ELECTRICITY REGULATORY AUTHORITY (ERA)

VACANCY ANNOUNCEMENT
The Electricity Regulatory Authority is a Statutory Body established in the year
2000, in accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of
Uganda) to regulate the Generation, Transmission, Distribution, Sale, Export and
Import of Electrical Energy in Uganda.
ERA is mandated by the Electricity Act, 1999, to issue electricity Generation,
Transmission, Distribution, Sale and Import Licenses, set License conditions and
ensure compliance to License conditions by Licensees. ERA is also mandated to
establish a tariff structure, approve rates of charges among other functions. ERA
is committed to ensuring a sustainable Electricity Supply. To fulfil its mandate ERA
seeks to engage the services of dedicated, competent, innovative and result‐
oriented individuals of high integrity for employment.

Job Title: Manager Project Planning and Development


Supervisor: Director Technical Regulation
Contract Length: 5 Years

Job Purpose: Lead and Coordinate timely evaluation of project applications,


monitor and evaluate project developments and promote investments in the
electricity sector

Duties/Responsibilities

1. Guide timely evaluation of new project applications both at


permit and licensee stage for appropriateness in line with ERA’s
requirements andSOPs.
2. Initiate the preparation of permit and license application
evaluation reports for Management decisions
3. Ensure communication of recommended changes to project Applicants
in a timelymanner.
4. Oversee on‐site and off‐site monitoring and evaluation of progress of
projectimplementation.
5. Manage an up‐to‐date database of all on‐goingprojects.
6. Implement an effective project monitoring and evaluation
framework.
7. Promote development of renewable and alternative sources of electricity
inUganda.
8. Participate in energy planning (forecast of demand vis‐s‐vis
supply) for the county and provide appropriate guidance to
Management for decision makingpurposes.
9. Represent Electricity Regulatory Authority in sector stakeholder
seminars, meetings andworkshops.
10. Prepare reports on new projects & investments in generation for
appropriateness.
11. Participate in the development of work plans & budgets for
projects unit and the Technical Regulation Department.
12.Undertake sector Stakeholder sensitization andeducation.
13.Supervise, appraise, mentor, develop and train staff in yourunit
14.Perform any other duties as may be reasonably assigned by the
Supervisor or Management.

Academic Qualifications and Working Experience


1. Master's Degree in Electrical or Civil Engineering and Business
Administration.
2. An Honors Degree preferably in Civil or Electrical Engineering with a
bias in electric power systems or power generation plants.
3. The candidate should be a registered Engineer or registrable with
Uganda Engineers Registration Board with in one year.
4. Must have 5 years relevant working experience in a
technical/engineering environment ofan electricity generation,
transmission, distribution and sales utility or comparable organization
5. Should be 30 years of age and above but less than 45 years of age.

Job Title: Manager Planning and Investments


Supervisor: Director Technical Regulation
Contract Length: 5 Years

Job Purpose: Determine and ensure implementation of the short‐ and long‐term
investments in the Distribution and Transmission Networks to meet the needs of
the Electricity Supply Industry (ESI) of Uganda and ensure proper interconnection
within the region.
Duties/Responsibilities

1. Lead the activities of the System Planning and Coordination Committee.


2. Prepare Power System Computer Models, perform Power System
Simulations and advise Management on the Power System requirements,
from
Generation, Transmission to Distribution (for both on‐grid and off‐ grid).
Determine and monitor the Loss Trajectories and the associated
investments for Transmission and Distribution Licensees.
3. Lead the Technical Review of Investment Plan Applications for the
Transmission and Distribution Networks, to ensure a harmonized power
system network rollout in order to provide a robust grid infrastructure,
to cope with the national demand requirements and regional obligations.
4. Provide technical review on the Tariff Application for Distribution
and Transmission, in respect to the investment requirements.
5. Monitor the implementation of ongoing projects by the Distribution
utilities and the Transmission Company.
6. Undertake the technical verification of completed grid investments
by licensees, to confirm compliance with standards, quality of works and
to ensure value for money.
7. Maintain a database on implemented projects/investments in the
Distribution and Transmission segments of the Sector.
8. Carry out research and make comparative analyses of technologies
deployed on the network by licensees, to provide assurance to
Management
on appropriateness of implemented solution in light of technical
capability and cost.
9. Determine the network status on a quarterly basis and advise
Management on the necessary investments to cope with Quality of Supply
and Quality of Service needs in line with the ERA regulations from an
investment viewpoint.
10. Carry out risk assessment associated with investments from a
technical viewpoint and develop appropriate mitigation.
11. Participate in Sector activities and Working Groups, as well as
Technical Committee on standards development.
12. Develop and update Benchmarks for Transmission and distribution
construction costs.
13. Review and revise technical rules, policies and guidelines for
network investment and planning.
14. Supervise, appraise, mentor, develop and train staff in the Planning
and Investment Unit.
15. Perform any other duties as may be reasonably assigned by the
Supervisor or Management.

