SITUATIONAL REPORT FROM 1ST JANUARY TO 31ST JANUARY, 2024

1.0 INTRODUCTION

The New Abirem Sector Command which is located in the Birim North District has been
relatively calm with no issues of security threat to the nation throughout the month under review.

There has been a good working relationship between our sister security agencies such as NIB,
Ghana National Fire Service, Ghana Ambulance Service and the Ghana Police.

2.0 STAFF STRENGTH

The station has a total of Thirty-three (33) Officers, Seven (7) senior officers and Twenty-six
(26) junior officers as shown in the table;

3.0 ACCOMODATION

Four (4) Officers are in the service rented accommodation, one in an accommodation provided
by the District Assembly whilst the remaining officers are in self-rented accommodation.

4.0 STATE OF THE OFFICE BUILDING.

There is a pressing need for the command to be renovated to enhance operational activities to
meet the rising demand for our presence in the district. The building is in a deplorable state and
in dire need of a makeover as it poses as a threat to human life.

We therefore appeal to authorities to come to our aid in this regard.

5.0 GENERAL CONDITION OF VEHICLES AND MOTORBIKES

The vehicle allocated to the command to aid operational activities in the District and beyond is in
good condition and operates effectively.

The two motorbikes also allocated to the command to help officers in the smooth discharge of
administrative duties have all broken down and as such parked.

6.0 MEETING

6.1 CHIEFTANCY DISPUTE AT AKYEM AFOSU

An emergency DISEC meeting was held on Sunday 7TH January 2024 at the instance of the DCE
on a looming danger at Akyem Afosu as a result of a chieftaincy dispute. The issues were as
follows;
1. The Akyem Kotoku Omanhene, Oseadeaye Dr. Frimpong Manso on September 2023,
destooled the chief of Akyem Afosu in the person of Nana Amo III.
2. On that occasion, the Queen Mother of the town was directed by the Omanhene to
perform the necessary rites to ensure that the chief is properly destooled.
3. The Queen mother did not carry out the directive of the Omanhene hence Nana Kofi
Amo III still holds himself as the chief of Akyem Afosu.
4. The Omanhene went ahead and installed Nana Anarfi Dompre III as Regent of Akyem
Afosu.
5. On Saturday, 6th January 2024, the Abusuapanyin of the Queen mother’s family, Nana
Akwasi Okoh destooled the Queen mother on the grounds of failure to carry out
Omanhene’s directive.
6. These developments had brought tension in the Akyem Afosu township which the police
quickly moved in and brought the situation under control.
7. Omanhene has nominated Kofi Adade as new chief of Akyem Afosu which a letter from
Akyem Kotoku Traditional Council was issued and widely circulated indicating that the
coronation of Kofi Adade should be held at Akyem Afosu on Thursday 11th January
2024.
8. The palace where the ceremony would be held is currently being occupied by the said
destooled chief, Nana Kofi Amo III.
9. These developments had created a lot of tension and disturbances in and around the
Akyem Afosu township.
10. One major reason the said destooled chief and his kinsmen adduced in support of their
disagreement with Omanhene was that a destoolment of a chief is usually done by
kinsmen of that chief by preferring charges against the chief and not done by
Omanhene’s assertion.
11. Nana Kofi Amo III who is said to have been destooled and his kinsmen threatened
mayhem and chaos if the Omanhene continues with his coronation or installation of a
new chief.

DIRECTIVE BY DISEC

For peace, safety of persons and properties, DISEC had therefore directed that;

1. Letters be given to all feuding factions at Akyem Afosu, Akyem Kotoku


Omanhene and the Akyem Kotoku Traditional Council to put on hold all activities
and ceremonies forthwith until further notice.
2. Security Agencies should intensify patrols in and around the Akyem Afosu
township to check activities that would undermine the peace and security of the
town.
3. Security at the palace should be tightened to ensure safety of lives and properties.
4. There should also be a standby patrol vehicle at the palace to ensure prompt
response to any form of security threat.

6.2 UPDATE ON AKYEM AFOSU CHIEFTAINCY FEUD

On the 12th January 2024, DISEC held a meeting at the District Chief Executive’s (DCE) office
to discuss updates on the alleged installation of a new chief at Akyem Afosu. In attendance were;

2. PURPOSE OF THE MEETING

The purpose of the meeting was to assess the general security situation within the Birim North
District following the chieftaincy disputes at Akyem Afosu that has brought the town under a
spotlight.

3. BACKGROUND

The Omanhene of Akyem Kotoku Traditional area and the President of Akyem Kotoku
Traditional Council, Oseadeaye Dr. Frimpong Manso IV, on 10th September, 2023, destooled the
chief of Akyem Afosu, Nana Kofi Amo III. He subsequently directed the queen mother of the
town, Nana Akua Bermah Afrah to perform the necessary rites to give effect to the destoolment.
She refused to do so or perform such rites. The Omanhene on that occasion also nominated Nana
Anarfi Dompre III as the Regent of Akyem Afosu. On Saturday 6th January, 2024 the Queen
mother was destooled on grounds of alleged gross insubordination and disrespect to the
Omanhene of Akyem Kotoku.

