FOREWORD

The Shivamogga Aerodrome Emergency Response Plan has been prepared in


compliance with the requirements of ICAO Annex 14 and the Directorate General
Civil Aviation (DGCA), CAR. The details of the guidelines are as follows:

• DCGA CAR, Section 4, Series B, Part-I.


• Annex. 14 (Volume 1)
• ICAO Airport service manual (Doc 9137 Part -7)
• AD AC 7 of 2017-Guidance on Preparation of Aerodrome Emergency
Plan including Disabled aircraft removal

An Airport Emergency is any occasion or incident, natural or man-made that


warrants action to save lives and protect property and public health.

The effectiveness of the plan relies on the cooperation between organizations


involved in the management of any incident covered by this plan.

If all agencies fulfill their agreed roles and responsibilities the greatest good will be
provided to the greatest number of people and also enable the airport to return to
normal operations as soon as is practical. The complex nature of airport
emergencies however, makes it almost obligatory for each person/dept./agency
concerned to accomplish the necessary task, which is to be done in response to an
emergency in a best possible manner, even though such tasks aren’t specifically
mentioned in the AEP

PART A: CHAPTER A1
PURPOSE, SCOPE AND CATEGORIZATION OF EMERGENCIES

1.1 PURPOSE
The purpose of SHIVAMOGGA AIRPORT Emergency Plan (AEP) is to
provide a plan for timely and coordinated response, rescue and recovery
operation while handling an airport emergency.

1.2 SCOPE
The SHIVAMOGGA AIRPORT AEP details the plans for command,
communication and coordination functions amongst the agencies
responsible for providing emergency response to an airport emergency.

The scope of AEP is limited to responding to airport emergencies within the


Airport Rescue and Fire Fighting (ARFF) Turnout area only.

Further, this plan is based on the assumption that all concerned agencies in-
case of any airport emergency have appropriate supporting procedures and
required capability to deal with the emergencies and are in synergy with this
AEP.

1.3 OPERATIONAL RELATIONSHIP


This AEP gives an outline of the expected response and basic action to
emergencies at the airport. The document does not detail the way in which
agencies or departments will carry out those actions. Responding agencies
and departments will act in accordance with their own SOP’s or practices.

SHIVAMOGGA AIRPORT have internal instructions to ensure all staff is


aware of their duties in the event of an emergency.
• The synergy and effectiveness of the AEP and related Standard
Operating Procedures shall be tested on a regular basis, in line with para
9.1.13 of Directorate General of Civil Aviation (DGCA) Requirements,
Section 4, Series ‘B’ Part I on Aerodrome Design & Operations. and
ICAO Doc 9137 Part 7 (Airport Service Manual) – Airport Emergency
Planning and AD AC 7 of 2017-Guidance on Preparation of Aerodrome
Emergency Plan including Disabled aircraft removal

1.4 TYPES OF EMERGENCIES


Different types of emergencies are: emergencies involving aircraft,
emergencies not involving aircraft, medical emergencies or combinations of
these emergencies.

1.5 CATEGORISATION:
1.5.1 Local standby
This shall be declared by Air Traffic Control Officer, when information is
received from the incoming aircraft that the operating efficiency of the
landing aircraft is impaired but the trouble shall normally not involve any
serious difficulty in making a safe landing.

Local Standby due to Poor Visibility or Weather


Local standby due to poor visibility or weather is declared by Air Traffic
Control when:
a. Visibility is 2500 m or less or
b. Bad weather prevails over the aerodrome

1.5.2. Full Emergency


The agencies involved in SHIVAMOGGA AIRPORT Emergency Plan shall
be alerted to full emergency status when it is known that an aircraft
approaching the airport for landing or an aircraft departed returns for landing
is or is suspected to be in such trouble that there is a possibility of an
accident.

Following are some cases of Full Emergency normally declared by


Aerodrome Control Tower:
a. Engine on fire.
b. Smoke in Cabin /Cockpit.
c. Explosion on Board.
d. Engine failure.
e. Malfunction of landing gears.
f. Hydraulic failure.
g. Tyre burst while landing.
h. Suspected Fuel Leakage.
i. Malfunction of critical navigational equipment on board an aircraft.
j. Bomb Threat.
k. Unlawful Interference.
l. Fire warning lights on.
m. Natural disasters.
n. On request from Pilot –In – command / Air Traffic Control.

1.5.3. Crash action


Crash action is declared for aircraft accidents on the aerodrome as well as
off the aerodrome. There are two types of crash action-for aircraft
accidents that occur within the airport fire services turnout area and for
that occur outside the airport fire services turnout area.

Part I of ICAO Annex 6 stipulates that the pilot in command shall be


responsible for notifying the nearest appropriate authority by the quickest
available means of any accident involving his aircraft which results in
serious injury or death to any person or substantial damage to the aircraft
or property. Mass casualties onboard will usually result from incidents
such as an encounter with air turbulence during flight and mass food
poisoning.

1.5.5. Fires on ground.


Fires on the ground can be aircraft related and non aircraft related. Fires
involving aircraft can be at any location on the runway, taxiway or apron
area where the aircraft is parked. Non aircraft related fires involve mainly
the airport installations and buildings.

1.5.6. Dangerous goods accidents/incidents


Dangerous goods accidents or incidents can occur in the aircraft (mainly
cargo holds) or in the warehouses such as airfreight centre. Such
accidents or incidents are capable of posing a significant risk to health,
property or environment when exposed, or if the packaging is in an unsafe
condition. Depending on the class of the dangerous good involved, the
appropriate dangerous goods specialist will be activated during a
dangerous goods accident/incident.

2.1. SHIVAMOGGA AIRPORT


Every department within the total SHIVAMOGGA AIRPORT staffing
structure plays some part in the mitigation of airport emergencies.

2.2 AIRPORT EMERGENCY COMMITTEE (AEC)

2.2.1 Purpose:
The purpose of Airport Emergency Committee is to ensure that
SHIVAMOGGA AIRPORT, as a whole, is equipped to provide efficient and
effective response to different types of airport emergencies.

2.2.2 Terms of Reference:


The terms of reference of the Committee are:
i. Prepare, publish and review the Airport Emergency Response Plan
commensurate with the aircraft operations, type of facilities and other
activities at SHIVAMOGGA AIRPORT.
ii. Identify, designate, evaluate and monitor hazards at SHIVAMOGGA
AIRPORT;
iii. Identify emergency resources available at SHIVAMOGGA AIRPORT
and prepare plans for the allocation and coordination of the use of
these resources;
iv. Establish and review systems for use in the control and coordination of
an emergency operation at SHIVAMOGGA AIRPORT;

v. Ensure communication networks within and between the airport


functional areas / agencies are in place;
vi. Arrange and conduct of exercises to periodically test the AERP.

2.4 DEFINED ROLES OF AGENCIES / DEPARTMENTS INVOLVED

2.4.1 Airports Authority of India (AAI)


Air Traffic Control (ATC) Chennai
• Act as a warning & notification agency for an incident or emergency
involving aircraft or other emergency.
• Manage air traffic in the area of the incident or emergency.
• Support the incident or emergency rescue and recovery operations
as required.

2.4.2 SHIVAMOGGA AIRPORT


2.4.2.1 General
• All departments of SHIVAMOGGA AIRPORT will provide resources
to assist in the combat of the emergency.

2.4.2.2 Airport Director or his representatives


• Shall respond to and manage the AEC with prime objective to
establish the main point of co-ordination between events that are
unfolding at the Combat Zone and other areas involved with the
handling of the Incident/accident.
• Initiate the recovery and restoration Process.

2.4.2.3 Airport Operation Services


2.4.2.4 Emergency Services (Airport Rescue and Fire Fighting, ARFF)
• As the combat agency, respond to and carry out the Rescue and Fire
Fighting as defined in the Department working instructions.
• Provides the On-Scene Commander for all fire related incidents and
other non security related emergencies on airport.
• Provides and establishes the FCP (Front Command Post).

• On direction of the On-Scene Commander set up an appropriate site


for a triage area.
• Provide assistance to AAIB as per the requirement.
• Ensure minimal disturbance of wreckage other than required for fire
fighting and rescue.
• Act as the initial combat agency for dangerous goods incidents till the
arrival of City Fire Brigade/concerned responding agency.
• Activates Holding Areas at the Main Fire Station.

2.4.2.5 AEC
• Provides the necessary communication network and does the initial
emergency notification.
• Co-ordinate with Terminal management and stakeholders and
provide transportation at accident site.
• Coordinates with stakeholders for effective handling of emergency
and maintaining business continuity.
• Facilitate to activate the Media Centre.

2.4.2.6 Airside Safety


• Activate Rendezvous Point.
• Select and establish a helipad in liaison with ATC and FCP.
• Provide “Follow Me” services for responding agencies and personnel
within the confines of the airport.
• Activate Disabled Aircraft Removal Plan.
• Co-ordinate with Stakeholders/External Agencies and Authorities
through AEC, for smooth & effective handling of emergency and
restoration of operations.
• Assist AAIB and DGCA Authorities in Investigation and preservation
of Evidence.
• Escorting external emergency responding vehicles to and from
Rendezvous Point to staging area/accident site.

2.4.2.7 Terminal Management


• Activate the Meters and Greeters Area as well as Survivor’s
Reception area and Re-union areas in the affected terminal.
• In support of the affected airline staff, render assistance to Meters
and Greeters as well as passengers of an accident.

2.4.2.8 Hospital & Ambulance Services


• During a full emergency, accident or when required, staff the
Casualty.
• Provide pre hospital care and transportation for all injured persons.
• Make hospital care accessible to all injured.
• Provide medical assistance to manage and operate Triage Area at
the Incident Site and provide triage In-charge.
• Liaise with Medical & Hospital Services to determine the level of
response required to satisfactorily manage all the injured.
• Provide AEC with the destination of the injured persons.
• Provide medical assistance in holding area, Meters& Greeters area.
• The Medical officer shall obtain pathological sample (blood and urine)
of cockpit crew, in the presence of AAIB / police personnel.

2.4.2.9 Landside Operations


• Liaise with Govt. agencies, Trade Unions, Taxi Unions, etc. for
smooth passenger movement at the landside.
• Ensure smooth flow of vehicular traffic at the landside and in the car
parking areas.
• Provide facilitation services, as required, including entry passes, to
different emergency response agencies/individuals in co-ordination
with SHIVAMOGGA AIRPORT security.

2.4.2.10 SHIVAMOGGA AIRPORT Security


On receipt of information regarding an emergency the Security shall
• Mobilize the forces and ensure dispatch to site. Immediately provide
minimum 50 trained staff to assist rescue work at the accident site.
• Inform State Police through control room /AEC.
• Coordinate with City Police Control room for additional resources.
• Ensure that the operations of the emergency services are facilitated
and not interfered with, hindered or obstructed in any way.
• Depute senior representative to attend the AEC when established.
• Issue appropriate instructions to ensure the responding fire brigade
appliances, ambulances, doctors and paramedical staff are allowed
to enter the operational area immediately under the guidance of the
“Follow Me” service or escort provided by the Ops Manager.

• Set up approx. 100 meters cordon around the accident site including
any wreckage trail and ensure that only persons authorized by the
On-Scene Commander enter the site until the area is declared
“SAFE” by the On-Scene Commander under the guidance of
Inspector of Accident (AAIB).
• Restrict access to essential services/personnel only in the entire and
ensure ground marks associated with the accident are not obliterated.
• The officer in charge of cordon area in consultation with on scene
commander will allow volunteers responding to the accident site to
different areas as per requirement.
• Ensure that there is no interference or disturbance to wreckage other
than is required by the ARFF in the course of fire fighting and rescue
• When the area has been declared safe ensure that only authorized
officials are permitted to enter the cordoned off area until such time
that clearance is given by Inspector of Accident (AAIB) or his/her
authorized representative.
• Isolate the crew from the passengers and have them medically
assessed at the triage area/ casualty Centre.

2.4.2.11 Engineering and Maintenance


• Ensure adequate provision of lighting at the accident site.
• Provide transport officer, who will be responsible to provide vehicles
for transportation of injured and make a record of hospitalized injured,
which should be provided to Medical Officer.

