1) Purpose

 To ensure that all underground duct banks and raceways are executed safely and in
accordance with the contract requirements and that all quality assurance / control activities
are conducted in a systematic manner, works are inspected and conformance is verified and
documented.

5) Responsibilities

4.1 Project Director


 The Project Director is responsible liaising with the client/consultant and the supplier with
regards to deliveries, fabrication dates, conveying the information to the construction manager
ensuring the method statement are approved and passed to construction manager.
 Will have the overall responsibility of the project for execution, quality and safety.

4.2 Construction Manager/ Cluster Manager


 Cluster Manager/Construction Manager shall maintain planned progress and ensure to
coordinate with all discipline to avoid any rework.
 The Construction Manager is responsible for the verification of this method statement and of
any subsequent revisions and application of method statement for the works, ensuring the
method statements are passed to the staff and QA/QC manager with delivery dates and
advance delivery documentation.

4.3 HSE Manager


 The HSE Manager is responsible for reviewing this procedure in the method statement,
ensuring that the method statement JSA and STA are carried out at the required time by the
safety officer.
 Ensuring that all operatives are briefed on the method statement and operatives have signed
to confirm receipt of briefing.

4.4 Health & Safety Officer (report directly to the HSE manager)
 Insure that all safety requirements to start the activity are provided by the construction group
as per project HSE manual and specification.
 To conduct daily inspection to ensure that safety requirements are being maintained up to the
completion of this activity.
 Ensure JSA and STA have been carried out.
 Ensure operatives understand the method statement and are briefed on the method statement.
 Advise operatives on their responsibilities and safety requirements.

4.5 Site Engineer


 To adopt these Methodology of work as a Guidelines on the Installation, Testing and
Inspection procedure.
 Ensure site Supervisor/ Foreman and Workmen assigned to do this job are specialist and well
trained.
 Ensure availability of required tools/ equipment's at site in good operating condition.
 Guide the Workmen to do the job carefully and safely.
 To ensure that the materials to be installed are as per approved Project Specifications and
Document.
 To coordinate with the Quality Control, of all activities.

4.6 The Surveyor


 shall be responsible for site coordinates and providing the correct reference, elevation, invert
level, location and position at site if required.

4.7 Site Foreman


 Supervise the execution of the work and ensure that it is being done as per project approved
specification and drawings and approved work procedure.
 Ensure that manpower and equipment are properly distributed.
 Coordinate with other construction team working adjacent to his location of work.
 Conduct JSA and STA to ensure that each member of the crew is aware of the hazards.
 Insure that all control measures to arrest the hazard are being implemented
 Arrange for the required materials, tools and equipment.
 Prepare and submit the daily report.

The Underground Ducts, Raceways and accessories materials shall be as per approved
material submittal, inspected and approved by concerned authority.
The Underground Ducts, Raceways and accessories materials shall be stored in a safe
place so as to avoid mechanical damage and direct exposure to sunlight.

9) Prior Activities

A) Ensure that all safety precautions/ measures have been taken as per approved Risk
Assessment of this activity and in accordance with approved project HSE plan to execute this
work
B) Site Engineer shall ensure that the latest revision of the approved shop drawing, coordination
drawing & details drawing of duct banks are available on site. Approved shop drawing shall
be provided on site for execution with CONTROLLED COPY STAMPED .Identification to
ensure for latest revision of drawing.
C) During material shifting to site care shall be taken to ensure that all the materials are in good
condition and no damages during transit.
D) Ensure that all technician and helpers are aware of the correct materials handling and
installation procedure to ensure best quality of workmanship. Toolbox talks shall be
conducted by site engineer/ supervisor for the installation method prior to start the activity
and record shall be maintained with photo evidence for the training conducted by Site Quality
Control Engineer and records to be maintained.
E) Risk Assessment of activity separately submitted through transmittal , approval obtained prior
to start activity.
F) Necessary work permit to be obtained.
G) Before any entry to site all the mangers will obtain the necessary permits by Municipality of
Jeddah and Makkah for the works been performed and organize any site inductions and/or
licenses needed for the employees required for the job.
H) Any site specific procedures that are mandatory are to be supplied by the client and the
manager will ensure that all effected employees area aware and comply with the procedures.
I) General site inspection is not mandatory but its often performed.
J) The Surveyor will locate and mark all live services that are present in the site (This includes
above ground services as well as buried services). These services (Electric, Telephone,
Water, etc.) will be clearly marked using stakes and warning tapes. Near these services, only
manual excavation is permitted.
K) The limits of the areas to be excavated as shown on drawings will be clearly marked with
stakes, tape, or bright paint.