The Omanhene subsequently nominated Kofi Adade as the new chief of Akyem Afosu. Letters
of his nomination were widely circulated and also announced on the 11th of January, 2024 as the
date of his installation as a chief.

These developments prompted DISEC to quickly convene a meeting and issue a directive to the
kinsmen of Akyem Afosu, the Akyem Kotoku Traditional Council and all interested parties to
put on hold all activities and ceremonies that would disturb the peace and security of the area
until further notice.

In an earlier meeting held on Sunday 7th January 2024, DISEC took the following decisions to
maintain peace and order at Akyem Afosu.
 Letters from DISEC were given to all feuding factions at Akyem Afosu, Akyem Kotoku
Omanhene and the Akyem Kotoku Traditional Council to put on hold all activities and
ceremonies forthwith until further notice.
 Security Agencies should intensify patrols in and around the Akyem Afosu Township to
check activities that would undermine the peace and security of the town.
 Security at the palace should be tightened to ensure safety of lives and properties.
 There should also be a standby patrol vehicle at the palace to ensure prompt response to
any form of security threat.

The Omanhene of Akyem Kotoku, Oseadeaye Dr. Frimpong Manso IV, the Akyem Kotoku
Traditional Council, and the Akyem Afosu Stool however ignored these directives and
clandestinely installed a new Chief of Akyem Afosu on Wednesday 10th January, 2024 around
03:00am. The alleged installation was done with the aid of Thugs or Macho men drown from
Ashaiman, Nima and one of the Muslim communities in Kumasi. This development once again
brought some tension at Akyem Afosu. The Police quickly moved in with the help of the Formed
Police Unit (FPU) from Koforidua to maintain peace and order.

4. DISEC’S ENGAGEMENT WITH LEGAL ADVISOR FOR BIRIM NORTH DISTRICT


ASSEMBLY

DISEC invited Lawyer Augustus Ennin Attafuah who is the legal advisor to the Birim North
District Assembly to give his position of the Law on developments at Akyem Afosu and
appropriate actions to be taken against those group of persons who disregarded the directives
given by DISEC.
He spoke on a wide range of issues from the legal perspective but key among them are as
follows;
 Capacity
He indicated that the Omanhene lacks the capacity to sit or give direction on issues
relating to chieftaincy matters in the Akyem Kotoku Traditional Area since his authority
is being challenged at the law court hence cannot hold himself as the legitimate chief of
the traditional area.

 Violation of the Public Order Act


The public order Act, acts 1 and 2 were violated by the Akyem Kotoku Omanhene, the
Akyem Kotoku Traditional Council and Akyem Afosu stool for failing to appropriately
inform the police within the stipulated time of five (5) clear days before the installation of
the new chief which did not enable the police to provide adequate security to avert any
possible clash.

 Violation of the Chieftaincy Act


The Chieftaincy Act, act 61 was also violated. The law says among other things,
appropriate public notices should be served within fourteen (14) days prior to the
installation of a chief or event.

5. RECOMMENDATIONS
 It was however recommended that the police personnel from the Formed Police Unit
(FPU) should be allowed to provide security for some time since their presence had
brought sanity within the community until such a time that DISEC is satisfied with the
situation on the ground.
 The Regional house of chiefs should as a matter of urgency set up a judicial committee to
look into pockets of chieftaincy disputes within the Akyem Kotoku Traditional Area as
well as the legitimacy of the Akyem Kotoku Omanhene, Oseadeaye Dr. Frimpong Manso
IV since these pockets of issues are retarding economic progress in the traditional area.

7.0 CHALLENGES

There are many challenges and constraints that hinder effective delivery of operational
activities at the command.

i. Lack of weapon/ ammunition


ii. Broken down motorbikes in the command
iii. Lack of communication device in the command
iv. Inadequate furniture
8.0 RECOMMENDATION FOR OPERATIONAL EFFECTIVENESS AND
EFFICIENCY

The command wish to recommend the following for operational effectiveness and efficiency;
i. More Gota handsets are needed to aid communication in the command.
ii. The command recommends acquisition of a separate bungalow for Sector
Commander
iii. Management should kindly give prompt attention to the challenges and logistics
needs of the command to enhance effective and efficient operations.
iv. The command needs more furniture to accommodate new officers.
v. Raincoats should kindly be provided to newly recruited officers.

9.0 CONCLUSION

In conclusion, despite the challenges we faced and limited resources at our disposal, we
effectively carried out our mandate to the best of our ability.

However we are hopeful that our recommendations in this report will receive favorable attention,
so as to enhance the performance of our duties in the coming months.
