Instructions To Bidders Civil Contractor - Reinstate
The work will consist of the supply of all engineering, design, labor, supervision,
materials, consumables, equipment, tools, services, and each and every item of expense
necessary for the Cikampek Plant Reinstate project. To include cleaning of all areas and
disposal of all corresponding debris to the area designated by the owner. Scope also
includes all permits necessary to construct and eventually occupy the said building.
Any explanation desired by Civil Contractor Civil Contractor regarding the meaning or
interpretation of the drawings and specifications must be requested in writing or you may
send it thru e-mail, addressed to Name (Yosef.HendroPranoto@id.pvmgrp.com cc to
Kadari@id.pvmgrp.com) and with sufficient time allowed for a reply to reach them before
submission of quotation. Oral explanation or instruction given before the award of the
contract will not be binding. Any interpretation made will be furnished to the Civil
Contractor and its receipt by the Civil Contractor should be acknowledged.
Civil Contractor are advised to visit the site to ascertain pertinent local conditions readily
determined by inspection and inquiry, such as the location, accessibility and general
character of the site, labor conditions, the character and extent of existing work within or
adjacent thereto, and any other work being performed thereon.

Proposal shall be endorsed and addressed as required in the invitation and otherwise
unmarked.
Civil Contractor is required to submit proposal not later than 17.00 PM on 31 July 2017
The Civil Contractor shall submit his proposal together with the INSTRUCTION for CIVIL
CONTRACTOR, INSTRUCTION/BULLETINS (if any), TECHNICAL SPECIFICATIONS,
in order, named, and fastened to a folder. The bound folder shall be submitted in a
sealed envelope and shall bear the label:
"PROPOSAL"

Bulletins and revised drawings of additional, omissions and alterations to the drawings
and specifications may, during the proposal period, be advised to the Civil Contractor.
All such changes shall become part of the drawings and specifications. The Civil
Contractor in his proposal should acknowledge receipt of these drawings and bulletins.
7. AWARD OF CONTRACT
The Contract will be awarded to selected bidder as soon as practicable, price and
other factors considered, provided his proposal is reasonable and it is to the interest
of PVMI.
PVMI reserves the right to waive informally, any proposal received when such waiver
was in the interest of PVMI. In case of error in the calculation of prices, the unit
prices will govern.
PVMI further reserves the right to accept or reject any or all items of the proposal,
unless the Civil Contractor qualifies such proposal by specific limitation; also to make
an award to the Civil Contractor whose aggregate on any combination of proposed
items is low.

8. PERMITS, FEES AND TAXES
All permits and licenses required by law or ordinances necessary for the execution of
the work, including Building Permit fees shall be obtained and paid for by the Civil
Contractor. All national and local taxes which are applicable to the work
contemplated shall be paid borne by the Civil Contractor.
Final inspection/occupancy permits and any fee requested by government shall be
borne by the Civil Contractor.
9. TERM OF PAYMENT
The Civil Contractor shall provide at his own expense temporary facilities (including
temporary office of PVMI project management team if required) needed throughout
the construction period.
The Civil Contractor shall provide at his own expense a temporary field office with its
own sanitary facilities or as approved by PVMI. No sleeping quarters will be allowed.

For the protection of the works, and the parties to the contract, the Civil Contractor
shall take out, carry and maintain, and be responsible for premium payment of the
following insurance:
Civil Contractor's All Risk Insurance including Third party Liability Coverage,
to be submitted to PVMI attaching receipt in payment of the insurance
premiums.
Comprehensive Liability Insurance to cover PVMI, Civil Contractor and all
sub-contractors including the Civil Contractor’s employees against liability
which may arise out of performance of the contract for bodily injury including
death and property damage suffered by third parties.

12. TIME OF COMPLETION
In case of delay of the Civil Contractor beyond the time limit stipulated in the proposal,
the Civil Contractor will be required to pay PVMI the sum of one-tenth percent (0.10%) of
the contract sum in IDR for each calender day of delay, (Sundays and Legal holidays are
included) beyond completion date stated in the contract and maximum of 10% of the
total contract price. Inclement weather, typhoon, floods, strikes and riots shall not be
regarded as ground for an extension of time. Pro-rata application of liquidated damages
shall be computed base on the breakdown of time of completion.

Contractor shall submit to PVMI, the following:
