Project description
1. PROJECT RATIONALE
Water is crucial for plant growth, particularly in rice cultivation, which
requires a large amount of water during pre-saturation and normal growth. The
Philippine government invests heavily in irrigation systems to improve agricultural
productivity and achieve food resiliency and self-sufficiency.

Irrigation is the artificial application of water to land for agricultural


production, with the main objectives being to help crop growth, landscape
maintenance, and reduce the effect of inadequate rainfall.

In Province of Isabela, the climate is characterized by abundant rainfall and a


pronounced maximum rain period. Irrigation is vital for crop growth, landscape
maintenance, and revegetation during droughts.

The LGU Ilagan in partnership with the Department of Agriculture R13 is providing a
Pump Irrigation System to various farmer organizations involved in rice production.
This project will provide year-round irrigation to 300 hectares of agricultural land,
increasing crop yield and reducing poverty.

VICINITY MAP
Lullutan is a barangay in the city of Ilagan, in the province of Isabela. Its
population as determined by the 2020 Census was 2,197. This represented 1.39%
of the total population of Ilagan.
The population of Lullutan grew from 1,373 in 1990 to 2,197 in 2020, an
increase of 824 people over the course of 30 years. The latest census figures
in 2020 denote a negative growth rate of 1.32%, or a decrease of 143 people,
from the previous population of 2,340 in 2015.
Barangay lullutan have a great potential in terms of agriculture but due to the lack
of irrational system the farmers have limited crop choice and faces difficulties
cultivating the soils.