Academic Qualifications and Working Experience


1. A Master’s Degree in Electrical Engineering.
2. An Honors Degree in Electrical Engineering.
3. A Registered Engineer with the Engineers Registration Board.
4. At least five years of relevant working experience in a Technical/
Engineering environment of an Electricity Generation, Transmission,
Distribution and Sales Utility or comparable organization at a Senior
Management level.
5. Should be 30 years of age and above but less than 45 years of age.

Additional skills
1. Conversant with the Electricity Supply Industry in Uganda.
2. Should be computer literate especially in the use of specialized
Engineering Computer Software.
3. Good communication skills (written and oral).
4. Should have good inter personal skills and good report writing
skills.

Job Title: Internal Auditor


Supervisor: Manager Internal Audit and Risk
Contract Length: 5 Years

Job Purpose
To review, evaluate and contribute to the improved effectiveness of risk
management, control and governance processes and perform audit assignments
in accordance with the Internal Audit Charter.
Duties/Responsibilities
Understanding the business of the Regulator
i. Develop a thorough understanding of the business of the Regulator, the
relevant risks to achieving its operational goals and the related internal
control activities.
ii. Understand the strategic risks to the organization’s control environment
and Governance processes.
Governance, Risk Management and Internal Controls (GRC)
i. Assess and make appropriate recommendations for improving the
governance processes, risk management and internal control systems at
ERA.
ii. Support the Internal Audit function in fostering an appropriate ethical
climate within the organization.
iii. Support a culture of fraud risk awareness at all levels of the organization.

Audit Engagement Planning


i. Develop and draft engagement plans considering the objectives of the
activity under audit, the key risks it faces, the controls responding to those
risks, audit tests and any opportunities for improvement in performance.
ii. Ensure that every audit engagement has clear objectives, and the
established audit scope is sufficient to achieve the objectives of the audit
engagements.
iii. Determine the appropriate and sufficient resources to achieve engagement
objectives based on an evaluation of the nature and complexity of each
engagement, time constraints, and available resources.
AuditEngagement Execution
i. Conduct audits on the audit universe of the Authority as informed by the
risk based internal audit plan.
ii. Identify sufficient, reliable, relevant, and useful information to achieve the
audit engagement’s identified objectives.
iii. Perform appropriate analysis, evaluation and documentation to obtain
sufficient, reliable, relevant, and useful information to support the
conclusions and engagement results.
iv. Analyze the financial, operational and management processes and system
control effectiveness and efficiency with a view to improvement and
propose value adding recommendations.
v. Evaluate the adequacy of risk management and internal control framework
in meeting the operational and control objectives of ERA.
vi. Assess and report on the conformity of operations and processes to
applicable laws and current policies and international best practice.
Implementation Follow‐up
i. Regularly follow‐uponengagementfindings and Management’s
implementation of recommendations adopted by the Authority
Committee.
ii. Carry out post audit survey on every audit engagement to obtain
feedback from auditees.
Audit Reporting
i. Draft internal audit reports for the review in conformity with the
requirements of ISPPIA (International Standards on the Professional
Practice of Internal Auditing).
ii. Draft preliminary versions of other Audit Committee papers for the review if
required.
iii. Submit the quarterly Internal Audit Reports to the Office of Internal Auditor
General (IAG) within the required timelines.