2.4.3 External Emergency Responding Agencies

2.4.3.1 Affected Airline and nominated handling agent


The affected airline and its nominated handling agent shall implement their
emergency procedures which shall include the following:
• Respond to each of the areas, with a representative for liaison, at the
FCP, AECC , Casualty Centre, Holding Area, Survivors Reception
Area, Reunion Area, Meters and Greeters Area and Hospitals.
Immediately establish a Survivors Reception Area, Reunion Area and

Meters and Greeters area in the terminal for welfare, care and reuniting
passengers and relatives in coordination with SHIVAMOGGA AIRPORT
Terminal Manager and Security.
• Immediately provide a full and comprehensive passenger and cargo
manifest along with details of any dangerous goods to the Chairman
of AEC, On-Scene Commander at the FCP, Casualty Centre, Holding
Area (main Fire Station) and Survivors Reception Area.
• Provide technical and engineering support to the FCP for safety
advice and salvage of the aircraft.
• Provide Security staff and Airline Medical Officer(s) to the On-Scene
Commander for deployment to the triage area for care of the injured.
• Dispatch coaches to the Accident site/Holding Area (Main Fire
Station) to transport passengers, from accident site as well as from
holding area. Uninjured passengers will be transported only after
being assessed by an attending Doctor at the holding area.
• Make a list of uninjured passengers including addresses, contact
numbers for accountability, care and counseling and forward the
same to AEC.
• Ensure that crew is escorted to the Casualty Centre, for pathological
samples, in presence of AAIB / Police.
• Provide a Public Relations Liaison Officer and Media Coordinator to
work in coordination with the SHIVAMOGGA AIRPORT Authorities.
• Coordinate the collection of all baggage’s with the Police after
obtaining clearance from the Inspector of Accidents (AAIB).
• Provide desired reservation requirements for onward passenger’s i.e.
hotel accommodations, air transportation or other mode of
transportation, etc.
• Provide wooden coffins and transportation for the deceased in
coordination with police.
• Quarantine and seal all documents pertaining to the flight crew and
aircraft.
• Co-ordinate with the Police to provide necessary support to next of
kin of the passengers.

2.4.3.2 Bureau of Civil Aviation Security (BCAS)


The BCAS is the regulatory authority and may take desired action on their
part.

2.4.3.3 Chaplaincy/Clergy/Priests and Counselor


• In the event of an emergency provide Counseling, pastoral care &
chaplaincy services to the airport community and victims of a
disaster.

2.4.3.4 Civil Defense


• If requested provide manpower, logistic and resources to the agency
combating the emergency for carrying out emergency response and
recovery operation.
Provide a liaison officer to attend the AEC , when established.

2.4.3.5 City Fire Service & other Mutual aid fire services
The City Fire Brigade will on notification by the ARFF or Air Traffic Control of
an emergency
• Respond to the nominated Transportation point and wait for an escort
by the “Follow Me” vehicle to the rendezvous point at incident site /
static water supplies.
• The Senior Fire Brigade Officer on-site will liaise with the ARFF
Senior Officer on-site at the Forward Command Post to assist
emergency operations.
• To provide mutual aid resources to the ARFF when required in an
airport emergency. They should provide sufficient no. of Fire Fighters,
Appliances and equipments as per their procedure.
• Provide a full response to dangerous goods incident on the airport. If
a HAZMAT incident involves an aircraft the City Fire Brigade is
required to consult ARFF/SHIVAMOGGA AIRPORT Dangerous
Goods expert and the affected airline before intervention.
• When a non aviation incident is beyond the resources of the ARFF
and may affect the category of the Airport, then ARFF On-Scene
Commander may request City Fire Brigade to take control of the
operation.
• Assist in any other response or recovery operations for which City
Fire Brigade training and equipment is suitable.

2.4.3.6 BARC, Mumbai (for Chemical, Biological, Radioactive emergency)


On receipt of information regarding an emergency at the airport, BARC,
Mumbai will:
• Immediately dispatch the Quick Response Team to an airport
emergency.
• Depute the concerned functional expert to report to SHIVAMOGGA
AIRPORT AEC for expert advice.
• Remain in contact with AEC , or concerned officials for any
assistance or requirements.

