I am clear in communicating that I have befriended American conservatives, Black and White,
though as an expressed and articulated liberal of moderate sensibilities as needed to respond to
vacancies in proper logic and/or socialization in our arguments, public policies, or our
interpretation and application of law and policy. There is no suggestion that the Republican
Party of the United States is incapable of consistently hosting intelligent African-Americans
contemporary in their thoughts and opinions but respectful of the spectrum of interests
associated with conservatism here in the United States, essentially those not evasive of
inspiring humane sensibilities. The future will see an appreciation in membership numbers,
party popularity, and articulation in American popular culture.

The Black conservative will serve the role of introducing to the American public and the
international community the power of Black economics with the reformation anticipated, their
[legislative] protection of the cross-border operations of corporations owned or managed by
Black executives and collectives throughout the hemisphere for helping communicate the
correct social values of relation, political mores, and economic assignments of the free world in
hosting both progressive and conservative activism and in suiting the projects and
self-determination of moderates. The historical trauma of Blacks does provide a special outlook
for Black conservatives, an outlook which will consistently engage social responsibility without
threatening party integrity (we conclude). This ethnic faction will serve to advance race relations
as an exotic actor of convictions which will challenge our resolves as liberals for precision
purposes in addressing and [institutionally] engaging sociology and government budgeting.

I do anticipate that the [Free Trade and] Economic Agreement of the Americas will require
segmental advocacy from conservatives in representing interests which aren't noted as being
fundamental to the progressive doctrine but which continue to appear elemental to the American
fabric of philosophical operatives, for instance, the protection of the United States' industries
from decay in nurturing them as the world's strongest economy, in assuring that open borders
policies are effectively responsive to fundamental needs of relation including the prerogative of
prohibitive regression in illicit trafficking, and in developing a coalition of conservative actors
throughout the hemisphere, within and outside the framework of Governments, allowed as
operable in the future of our continental economy being prepared. Aside this, our concurrent
progress toward a political Union will not be deprived the proper redress in gaining productivity
due to conservative actors - we are certain, Black Republicans, nurtured for holding unique
sentiments, will engage minorities throughout the hemisphere under a constitutional agenda
which protects their expression of polar interests and their right to form caucus and spread their
mobility as a project within the [inoffensive] revolution of economic and political integration.

American Black conservatives, in being reared as students of the Civil Rights Movement and
successive paradigms affirming its fundamental stature within modern American society, will
help decide our engagement policy as an Agency, aside that of Foreign Service and the State
Department, in discreetly assisting the reformation of conservative parties outside this
hemisphere, those extremist in custom and/or protocol. American conservatism is moderate,
supports the liberal social order which demand the softening of conservatism in less developed
countries not influenced by the ethos of Western philosophy, the most humanistically advanced
in the world.

We have invested time and effort in communicating with conservative African-Americans, those
articulated as exceptional via their specialities, for introducing to the political parties in the
Caribbean Community moderate values. The Central Intelligence Agency is actively training the
Community to invest in the evolution of Caribbean politics without offense, via partnership
programs. There won't be dominant conservative parties in CARICOM for the foreseeable
future but we have developed a chart detailing, per the initial recommendations and doctrinal
elements decided by me (as lead operative), our plan to have hosted at least one progressive
political party and one moderate political party, both as the leads, in every Member State of the
Caribbean Community in serving as our chief political ally in the integrationist hemisphere - we
are preparing to challenge extremist liberalism and harsh conservatism (with consistent victories
resulting) arising in South America, meaning within the General Assembly (continental
parliament) of the future Union of the Americas. Though we work for improving the globe as a
whole, we are squarely American in leaning and orientation - this is important to state.

Finally, in re-engaging exclusive domestic politics, we are impressed that African-American

conservatives throughout the country are being audited within national and state parties for
becoming re-educated. Their education will lead to their advisors and elected officials and
representatives remaining loyal to the message and work of Dr. Martin Luther King Jr., a patron
saint of the American cause, unique and exceptional, compromising and effective in
communicating political sensitivity, social consciousness, and reconciliation. This inter-level
caucus will serve as a co-moderator of our polarizing politics I and outside the chambers of
government.
