TENDER FOR HIRING GROUND SUPPORT EQUIPMENT AT ALL

DOMESTIC AIRPORTS OF PAKISTAN FOR PIA FLIGHTS

Pakistan International Airlines (PIA) is inviting tenders for the hiring of Ground Support Equipment (GSE)
services from Ground Handling companies for all domestic airports in Pakistan.

Technical Proposal Requirements:

1. Ground Handling Companies must submit detailed technical proposals with information such as
office setups, list of Ground Support Equipment, employee details with Pakistan Civil Aviation
Authority, enlistment details with government organizations, and other necessary certifications.

2. The technical proposals must be submitted by September 19, 2022, at 14:30 hrs, and will be
opened on the same day at 15:00 hrs.

Bidding Scope:

 Ground Handling companies with experience in providing Ramp Services for flight operations.

Submission of Tender:

1. Tenders must be sent to the office of Dy. General Manager (Handling Agreements) by September
19, 2022, at 14:30 hrs.

2. The tender should be enclosed in double covers.

Preparation of Tender:

 The tender should include information on the bidder's authorization and validity of tender
prices.

 Prices quoted must be net and valid for 90 days.

Duration of Contract:

 The contract will be awarded for a period of one year, extendable for further terms.

Technical Evaluation Criteria:

 Technical proposals will be evaluated based on various parameters such as Ground Handling
experience, operational capabilities, training and certification, litigation history, equipment and
operators' availability, and acceptance of Service Level Agreements (SLA) with penalties.

Financial Proposal:

 The financial proposal should include a breakdown of hiring costs, cost per hour/trip/service,
government taxes, payment terms, any hidden charges, and hiring cost in US dollars.

IATA Standard Ground Handling Agreement (SGHA):

  The agreement includes details such as locations, agreed services, facilities, charges, and other
contractual terms between PIA and the Ground Handling company.

This bidding process emphasizes transparency, compliance with regulations, and evaluation based on
technical and financial criteria. The selected company will play a crucial role in providing essential
Ground Support Equipment services.
