1 Introduction

1.1 About ENR


Election Night Reporting (ENR) is an online tool used to display results from elections on a web
tabulation system.

The following workflow diagram shows the ENR Election Day process:

1.3 Logging On
1. Navigate to the Election Night Reporting (ENR) application using the assigned URL:
https://admin.enr.clarityelections.com/GA_Login.aspx

2. Reference your Scytl password.


a. Type your assigned user name in the Username field.
b. Type your assigned password in the Password field.
3. Click the SUBMIT button.

After you successfully log in to ENR, the homepage displays.

2 Uploads

2.1 Upload Results


Tabulation export files are generated periodically throughout the evening as precincts report into the
elections office. Once these export files are generated, they can be uploaded to ENR to update the
results on the public results pages.

1. From the ENR home page, click the ELECTIONS tab or click View List of All Elections.

2. Click the Upload icon in the row for the appropriate election.

3. Click the NEW UPLOAD button.

4. The VOTE RESULTS page displays. Complete all required fields, which are designated with an
asterisk (*). Leave all other fields in default mode.
A. Locate Select election night results to upload, and then select the file from the
tabulation system that you wish to upload, which contains the Election Night results.
B. Click on the PROCESS button to transfer the export file to the ENR application. If the
upload is successful, a success message is displayed.

5. The status for the upload should now be Data Processed. The export file was successfully
processed against the configuration and the results can be previewed prior to publishing to the
public.

6. Click the Preview Site icon to review the public results page. A preview page displays results
that the public will see once the file is published.

7. Review the public results page and verify the following items:
 General information, such as election name, county name, headers, and other look-
and-feel items are correct;
 Expected contests are displayed;
 Expected candidates are displayed;
 Correct precinct names are listed; and
 Contest results are as expected.

All pop-up blockers must be disabled for the Preview page to appear.

If issues are found on the public results page, do not continue with the following
steps.

8. Close the public results page by clicking the X in the upper-right corner; return to the ENR
session.
9. Click the Publish icon to publish the results.

If successful, a Results Published message displays, the status changes to Published, and the
Publish icon is no longer available. This version will now be viewable on the county ENR public
results page, and results are available to the state.

2.2 Uploading and Publishing: A Quick Reference


As a quick reference, below is the uploading and publishing procedure with no screen shots:

1. From the ENR homepage, click the ELECTIONS tab or click View List of All Elections.
2. Click the Upload icon in the row for the appropriate election.
3. Click the NEW UPLOAD button.
4. The VOTE RESULTS page displays. Complete all required fields, which are designated with an
asterisk (*). Leave all other fields in default mode.
a. Locate Select election night results to upload, and then select the file from the
tabulation system that you wish to upload, which contains the Election Night results.
b. Click on the PROCESS button to transfer the export file to the ENR application. If the
upload is successful, a success message is displayed.

2.3 Setting the Election Night Complete Indicator


After you have uploaded the last file on Election Night, you must notify the state that this is your last
upload of the evening.

To select the Election Night Complete indicator:


1. From the UPLOAD RESULTS page, click the Pencil icon to view the Election Details page.

2. From the Election Details page, select the Election Night Complete check box, and then click
the SAVE button at the bottom of the page. This process alerts the state that the last Election
Night upload is available.

2.4 Uploading Certified Results


After the canvass and certification hearing, you must send official results to the state. Official results are
sent by uploading the certified results, and then selecting the canvass upload indicator. These results
should contain provisional ballots, if applicable.

To complete the canvass (certified) upload:


1. Navigate to the ENR login page.
2. Enter the same username and password provided by the state for Election Day in the Username
and Password fields, and then click SUBMIT.

If successful, a message displays, indicating that results have been published. These results
are now viewable on the county ENR Public Results page, and results are available to the state.

state that these are the certified results.

12. If all changes have been made, click OK. If further changes are required, click Cancel, make
the changes, and then repeat any necessary steps.
13. Click Save at the bottom of the Election Details page. This process alerts the state that the
certified results upload is complete.

The certified results upload locks down the election at the county level and allows
only for version preview. If changes need to be made to the election after the
certified results upload, you must contact the state for assistance.

2.5 Uploading Certified Results: A Quick Reference


To complete the canvass (certified) upload:
1. Navigate to the ENR login page.
2. Enter the same username and password provided by the state for Election Day in the Username
and Password fields, and then click SUBMIT.

If you experience an issue with ENR, refer to the below sections to assist with troubleshooting. Problems
are categorized below and include likely resolutions. Review this section and try these resolutions before
contacting the Election Night support about a problem.

4 Additional Instructions from Secretary of State


 The State Election Board requires every county election superintendent to upload unofficial
election results to the ENR website at least three times on Election Night, and in any event in
which you have one-third, two-thirds, and all precincts reporting.

 You should upload your first export file as soon as you have results. There is no need to delay
uploading absentee totals when you have them; if you have finished counting your absentee-
by-mail ballots and the memory card is ready for uploading into the EMS Server, then this should
be your first export file upload on Election Night.

 If you have a technician who will be assisting you with the upload of memory cards on Election
Night, please remind the technician of this very important requirement. To help remind you and
your technician, you may consider posting a note on your EMS server.

 Uploading export files to the ENR website takes priority over any other postings. Until you are
able to view and confirm your final results on the Secretary of State’s election results website,
your reporting requirement under SEB Rule 183-1-12-.05(5)(d) is not complete.

 If you experience problems uploading the export file to ENR, then contact your liaison: Breanna

 If your county has uploaded ALL memory cards from their Election Day location, their absentee-
by-mail vote centers, and their advance-in-person vote centers, and there is a precinct with no
votes collected from one of those categories, your county will still show yellow.

 In this case, send a copy of the Unofficial Election Summary Report showing that all precincts
have reported to your liaison: Breanna @ 470-312-2756; Ameika @ 470-312-2751; Leigh @

5 Map Colors
What the colors indicate:
 Grey = you have entered zero data.
 Yellow = you have uploaded at least once.
 Green = all files have been uploaded on Election Night.
 Orange = the election has been certified.

6 Password Strength Meter


Password strength meters have been added to both the Update Password and Edit User pages. This
new feature enforces the use of strong passwords for all users. The meter provides text instructions and
visual cues, allowing users to create appropriate password values.

6.1 Update Password


1. Complete the required fields.
2. Enter a password value into the Password field.
3. As you type the text, the strength meter displays “help text” to notify you when the password
value is acceptable.
a. Too weak = you are unable to save value.
b. Not strong enough = you are unable to save value.
c. Password is Strong = “Confirm Password” field and “Save” button are visible.

NOTE: Pay attention to the help text under the strength indicator. A password will
not be considered strong until all of these conditions are met. The password must:

 Be 8-20 characters long;


 Contain at least 1 uppercase letter;
 Contain at least 1 symbol; and
 Contain at least 1 number.