10) Execution

A) Prior to starts the installation refer to approved shop drawing, typical details
drawing and materials available on site are as per approved MAR and MIR
B) Number ,Size and Location of duct shall be as per approved shop
drawing.
C) For Jointing and terminate of duct, use fittings as per manufacturer
recommendation,site fabricated fittings are not allowed.
D) All multiple conduits/pipes run shall have approved conduits spacers. Spacers shall
have securely support and maintain uniform spacing of duct assembly.
E) Duct lines shall be installed not less tha 300mm from other utilities.

F) Clearance between individual duct for similar services shall be maintained as per
approved shop drawing and clearance between from LC and LV ducts shall be
maintained minimum 300mm or as per approved shop drawing/details drawing of duct
banks.
G) Duct lines shall be terminate at window opening in manhole wall as shown in the
approved shop drawings.All ducts shall be fitted with end bells.
H) Couple the ducts with proper coupling,stagger coupling in rows and layers to
ensure maximum strength and rigidity of ducts.
I) Keep ducts clean of earth,Sand or Gravel and sealed with tapered plugs upon
completion.
J) Spare ducts shall be provided for future uses with nylon pull rope installed.They
shall be capped at each ends and labeled.
K) Seal ducts properly including spare ducts,at building entrance and outdoor
termination of near equipment with suitable non-hardening compound or approved
materials to prevents the entrance of foreign objects,materials,moisture etc.
L) Install Concrete encased duct and Direct burial duct as per approved shop
drawings,IFC and projects specs requirements 26 05 33 & 26 05 43)
M) Install handholes / pullboxes as per approved shop drawings.Level and plumb
it. Ensure top of frame and covers are flush with finish grade.

For underground raceways,To facilitate easy cabling / wiring sufficient pull boxes will
be provided in all raceways.Pull box to be provided on every two 90 degree bends, In
longitudinal straight runs the pull boxes / junction boxes will be provided in every 15
meters.Ensure the radius of any conduit bend shall not be less than four times the
outside diameter of the conduit to satisfy the easy cabling requirements.•All raceways
will be tightly secured to prevent the damaged during civil activities. Sufficient gap
shall be provided between conduits at cross-over locations.• Ensure all open end of
the conduit are capped / plugged properly.After removal of concrete shuttering/
Backfillig, all the raceways shall be checked for blockage by providing nylon rope
/guide wires. Ensure all raceways installation as per approved shop drawings.

Acceptance Check and Test:- Upon Completion of duct installation,a standard


flexible mandrel shall be pulled through each duct and to test out of round
condition. Provide mandrel equal to 80% filled of duct. if obstruction found, remove
obstruction and re-test.

Upon completion of underground raceways and After removal of concrete shuttering


or Backfillig, all the raceways shall be checked for blockage by providing nylon
rope/guide wires.Inspection shall be raised for witness.

Installation Requirements:

 Duct Installation:
 Slope: Pitch conduit a minimum slope of 1:300 down toward hand holes and away from
buildings and equipment. Slope ducts from a high point in runs between two hand holes to
drain in both directions.
 Curves and Bends: Use 5-degree angle couplings for small changes in direction. Use

manufactured long sweep bends with a minimum radius of 48 inches, both horizontally and
vertically, at other locations, unless otherwise indicated.
 Joints: Use solvent-cemented joints in conduits and fittings and make watertight according to
manufacturer's written instructions.
 Conduit Entrances to Handholds: Use end bells.
 Begin change from regular spacing to end-bell spacing 10 feet from the end bell without
reducing duct line slope and without forming a trap in the line.
 Direct-Buried Conduits: Install an expansion and deflection fitting in each conduit in the area
of disturbed earth adjacent to handhole.
 Grout end bells into structure walls from both sides to provide watertight entrances.
 Building Wall Penetrations: Make a transition from underground conduit to rigid steel conduit
at least 10 feet outside the building wall without reducing duct line slope away from the
building, and without forming a trap in the line.
 Sealing: Provide temporary closure at terminations of conduits that have cables pulled. Seal
spare conduits at terminations. Use sealing compound and plugs to withstand at least 15-psig
hydrostatic pressure.
 Pulling Cord: Install 100-lbf- test nylon cord in ducts, including spares.
 Direct-Buried Duct Banks:
 Excavate trench bottom to provide firm and uniform support for conduits bank.
 Install backfill
 After installing conduits, backfill and compact. Start at tie-in point and work toward end of
duct run, leaving conduits at end of run free to move with expansion and contraction as
temperature changes during this process. After placing conduits, hand-place backfill to 4
inches over conduits and hand tamp. Firmly tamp backfill around conduits to provide
maximum supporting strength. Use hand tamper only. After placing controlled backfill, make
conduit connections at end of run and complete backfilling with normal compaction.
 Depth: Install top of conduit at least 24 inches below finished grade,unless otherwise
indicated.
 Set elevation of bottom of duct bank below the frost line.
 Install elbows for stub-ups at poles and equipment and at building entrances through the floor,
unless otherwise indicated.
 Install manufactured rigid steel conduit elbows for stub-ups at poles and equipment and at
building entrances through the floor.
 Couple steel conduits to ducts with adapters designed for this purpose, and encase
coupling with 3 inches of concrete.
 Warning Tapes: Provide warning tape with tracer wire approximately 12 inches above
direct-buried conduits.
Installation of Hand holes and Boxes other than Pre-cast Concrete
 Install hand holes and boxes level and plumb and with orientation and depth coordinated with
connecting conduits to minimize bends and deflections required for proper entrances. Use box
extension if required to match depths of conduits, and seal joint between box and extension
as recommended by the manufacturer.
 Unless otherwise indicated, support units on a level bed of crushed stone or gravel, graded
from 1/2-inch sieve to No. 4 sieve and compacted to same density as adjacent undisturbed
earth.
 Elevation: In paved areas and traffic ways, set so cover surface will be flush with finished
grade. Set covers of other hand holes 1 inch above finished grade.
 Install hand holes and boxes with bottom below the frost line.
 Install removable hardware, including pulling eyes, cable stanchions, cable arms, and
insulators, as required for installation and support of cables and conductors and as indicated.