2.4.3.7 DGCA and AAIB (Aircraft Accident Investigation Bureau)


• The AAIB is the regulatory authority and will nominate an “Inspector
of Accidents” at all aircraft accidents or serious incidents.
• Liaise with the On-Scene Commander to enable emergency services
to carry out unencumbered, their legitimate functions in relation to the
emergency.
• Take charge of the accident site when it has been declared “Safe” by
the Competent Authority.
• Liaise with On-Scene Commander to ensure the recovery and
handing over of the Cock Pit Voice Recorder & Digital Flight Data
Recorder (DFDR) to the Inspector of Accident (AAIB).
• AAIB to carry out the necessary investigation of the aircraft
incident/accident.

2.4.3.8 National Disaster Response Force (NDRF):


On receipt of information regarding an emergency at the airport which
requires NDRF assistance, the NDRF Emergency Operation Centre In-
charge shall;
• Immediately depute the nearest Quick Response Team (QRT) to
respond to the accident such as Nuclear, Biological, Radiological,
Chemical accident etc.
• Inform to concerned NDRF Sr. official to report to SHIVAMOGGA
AIRPORT AEC for coordination.
• Remain in contact with the AEC or concerned officials for any

On receipt of information regarding an emergency at the airport, the SDMA


(EOC) Emergency Operation Centre In-charge shall;

• Immediately inform the concerned response agencies such as


NDMA, NDRF, Collector’s Office and other State and National
Governments Emergency Responding Agencies to respond to the
accident.
• Depute a senior official as its representative to report to AEC for
coordination.
• Remain in contact with the AEC or concerned officials for any
assistance or requirements.

2.4.3.10 State Police


On receipt of information regarding an emergency at the airport, the Sr.
Inspector/Officer in Charge of the Airport Police stations ;
• Immediately mobilize the Force and ensure its dispatch to the
Accident Site, Rendezvous Point, Casualty Centre, Holding Area,
Media Centre, Meters& Greeters Area, etc.
• Depute a Senior Officer to AEC when established.
• Depute a Senior Officer to attend the Forward Command Post to
liaise and coordinate the emergency response operation.
• Liaise with Airport Security.
• Take appropriate steps to maintain law and order on the landside of
the terminals and Airport boundary.
• Coordinate with the traffic police and develop a “Traffic Plan” to
ensure access and egress to and from the airport for emergency
service vehicles.
• Remain in touch with the Terminal Manager of the affected terminal
or the AECC for any assistance or requirements.
• Ensure a representative is available at all concerned hospitals.
• Provide necessary support to the concerned staff of airlines &
SHIVAMOGGA AIRPORT for the deceased passenger handling.
• To assist the airline staff in informing the next to kin about the
information of death of concerned passenger.
• To carry out “panch-nama” and to assist post-mortem of the
deceased accident victims.

EMERGENCY OPERATIONS / COORDINATION CENTRES
ESTABLISHED FOR MITIGATION OF AIRPORT EMERGENCIES

3.1. AERODROME CONTROL TOWER


ATC tower is located to the south of runway. To provide air traffic services to
all aircraft on the maneuvering area of the aerodrome and all aircraft flying in
the vicinity of the Aerodrome.

Alerts appropriate organization regarding aircraft in need of search and


rescue aid and assist such organizations as required.

The aerodrome control tower is manned by Air traffic controller and


Operational hours are from Dawn till dusk. Can be extended with prior
permission.

The control tower is provided with two way VHF communication facilities on
frequency --------- Mhz.

It has communication line with Fire station/CFT positioned at airport and


siren.

3.2 FIRE STATION OF PLANT /CFT POSITIONED AT AIRPORT-


RESPONSIBILITIES
i. Testing of communication equipment including fire bell, crash bell and
PA system, and report un-serviceability, if any.
ii. Initiation of action as per AERP in case of any emergency.
iii. Keeping a sharp look-out and monitoring of aircraft movements at the
airport and in its immediate vicinity.
iv. Reporting to ATC/ Ops Manager any abnormality observed in the
airfield especially pertaining to flight movements.
v. Prompt call out action to mobilize crash Fire Tenders (CFT), manpower
and other support vehicles, on receipt of any fire/emergency
call/observation of accident or incident. Follow up action as per laid
down procedure mentioned in Airport Emergency Response Plan.
vi. Reporting any bird concentration or vehicle/aircraft/ animal incursion
observed at the airfield to Ops Manager

vii. The Occurrence Register/ Log Book of Fire Watch are maintained by
recording the details of incident/accident and concerned RT
transmissions in chronological sequence as far as practicable.
viii. The FWT has the facility to communicate with all RT set with ATC
ix. An alerting system (crash bell) is provided linking the FWT to ATC
tower & fire station.

