PART-B (04 Lane New Bridge at River Ravi)


CHAPTER 1: INTRODUCTION

1.1 Background

Lahore being the second largest metropolitan area of Pakistan is the capital city of
province, Punjab situated in the heart of Punjab near the border with India, about
217 m above mean sea level characterized by a flat terrain. Administratively, the
city is divided into 9 towns and a cantonment (Punjab Bureau of Statistics, 2019).

People across the country are drawn towards this rapidly sprawling city for its
splendid architectural and cultural heritage and advanced infrastructure
developments i.e. road transportation network, educational institutions, business
facilities, hospitals, recreational places, commercial sectors and residential societies
etc. offering high quality of life. Lahore's 2019 population is currently estimated at
12,188,196.

In terms of mobility, the city is interconnected by an extensive road network. The


provincial highway department estimates around 1265 km of roads in the city.
Since last two decades, many underpasses and flyovers have been constructed in
the city. Moreover, signal free corridors to facilitate the unhindered and
uninterrupted flow of traffic have been constructed on major thoroughfares and
boulevards
The existing Ravi Bridges act as major entrance to the city for North-South bound
intercity traffic, especially buses and trucks destined to lorry adda and Sabzi mandi.

CHAPTER 2: PROJECT OBJECTIVES

The main objective of this project is to help in reducing traffic congestion/jams at the
intersection. This will ultimately result in reduction in Vehicle Operating Cost (VOC)
and at the same time alleviating noise and air pollution up to certain extent.
The objectives of alleviating the traffic at this corridor (Imamia Colony to Niazi
Chowk) can also be summarized as follows:

 Design & construct a sustained traffic streaming at the project point.


 Design and implement dedicated parking areas
 Dedicated commercial activity areas stretched away from the traffic lanes
 Neighborhood convenience and to provide traffic safety.
 Green spaces to accommodate pollution

The revised objectives of Shahdara Morr, after incorporating the construction of


River Ravi Bridge, project are summarized as follows:
 To design & construct a holistic solution for upgradation of the corridor from
Niazi Chowk to Imamia Colony which includes:
 Construction of flyovers at Shahdara Morr along GT Road.
 Construction of New bridge at D/S of River Ravi
 Construction of flyover at Imamia Colony (by NHA)
 The removal of the bottlenecks at these junctions will bring the entire project
in line with observations/ recommendations of P&D in its pre-PDWP and
PDWP meetings.
 Resolve traffic congestion issues encountered at existing Ravi Bridge and
Shahdara Morr.

CHAPTER. 3 TRAFFIC IMPROVEMENT (At Ravi Bridge)

Peak hour volume at Ravi Bridge exceeds junction capacity. During peak hours,
average delay time works to be 11 to 15 minutes (LOS worse to "F"), which is
highly excessive resulting in long ques. The above delays can be reduced by
construction of a new 4-Lane bridge for traffic commuting from City towards
Shahdara, where relatively higher vehicular volumes are currently plying such as;
a- 94,562 Vehicles per day for traffic commuting from Shahdara to Lahore.
b- 96,444 Vehicles from Lahore to Shahdara.

In light of current traffic situation, further brainstorming and discussions occurred


among various stakeholders at highest level, after which it was decided by the
Government that a holistic solution to address the traffic problems along this entire
corridor, along the main GT Road, was the true need of time. As NHA has already
taken-up the intervention at Imamia Colony, therefore the bottleneck at Ravi Bridge
remain, which also need to be tackled for providing true relief to the commuters
commuting on this important North-South city corridor (from Imamia Colony to Ravi
Bridge). Furthermore, it was also decided to provide a 10m wide corridor between the
two flyovers along GT Road, for future extension of MBS.
Therefore, as per the directions of the Government, the proposal for construction of
4-lane bridge at Ravi, of same length as existing one but with provision to extend the
length if required (after which the existing 4-lane bridge will be utilized by traffic
commuting from Shahdara to Lahore, the Metro bus will utilize the existing 02 lane
bridge while the new 04 lane bridge will be utilized by traffic commuting from Lahore
to Shahdara), in addition to construction of grade separation at Shahdara Morr is
submitted for approval in this revised PC-I. It is reminded that the construction of the
flyovers along GT road at Shahdara Chowk is already in progress.
Keeping in view the critical importance of the bridge at River Ravi and to remain
within the same financial portfolio, it has been directed by the Government to shift
the priority from the 2nd level flyover at Shahdara Chowk to resolving the bottleneck
at River Ravi. Accordingly, it was decided to construct a new 4-lane bridge at River

Ravi and not take up the 2nd level flyover at Shahdara Chowk for the time being.

The above-mentioned revised scope of work in the revised PC-I will alleviate the
traffic congestion problems along this entire corridor, bringing it in line with the
recommendations of P&D in its prior pre-PDWP and PDWP meeting regarding this
project.

Therefore to improve the LOS at this bottleneck, it has been proposed to construct a
new 4-Lane at D/S of River Ravi.
This proposed intervention will provide following benefits:
 Saving of Time, Fuel and reduction of carbon emission.
 Beneficiary areas, Entry point I outskirts of Lahore city including Shahdara
Locality, Lahore Ring road and adjoining areas.
 Proposed option will improve LOS for the Intersection as well as Ravi Bridge to
"B".

CHAPTER. 3 DESIGN OF NEW 4-LANE RAVI BRIDGE AS PER RUDA STUDY

A study was conducted by RUDA for the proposed extension of all the existing bridges
on River Ravi to cater for 1000 year return period flood discharge of 586,000 cusecs.
The detailed findings and subsequent recommendations of the study which assesses
the safety of the bridges under existing safe design capacity and in the case of flood
discharge of 586,000 cusecs are given here under:

As per numerical study conducted by RUDA, all the existing upstream bridges and New
Ravi Bridge are required to be extended with total length of 2650ft (approx.) so as to
accommodate the design flood of 586,000 cusecs with desirable freeboard of 6ft.
However, length of existing New Ravi Bridge is 1620ft, thereby, 8 spans (6L + 2R) are
recommended to be added for this purpose.

As per RUDA study mentioned above, even if such a flood occurs at New Ravi Bridge
location with existing length of about 1620 ft, it will pass safely with a freeboard of 2.35ft
in the prevailing scenario, as well. Thus, there is no threat of the flood water overtopping
the bridge in existing condition.

Moreover, the new bridge will be constructed on D/S of existing bridges, according to the
same configuration adjacent to the existing 2/4-Lane Ravi Bridges. Meaning thereby,
piers/piles will be constructed exactly in front of the existing structures, so there shall be
no obstruction/hindrance to the flow of river water by proposed intervention in the river.

Furthermore, both the abutments of the new bridge will be constructed as piers, to allow
for the future extension of bridge as per the requirement of study carried out by the
RUDA.

CHAPTER. 5 GEOMETRIC DESIGN

The Geometric Design of the bridge is governed by prevalent standard codes


for highways design. The Geometric design parameters are given below:

Edge Barrier = 0.4m
Pedestrian Walkway = 2.0m

CHAPTER. 7 PROJECT CONSTRUCTION COSTS

The total project cost is expected to be about Rs. 9,961 Million (including
horticulture works, contingencies, departmental charges, shifting of utilities, etc.)
while the construction cost is Rs. 6,929 Million.