Professional Development
i. Take initiative in enhancing and retaining the skills and competences
necessary to deliver on the mandate of the position.
ii. Take initiative in achieving the required Continuous Professional
Development hours (CPDs) annually with the relevant professional bodies.
Academic Qualifications and Working Experience
i. An Honours degree in Commerce, Accounting, Accounting and Finance,
Business Administration, Risk Management or a related field.
ii. At least Level III of CPA or ACCA.
iii. Being a member of the Institute of Internal Auditors (IIA) is an added
advantage but not mandatory.
iv. Risk management certification (ISO 31000) is a requirement.
v. CISA (Certified Information Systems Auditor) certification is an added
advantage.
vi. Experience in using Teammate audit software is desirable
vii. At least three (03) years relevant working experience in auditing,

Job Title: Management Accountant
Supervisor: Manager Finance
Contract Length: 5 Years
Job Purpose

To under the formulation of the Authority’s Budget estimates, prepare


Management Accounts and Financial Statements as well as handle the taxation
aspects of the Authority

Duties/Responsibilities

1. Coordinate the development of the Authority Budgets and ensure


subsequent budgetary control for various activities and programs
within the Authority in line with the Corporate Plan.
2. Prepare and interpret relevant Budget Monitoring Reports on a Monthly,
Quarterly and Annual basis.
3. Monitor the linkage between budget and the Procurement plan to support all
Procurement decisions.
4. Ensure timely preparation of Authority payroll.
5. Prepare and submit the Annual Financial Statements of the Authority
6. Handle taxation Affairs of the Authority and Maintain Good Compliance
Relationships with Bankers, Uganda Revenue Authority, National Social
Security Fund and any other Statutory bodies relevant to the role.
7. Perform any other duties as may be reasonably assigned by the Supervisor or
Management.

Academic Qualifications and Working Experience


1. An Honours University Degree in Commerce (Finance/Accounting),
Business Administration (Finance/Accounting), Finance and Accounting or
Financial Economics.
2. Minimum of level II for professional Qualifications such as ACCA, CPA.
3. Knowledge of Computerized Accounting Packages
4. Must have at least Three (3) Years of relevant working experience in a
reputable organization.
5. Should be 35 Years of ageand below.
Job Title: Financial Analyst
Supervisor: Manager Regulatory Finance
Contract Length: 5 Years
Job Purpose
Analyze the performance of the licensee’s vis a vis the assumptions
embedded in thetariffs and to analyze financial viability of the licensees and
validate financial claims through effective reconciliations.

Duties/Responsibilities
1. Responsibleformonitoringandreviewingfinancialperformance
oflicensee’svisa visthe assumptions embedded in the tariffs
approved by theAuthority
2. Undertake the review and analysis of investment plans and conduct
the verification of investments undertaken bylicensees.
3. Review and evaluate financial feasibility studies submitted by the
intending developers on their financial ability to undertake the
submittedprojects.
4. ReviewtheauditedfinancialstatementsofLicenseesvis a
vistheassumptionsembeddedinthe tariffs approved by
theAuthority.
5. Undertake sector financial as well as value for money audits of
licensee’soperations.
6. Review compliance reports submitted by licensees and enforce
compliance to the Act, Regulations and the Licenseconditions.
7. Undertake a review of UEB successor budgets and monitor the Licensee’s
performance on approved budgets.
8. Contribute to the production of the periodic sector
performancereports.
9. Develop and maintain an investment verification data base and ensure it’s
up todate.
10. Train licensees and follow them up on the implementation of
Uniform System of Accounts (USoA).
11. Undertake regular update and benchmarking of costs used in the
determination of appropriate investmentplans.
12.Evaluate and advise on the sector investment requirements and
quantify the impact on the tariffpath.
13.Perform any other duties as may be reasonably assigned by the Supervisor or
Management.
Academic Qualifications and Working Experience

Job Title: Economist – Pricing


Supervisor: Manager – Pricing
Contract Length: 5 Years

Job Purpose
Analyze the performance of the licensees vis a vis the assumptions
embedded in thetariffs and to analyze financial viability of the licensees and
validate financial claims through effective reconciliations.