3.3. AEC CONTROL CENTRE (AECC)


Airport Emergency Control Centre which is a coordination conduit for
successful conduct of operations at the airport. AECC is established by
SHIVAMOGGA AIRPORT and partnered by stakeholders like Ground
Handling Agents, Airlines and apart from other concerned SHIVAMOGGA
AIRPORT Departments to ensure control, coordination and communication
for Airport Operations.

The purpose of AECC is to initially activate the response to an emergency


followed by providing all logistical support for effective handling of
emergency, while ensuring business continuity.

AECC partners shall activate all the key emergency responding


stakeholders such as Emergency Services, Airside Management, Terminal
Management, Landside Management, BDDS, Regulatory agencies, Airlines,
Ground Handling Agents, Security, etc. Thereafter, it would continue to
provide all the logistical support through coordination with the affected
airlines and take necessary action to keep the normal operations running
viz. providing alternative resources etc.

AECC will use the Landline and internal wireless communications network
communications.

3.4 FORWARD COMMAND POST (FCP)


i. The Forward Command Post is a Vehicle which is parked at accident
site, where Sr. officials of emergency response agencies assemble to
receive and disseminate information and make decisions pertinent to
co-ordinate emergency response.
i. The Forward Command Post serves as Command, Co-ordination and
Communication Centre at the Combat Zone in case of an airport
emergency.

ii. The assigned ARFF crew shall be responsible for positioning the
Forward Command Post near the incident/ accident site. The Forward
Command Post is required to be correctly located at a safe distance
from the site keeping in view wind and terrain conditions.
iv. Manning of Command Post: ARFF personnel shall be On-Scene
Commander. On arrival of Airport director authorized official, he shall
hand over the command to them with briefing, who will then be On-
Scene Commander (the change of command will be informed to all the
responding agencies). The representative of affected airline and all
agencies shall report to the FCP and will receive direction from On-
Scene Commander about further course of action.
v. The rescue and fire fighting operation continues
unhindered/unobstructed by ARFF and other emergency response
agencies.
vi. The site of aircraft accident, including the wreckage trail, is cordoned
off completely by the Security.
vii. No one is allowed to interfere with the wreckage or any part of the
aircraft until arrival of AAIB official / representative except if it is
necessary to do so as per G.C.R 536(E) dated 5thJuly, 2012 rule (7)
Protection of evidence, custody, removal and preservation of damaged
aircraft.
vii. The Rescue and Fire personnel and state police Officials are given
freedom to carry out their legitimate functions in accordance with the
procedures, which they need to fulfill under relevant rules without
interfering with the functioning of Inspector of Accident (AAIB /DGCA
Officials/ representatives).
ix. The important mandatory instruction/ information sign boards are
properly placed.
x. Information regarding dispatch of passengers from the Triage Area to
different locations such as hospitals
a. (priority-1), Casualty Centre
b. (priority – 2) and holding area (Main Fire Station)
c. (Priority-3) are properly monitored and recorded at FCP
xi. Staging area and temporary morgue facility is established. To ensure
that the deceased are shifted to temporary morgue at cargo complex.
xii. All assistance is provided to Inspector of Accident (AAIB/DGCA
officials).

xii. Videographer and Photographer are permitted only after the approval
of Inspector of Accident (AAIB/DGCA officials/representatives).
xiv. Constant co-ordination and communication is maintained with the
AECC Casualty Centre, Ops Manager and Main Fire Station.
xv. Dangerous radio-active and corrosive material is handled by
authorized personnel only such as BARC or City Fire Brigade.
The Forward Command Post will use internal wireless communication media
and Mobiles.

