshore platform / free standing
conductor ERP are defined in this appendix. This list is not intended to describe all the actions potentially
required to safely and effectively respond to any specific platform / free standing conductor emergency.
1. VP - D&WO
A. Update the Saudi Aramco Corporate Contingency Plan (SACCP) Crisis Management Team on
emergency response operations as warranted.
B. Oversee D&WO emergency response management and provide guidance or directives, as needed.
2. GM - D&WO Operations
A. Initially assume the D&WO Incident Manager role and may join the SACCP Crisis Management
Team, depending upon the nature and severity of the incident
B. Assume the D&WO On-Scene Commander role at the discretion of the VP - D&WO.
D. Appoint a Well Control Team Site Leader for Producing organization well control operations
G. GM or designate should notify all concerned entities as described in G.I.6.001, line item No.4.
4) Loss Prevention Department (LPD) at: LPD Manager at 872-8218, Dhahran Area LP
Superintendent at 872-9088.
A. Inform Chief Petroleum Engineer, Area Reservoir Engineering Department of situation and
conditions.
2) Preferred relief well drilling locations subject to wind and seafloor considerations.
B. Request computer flow rate and pressure profile-calculations to be run for given conditions.
C. Provide copies of well configuration sketch, wellhead drawing, morning reports, and other pertinent
documentation to the D&WO EOC and SACCP CMT as warranted.
D. Assemble well data and distribute copies as required. Include drilling program, well cross-sectional
sketch, reports, known information - formation tops, final elevation etc.
E. Have large-scale sketch (flip chart size) of well configuration prepared for use in review meetings.
F. Denote casing sizes/depths, drill string configuration, formation tops, hole problems encountered
and other relevant information which may be of use.
H. Prepare kill program including fluid type, density and pumping rates.
I. Review available rig(s) to drill relief well(s). Recommend rig(s) from optimum technical viewpoint.
J. Once survey locations(s) for relief well(s) are received, prepare directional drilling program.
K. Monitor drilling progress on relief well(s) and provide technical liaison among engineering services
group(s) and operations.
A. Assume responsibility for well control operations on offshore platform / free standing conductor
involving D&WO rigs.
B. Implement the operations segment of the D&WO Offshore platform / free standing conductor ERP.
C. Appoint a Well Control Team Site Leader at the discretion of the Incident Manager or General
Manager.
6. Superintendent D&WO
A. Notify respective Department Manager of the Offshore platform / free standing conductor
emergency.
B. May initially assume Incident Command or Well Control Team Site Leader role at the discretion of
the Incident Manager.
C. Verify that the SA Liaisonman or senior drilling representative has designated a team to initially
monitor the potential downwind hazard area for flammable gas and hydrogen sulfide or other
hazards.
D. Coordinate support service provided by other designated departments at the discretion of the On-
Scene Commander.

E. Provide equipment, material, and logistical support to the Well Control Team Site Leader.
Mobilize and arrange deployment to any offshore platform / free standing conductor emergency
location, specific SWAT equipment designated for offshore use only, should be stored and maintained
at Tanajib D&WO facility.
A. Obtain all material and equipment needed for use at the emergency site.
B. Coordinate with Transportation / Marine to ensure prompt delivery of material and equipment.
D. Conduct well control operations and keep On-Scene Commander advised of any significant
changes in hazard conditions.
1. Marine
When requested by the Incident Manager or On-Scene Commander, provide assistance in open sea
search and rescue, rig and well platform cooling, oil spill mitigation assistance, emergency
communication assistance, marine transportation and related marine operations support services. The
Master of the vessel is responsible for the safety of his vessel and crew at all times.
2. Communications
A. Provide support for maintenance of system on the scene and at control center.
3. Aviation
A. Provide immediate emergency response movement of designated materials, tools and equipment.
5. Industrial Security
A. Assist in the marine evacuation of personnel using Security patrol boats as directed by the
Emergency Operations Center.
B. Assist in the marine search and rescue operations as directed by the Emergency Operations
Center.
C. Keep the emergency area clear of any Saudi Aramco, contractor or local fishing boats.
D. Coordinate with Northern Area Government Affairs and other government agencies, as required.

A. Handle all liaisons with oil dispatcher, plants pipelines and other groups concerned with oil and gas
movements.
C. Supervise all shut-in and start-up activities of nearby wells or pipelines when the need arises
