EXECUTIVE ORDER NO. 05

Series of 2024

AN ORDER ORGANIZING OF BARANGAY DEVELOPMENT COUNCIL

WHEREAS, the Local Development Code of 1991 mandates the creation of the Local
Development Council in all levels of local government which shall assist corresponding in seeing the
direction for social and economic development;

WHEREAS, the LDC shall prepare a comprehensive multi-sectoral plan to be submitted for
approval of concerned sanggunians;

WHEREAS, As the Barangay Development Council is the planning and coordinative body of the
Barangay.

NOW THEREFORE, I PERFECTO S. PAHANG JR., Punong Barangay of Barangay

Luvimin, Kidapawan Cty by virtue of the powers vested in me by the law, do hereby order the
trorganization of the Barangay Development Council.

Section 1 – COMPOSITION – The re-organized Barangay Development Council

shall be composed of the following:

ROY M. GEOLIGAO Barangay Kagawad
JOVENCIO G. PAÑA JR. Barangay Kagawad

RINO B. JASMIN Barangay Kagawad
DIVINA E. LABADO Barangay Kagawad
LEDELINA B. LABADO Barangay Kagawad
NATHANIEL JAMES M. AGBAY SK. Chairman
MARCELINA GANANCIAL Principal, Elementary School

Section 2 - FUNCTION The Barangay Development Council shall perform the

following functions
a. Mobilize people’s participation in local development efforts;
b. Prepare barangay development plan based in local requirements;
c. Perform such other functions as maybe provided by law.

SECTION 3: EXECUTIVE COMMITTEE: The Barangay Development Council shall create

an executive committee to represent the council and act on its behalf it is not
in session. The Executive Committee shall be
 composed of the following:

SECTION 4. Powers and Functions of the Executive Committee:

The Executive Committee shall exercise the following powers and functions”
a.) Ensure that decisions of the control are faithfully carried out and implement;
b.) Act on matters requiring immediate attention or action by the council;
c.) Formulate policies, plans and programs based on the general principles lead down by the
council; and
d.) Act on any matter that maybe authorized by the council.

SECTION 5. The Barangay Development Council shall create Sectoral Committees to assist the
council in the performance of their functions and shall be composed of the following:

a.) Social Sector Committee

b.) Economic Sector Committee

SECTION 6. SECRETARY - There is hereby constituted for each local development council a
secretariat which will be responsible for providing technical support documentation of proceedings,
preparation of reports and such other assistance as may be required in the discharge of its function. T he
Barangay Secretary shall head the secretariat of the Barangay Development Council.
SECTION 7. RELATION TO LOCAL LEGISLATIVE BODIES AND THE MUNICIPAL
DEVELOPMENT COUNCIL. The Sangguniang Barangay shall approve the policies, program and
projects proposed by the Barangay Development Council prior to submission to the Municipal
Development Council.

SECTION 8 REPEAING CLAUSE: - All orders and either issuance or parts thereof, which are
inconsistent with this order hereby prepared or modified accordingly.

SECTION 9. EFFECTIVELY. This Executive Order shall take effect immediately.