Duties/Responsibilities

1. Monitor the Financial Performance of Licensees vis‐à‐vis the assumptions


embedded in the Tariffs Approved by the Authority.
2. Monitor Financial Transactions between the Uganda Electricity
Transmission Company Limited (UETCL) and the Generation as well as
Distribution Companies to ensure that they are in accordance with the Tariff
Methodologies in the respective Licenses and as harmonized in the
respective Power Sales Agreements (PSAs) and Power Purchase
Agreements (PPAs).
3. Evaluate the Economic (Commercial and Financial) Feasibility Studies
submitted by Intending Developers as well as Licensed Companies and
advise on the appropriate Return on Investment (ROI) and the Weighted
Average Cost of Capital (WACC).
4. Review the Tariffs of the Licensees as per the provisions of each License.
5. Liaise with the Finance Department and participate in the Investment
Verification Exercise for Licensees.
6. Review the Budgets of Licensees in liaison with the Finance Department.
7. Carryout Periodic Reconciliations of Licensees’ Performance to establish the
Financial Position of the Licensees.
8. Contribute to the production of the periodic Industry Performance Reports.
9. Develop and maintain Financial Models for various Licensees and establish
the necessary database to update these Financial Models.
10. Prepare Quarterly and Annual Reports on the Financial and Commercial
Performance of the Licensees.
11. Analyze and advise on the Electricity Supply Industry Investment
Requirements and quantify the impact on the Tariff Path.
12. Perform any other duties as may be reasonably assigned by the Supervisor
or Management.

Academic Qualifications and Working Experience


1. Bachelor’s Degree in Finance and Accounting, Finance, Commerce, Business
Administration, Financial Economics, Economics, Quantitative Economics, or
Statistics.
2. Minimum of level II for professional Qualifications such as ACCA, CPA,
CFA.
3. Must have at least two (02) years of relevant working experience in a credible
organization.
4. Should be 35years of age and below.

Job Title: Statistician


Supervisor: Manager Planning and Research
Contract Length: 5 Years

Job Purpose
Contribute to the production of good quality statistics within theAuthority,
Facilitate the transition to an Information based‐work culture that fosters
information sharing as akey performancemedium and prepare reports to
analyze industry statistics and information, and conductingrelevant
research to support policy decisions

Duties/Responsibilities

1. Develop operational procedures for the regular collection, validation,


verification, processing, dissemination and management of relevant
Industry data, and to propose for adoption, new sources of useful
data and the methods of collecting this data with up to dateformats.
2. Analyse collected data in order to produce regular timely statistics and
analytical technical reports on Electricity Industry performance on a
quarterly and annualbasis.
3. To develop and maintain a comprehensive and efficient database on
the Electricity Industry, and to develop standards and guidelines to
guide the use, acquisition of data and to protect sensitive information.
4. Supervise data capture from reporting tools and other sources of
data, andmonitor the reporting system to ensure licensee compliance
with regulations, standards and reporting requirements.
5. Participate in conducting relevant research to support policy decisions
through designing survey instruments and other data collection
instruments for the collection of primary and secondary data, and to
analyze the collected data in order to guide Authority decision and
policy.
6. Designing worksheets, table formats and charts to be used in the regular
presentation to both internal and external stakeholders.
7. Represent ERA in meetings, technical committees, conferences,
Seminars
8. Liaising with Licensees to obtain data, including performance, costs, and sales
figures.
9. Ensuring data integrity by performing rigorous cleaning, error checking, and
validation

Academic Qualifications and Working Experience


1. An Honours University Degree in Statistics, Mathematics or Quantitative
Economics.

Knowledge, Skills and Abilities Required


i) Advanced Proficiency in statistical software including Excel, Stata,R or
equivalent
ii) Strong computer skills and ability to use necessary databases and software

Job Title: Legal Officer


Supervisor Manager Legal Services
Contract Length 5 years
Job Purpose
To provide legal services, monitoring and enforcement of compliance
bylicensees.

