PRESCRIBING THE M'N IilUIil STA'VDARDS

FOR PHIUPP'NE NATIONAL POLICE ACADEMY (PNPA) CADET
STUDY UNIFORM (UPPER GARMENTI

WHEREAS, Section 14, paragraph (m) of Republic Act No. 6975, as amended by
Section 5, paragraph (a), sub-paragraph (8) of Republic Act No. 8551, empowers the
National Police Commission (NAPOLCOM) to "prescribe minimum standards for arms,
equipment and uniforms and, after ansultation with the Philippine Heraldry Commissionl
for insignia of ranks, awards and medal of honof ,

WHEREAS, NAPOLCOM Memorandum Circular dated No. 2019-002

January 29,2019, defines the duty and authority of NAPOLCOM to prescribe minimum
standards for uniforms, arms, and equipment that are germane and fit to the intended
use, purpose and objective of the equipmenUitems to be acquired or procured by the
Philippine National Police (PNP);

WHEREAS, based on the afore.cited legal prescription, the PNP Directorate for
Research and Development (DRD) endorsed for the Commission's consideration,
Resolution No. 202247-036 dated July 8,2022, entitled "Proposed Minimum Standard
for PNPA Study Uniform (Upper Garment)", promulgated by the Technical Working Group
for the Formulation and Amendment of Standards (TWG-FAS), with attached
documentary requirements;

WHEREAS, the minimum standard for PNPA Study Uniform (Upper Garment)
refers to a collared polo shirt design with plackets and buttons, cuffs, and a cadet name
and PNPA logo on the left chest which shall be worn by PNPA Cadets during the study
period;

WHEREAS, the PNP-DRD has certified that the proposed minimum standard for
the PNPA Study Uniform (Upper Garment) is not tailored-fit to favor any specific
brand/product since the material and colors used are readily available in the market and
the design is simple/common and can be sewn by any manufacturer due to the standards
sets which are generic in nature;

WHEREAS, after a thorough review and evaluation of the proposed minimum

standard and pertinent documents submitted by the PNP, the Commission flnds the
same to be in order, and in conformity with the requirements of RA No. 6975, as amended
by RA No. 8551, its lmplementing Rules and Regulations (lRR), and all existing policies
and issuances of the NAPOLCOM, and meets the requirements of the PNP;

NOW, THEREFORE, the Commission, in the exercise of its statutory power to

administer and control the Philippine National Police, HAS RESOLVED TO PRESCRIBE,
AS lT HEREBY PRESCRIBES, the minimum standards for PNPA Cadet Study Uniform
(Upper Garment), as follows:

historical \,l/orks, educational activities on historical events and persons, restoration, preservation and conservation of
movable and immovable objects of historical value, and implementation of the National Historic Act of the Philippines
(PD 260 and PD 1505)

BE lT RESOLVED FURTHER, that the PNP shall formulate the Technical

Specifications for PNPA Cadet Study Uniform (Upper Garment), a copy of which shall be
submitted to the Commission within five (5) days upon approval, which will be the basis
for its procurement, and shall ensure that the same comply, conform with, and are within
the aforementioned NAPOLCOM-approved minimum standards and with the pertinent
provisions of RA No. 9184, otherwise known as the "Government Procurement Reform
Act", and advantageous to the PNP;

BE lT RESOLVED FURTHERMORE, that the requirement for all PNPA Cadets to

procure the PNPA Cadet Study Uniform (Upper Garment) shall take effect starting PNPA
School Year 2023, atter issuance by the PNP of the requisite Technical Specifications,
and Certificate of Conformity (COC) to accredited manufacturers, dealers and suppliers;

BE lT RESOLVED FINALLY, that all other issuances or any part thereof which
are inconsistent herewith are hereby repealed or rescinded.