Select arm lengths to be long enough to provide spare space for future cables, but short
enough to preserve adequate working clearances in the enclosure.
 Field-cut openings for conduits according to enclosure manufacturer's written instructions. Cut
wall of enclosure with a tool designed for material to be cut. Size holes for terminating fittings
to be used, and seal around penetrations after fittings are installed.

11.3 Safety Training and Emergency procedures


 Before commencing any works, all employees will attend a site safety induction training to
ensure all safety measures are understood and implemented and to cover specific procedures
in case of emergency. If necessary, practical training exercises will be conducted on escape
routes, signage, evacuation and rescue.

11.4 First Aid


 Prior to the commencement of work, arrangements will be made for medical facilities and
medical personnel to be available from prompt attention to the injured person. The
contractor’s vehicle assigned to the job site will be used for transporting the injured person to
the first aid station and to the nearest hospital when required.

11.5 HSE General Requirements


 Prior to the commencement of any activities, the workforce will receive an induction talk on
the project site safety requirements. This induction talk will include both activity, safety issues,
as well as general safety requirements.
 The necessary safety measures will be taken to prevent accident or injury at all times. This
may include barriers, warning tape/net, signage, watchman, flashing and rotating lights at
night.

 Where work upon existing services may be required, the necessary work permits and safety
equipment should be obtained prior to the activity commencement.
 The Front Line Supervisor will ensure that Personal Protective Equipment is worn by site
personnel at all times during construction activities.
 Heat Stress Training will be provided.
 Provisions of adequate cool drinking water, shade, and salt tablets will be in place.
 Plant & Equipment will be provided with back-up alarms, lights, and all other applicable safety
devices.
 Safety requirements as defined in the Project Specification will be implemented.

12. Housekeeping / Waste Management

 Good housekeeping is key to keep the work site clean and tidy.
 A tidy work place reduces the risk of accident and and increases fire safety,
 All material should be properly and safely stored and stack.
 Designated rubbish and waste area to available at site for proper disposal of waste.
 All pipes cut pieces to be removed after work completion and must be keep at a proper
assigned storage area.
 Keep the access route clear.
 Don’t leave any tool or equipment at work site after completion of work.

13. Inspection (Refer to Attached ITP)

 Upon completion of the works the Supervisor shall verify that the works have been carried out
in accordance with the construction drawings.
 When the Supervisor is satisfied with the works carried out, he shall issue a Work Inspection
Request (WIR) to the QC department, indicating the area and work to be inspected.
 WIR shall be submitted approximately 24 hours before the intended inspection time and shall
list the works requiring inspection.
 The QC Engineer shall inspect that the works have been carried out in accordance with the
construction drawings.

14. Records

 QC Department shall monitor the underground ducts and raceways for Electrical System on
ongoing basis.
 Records generated during the execution shall demonstrate the achievement of the required
quality and shall be readily identifiable and maintained in a satisfactory manner by the QC
Department.
 The original of the properly authorized WIR shall be retained by the QC Department for
inclusion in the quality records.
 Registration and record of all WIRs and Test Results.

In order to determine the risk of a hazard, multiply its likelihood rating by its severity rating. The higher the score, the higher the risk is and the higher the
hazard's priority for workplace precautions or other actions. These ratings have to be subjective. They depend on your judgment given your knowledge at
the time. Further, they are not absolute, 0 does not mean it can never happen. Note that if there is zero likelihood or zero severity, the hazard will have zero
risk. The law says that risks should be reduced “so far as is reasonably practicable”.
Since risk = likelihood x severity, there are only three basic ways of reducing risk.