Duties/Responsibilities

1. Strengthen and disseminate industry competition rules, guidelines and


protection ofconsumers.
2. Monitor licensees to ensure adherence to their licenses, the Electricity
Act and the regulations thereto and to ensure that performance
standards and targets areachieved.
3. Developethicalcodesandprinciplesaimedatenhancingcompliance.
4. Review and advise the Authority about key legal issues arising from
contracts entered into by licensees like power Purchase or sales
Agreements, Concession Agreements, Fuel Supply Agreements,
Implementation Agreements and any otherAgreements
5. Enforce compliance by permit holders and installation permitholders.
6. Liaise with external counsel to enforce compliance and follow up on
judicial processes instituted or pending.
7. Determine License and Permit enforcementprocedures and sensitize
public about key issues in licensing procedure and
withdrawalmechanism.
8. Communicate compliance issues to licenseecompanies and attend to
conflict and dispute resolution aspects.
9. Prepare and update dispute resolution guidelines and handle customer
complaints and disputes between ERA and otherorganizations.
10. Attend to any other duties as may be reasonablyassigned by the
Supervisor or Management.
Academic Qualifications and Working experience

1. Bachelor of Laws (LLB) (Hons) 2nd Upper from a reputable University.


2. Post Graduate Diploma (PG.DipLP) in Legal Practice.
3. Enrolled Advocate of High Court of Uganda.
4. Minimum of 3 years relevant working experience in a reputable
organization or law firm and industry experience in regulated or
compliance industries.
5. Should be 35 years of age and below.

Job Title: Environmental Officer


Supervisor: Manager Environmental Monitoring and
Compliance
Contract Length: 5 Years

Job Purpose
Participate in Planning, Regulating and managing the segment of the
environment within mandate of the Electricity Regulatory Authority (ERA)
and in line with the provisions of the National Environment Act ,2019 and
the Electricity Act 1999 (as amended).
Duties/Responsibilities

1. Support the Electricity Regulatory Authority in planning, regulating and


managing the segment of the environment within its mandate,
2. Carry out and implement strategic environmental assessments for
Authority business in accordance with National Environment Act 2019,
3. Prepare and implement environment action plans for the Authority and the
electricity sector in general in accordance with the law,
4. Support the Electricity Regulatory Authority in Preparing the Sector State of
the Environment Report for the electricity sector in accordance with the
law,
5. Evaluate Project briefs to be submitted to ERA in accordance with National
Environment Act 2019 for approval.
6. Monitor implementation of the decisions of the Electricity Regulatory
Authority with respect to the segment of environment under its mandate
and enforce compliance with environmental and social obligations in
accordance with Licenses granted and the law.
7. Perform any other duties as may be assigned by the supervisor or
Management.

Academic Qualifications and Working Experience


1. At least an upper second degree in Environmental Sciences from a
recognized Institution.
2. Training in Environmental Management tools such as EIA, Environment
audit, Strategic Environmental Assessment, etc.
3. Must have at least Three (3) Years of relevant professional experience
mainly in environmental development planning in a reputable organization.
4. Should demonstrate requisite experience in Strategic Environmental
Assessment procedures and environmental action planning procedures.
5. Should demonstrate very good analytical and report writing skills.
6. Should be 35years of ageand below.

Job Title: Communications Officer


Supervisor: Manager Public Relations and Consumer Affairs
Contract Length: 5 Years

Job Purpose
To attend to and act on all ERA visitors and coordinate in‐coming and
outgoing telephone callsand messages

Duties/Responsibilities
1. Manage ERA’s switch board; ensure effective receiving and routing of in‐
coating and out‐going calls and compliance to the telephone usagepolicy.
2. Analyze and report stakeholder feedback at thereception.
3. Facilitate dissemination of publications andinformation.
4. Prepare activity budgets for various unitactivities.
5. Assist in the implementation of the stakeholder communicationstrategy.
6. Receive and effectively direct and/ advise ERA visitors to respective
offices.
7. Maintain an orderly and attractive Front Desk for a positive
organizationalimage.

1. An Honours University Degree in Social Sciences, Arts, Community
Psychology, Marketing, Office Management, Mass Communication,
Journalism, International Business or related discipline.
2. Must have at least three (3) years of relevant working experience in a
reputable organization.
3. Should be 35years of ageand below.
