SUBJECT Announcement of additional vacancies under the Commission on

Audit Organizational Structure and Staffing Pattern (COA-OSSP) as
of September 30, 2023

I. Pursuant to COA Resolution No. 2021-039 dated December 20, 2021' and in line with
COA Memorandum No. 2022-005 dated February 24, 2022, we are providing the
summary list of additional vacancies for all Sectors/Offices/Regions resulting from
separation from May 2023 to September 2023, change in PINs, cancelled appointments
and scalar vacancies due to promotion from April 2023 to July 2023. (Annex A).

2. Item V.5 ofthe COA Resolution No. 2018-023 dated April 18, 20183 , vacant positions
in the career service that are authorized to be filled, together with their corresponding
qualification standards and plantilla item numbers, shall be published and posted in
three (3) conspicuous places for a period of at least ten (10) calendar days for NGAs,
SUCs and GOCCs with original charters in accordance with the provisions ofRA No.
7041 and its implementing guidelines.

Pursuant thereto, the HRMO submitted the item numbers ofthese vacancies to the CSC-
Field Office for posting and publication in the CSC Website on October 16, 2023.
Accordingly, the Selection and Promotion Board (SPB) and the Regional SPB may
commence its deliberation 10 days after the said posting.

3. Interested applicants shall submit their application documents directly to the

Sector/Cluster/Office/Region where the vacancies exist. If considered for promotion,
the appointee shall assume post in the Office where the promotional item belongs
pursuant to item V.9 ofCOA Resolution No. 2018-023 dated April 19, 2018.4

 4. Pursuant to COA Resolution No. 2018-023 dated April 19, 2018 Re: Enhanced Merit
Selection Plan (EMSP), please be guided on the following:

a. The Sector/Cluster/Office/Region where there are vacancies should inform their

respective personnel ofthese vacancies by posting them in their bulletin boards
and other conspicuous places at least ten (10) calendar days from receipt ofthis
announcement.

b. Interested applicants shall submit their application documents directly to the

Sector/Cluster/Office/Region where the vacancies exist.

c. The Sector/Cluster/Office/Region shall set a deadline for submission of

applications. Only those who will submit their applications within the period
specified for submission shall be included in the processing, evaluation, and
ranking ofcandidates for promotion.

ct. The Sector/Cluster/Office/Region shall prepare the long and short ranking lists
ofapplicants for promotion and post it in the bulletin boards, and in conspicuous
places within the Sector/Office for at least ten ( 10) calendar days.

e. Qualified contenders shall be ranked on the bases of the following selection

criteria as embodied in Administration Sector (AS) Memorandum No. 2020-
011 dated July 23, 2020°, as follows:

The most recent one semester performance rating based on the approved
Sectoral Performance Commitment Review (SPCR), Office Performance
Commitment Review (OPCR) or Division Performance Commitment and
Review (DPCR), whichever is applicable, prior to the date ofassessment which
should be at least "Very Satisfactory" shall be used.

The Selection and Promotions Board (SPB), in its meeting on May 26, 2022,
agreed to consider giving points to criterion on date oflast promotion equivalent
to points given to date of entry if the candidate for promotion has had no

 promotion from the date of entry. Since it is not explicitly provided in the
abovementioned AS Memorandum, the Board agreed to interpret it liberally in
favor of the employees concerned in line with the spirit and intent of the rule
based on the illustrative example provided therein.

f. Promotion within six months prior to compulsory retirement shall not be

allowed, except as otherwise provided by law. Under COA Memorandum No.
2021-005° dated August 2, 2021, the recommendations/proposals for promotion
of qualified personnel nearing compulsory retirement shall be submitted to the
HRMO at least one year before the date of compulsory retirement.

g. An employee shall be included only in the ranking of the Sector/Cluster/Office

where he/she applied for promotion. In no case shall an employee be included
in the ranking of more than one Sector/Office.

h. In the case of the Central Office, the Sector/Cluster/Office shall deliberate on

the applications for promotion within two months from the deadline of
submission of applications.

In the case of the Regional Offices, the Administration, Training and Finance
Division (ATFD) shall submit the posted ranking list, together with the
application documents, to the Regional Selection and Promotion Board (RSPB),
who shall convene within two months from the deadline set for the
submission of applications to deliberate on the proposals.

i. The Sector/Cluster/Office/Region shall submit the posted/published long, short

ranking lists and resolution in both hard and soft copies to the HRMO within
two weeks from the date of deliberation. Accordingly, the HRMO shall re-
evaluate the proposals for promotion and submit the same to the SPB for review
and deliberation.

In case of Central Office/NCR, soft copies shall be sent to Ms. Grace A. Luzon,
Administrative Officer V, HRMO, this Sector, at grace.luzon@coa.gov.ph.

In case of COA Regional Offices, soft copies shall be sent to Ms. Vivian S.
Estampador, Supervising Administrative Officer, HRMO, this Sector, at
cataqua2QQQ@gmail.com,

The ranking lists shall bear the notation, "Posted on the bulletin board and other
conspicuous places starting _date_" with the notation signed by the designated
Administrative Officer of the Sector/Office in case of the Central Office/NCR, or
by the Service Chief, Administration, Training and Finance Division, in the case of
COA Regional Offices.

 5. The existing procedures/guidelines on evaluation, ranking and posting shall continue to
be followed and should be duly complied with before submission to the HRMO.

6. All administrative officers in charge in the evaluation of promotion in all Offices are
enjoined to judiciously evaluate and check the completeness and accuracy of all the
documentary requirements for promotion (Annex B), which can also be downloaded in
the COA intranet (https:l/intranet. coa.gov.phlindex.phplcoa-intranet/2018-03-28-03-29-
57/documentary-requirements-for-promotion), before submission to the HRMO.
Applications with incomplete documentary requirements shall not be entertained.