3.5 CASUALTY CENTRE


It is a dedicated medical centre established at the airport with:
i. Stretcher staging area,
i. Dedicated Ambulance parking,
ii. Toilet facility,
iv. Refreshment supply.
v. Main coordination point of the Medical Officer
vi. The facility serves as a central point to which casualties, other than the
casualties that have been taken directly to hospitals, can be relocated
from the Triage Area.
vii. Initial Preparation: In the event of any airport emergency the stretcher
and Ambulance Areas of the Casualty Centre will be prepared by Para-
medic staff on duty.
vii. The centre shall be activated by Doctor from hospital
ix. The control of all operations at the Casualty Centre and those
associated with Medical Services shall vest with the Medical officer
deputed from hospital

3.6 HOLDING AREA


i. A non dedicated area in the Airport cleared for use as holding area
during an Airport Emergency involving an Aircraft accident
i. Non-hospitalized passengers and crew to be relocated to this area to
have all required administrative procedures completed prior to final
unification with Meters and Greeters in the respective terminal.
ii. Initial preparation: In the event of any airport emergency involving an
Aircraft accident the Holding Area will be prepared by the fireman
manning the Fire Control Room (Main Fire Station), along with Airside
Ground Maintenance Staff.

iv. The area shall be activated by Airside Ground Maintenance officials


nominated for the task and airline representative who will finalize the
administrative tasks.
Official deputed by Airport Director shall be responsible for the control of all
activities in the holding area.

3.7 SURVIVORS RECEPTION AREA


i. A non-dedicated area in the affected terminal cleared for use as
reception area for passengers during an airport emergency involving
an aircraft accident.
i. The creation of a separate area within the terminal where passengers
can be received in order to carryout reconciliation and finalize
processes prior to unification with Meters and Greeters for onward
departure from the
ii. In the event of any airport emergency involving an aircraft accident the
Survivor Reception Area will be prepared by the Terminal Management
team of the affected terminal.
iv. The area shall be activated by Duty Terminal Manager and the airline
representative/GHA who will take care of passengers.
v. The passenger’s reconciliation process will be carried out in this area
by the airlines/GHA.
vi. Terminal manager shall be responsible for control of all responsibilities
with regard to providing the infrastructure for the survival reception
area.
vii. A predetermined area within each terminal, normally used for
operations, but cleared during an emergency for exclusive use.

3.8 REUNION AREA


i. A non-dedicated area in the affected terminal cleared for use as
reunion area of passengers during an Airport Emergency involving an
aircraft accident.
i. The creation of a separate area within the terminal where passengers
can be reunited with their loved ones
ii. In the event of any Airport Emergency involving an aircraft accident the
unification Area will be prepared by the Terminal Manager.
iv. The area shall be activated by a Terminal Manager and the Airline
Representative who will take care of passengers.

v. The passenger reunification with loved ones will be carried out in this
area by the affected airlines/GHA.
vi. Head of the affected airline through its deputed official shall be
responsible for facilitating the passengers
vii. A predetermined area within each terminal, normally used for
operations, but cleared during an emergency for exclusive use.

3.9 MEETERS AND GREETERS AREA


i. A non-dedicated area in the affected terminal cleared for use as Meters
and Greeters Area for loved ones of passenger and crew of aircraft
involved in accident
i. The creation of a separate area within the terminal where loved ones of
passenger and crew of an aircraft involved in accident, can report for
information and unification.
ii. Initial preparation: In the event of any airport emergency involving an
aircraft accident the Meters and Greeters Area will be prepared by the
Terminal Manager
iv. The area shall be activated by Terminal Manager and the airline
representative who will take care of the Meters and Greeters.
v. The SHIVAMOGGA AIRPORT information Kiosks will function as help
desk and guide the relatives of passengers to the meter and greeters
area.
vi. The loved ones of passengers/Crew will be updated about the Aircraft
accident status .They will be brought to the unification area to meet the
passengers/crew once reconciliation process is carried out.
vii. Terminal manger shall be responsible for control of all responsibilities
with regard to providing Infrastructure for the same.
vii. Head of the affected airline through its deputed official shall be
responsible for facilitating the loved ones of Passenger /crew
ix. A predetermined area within terminal, normally used for operations, but
cleared during an emergency for exclusive use.

3.10. OPS MANAGER


Ops Manager will co-ordinate with ATC, ARFF, AECC, AAIB, DGCA, Oil
Companies, External Agencies, GSD (affected airline).
i. Co-ordination with stakeholders and external agencies for smooth &
effective handling of emergency and restoration of normal operations.
ii. Inspection of RWY and handing over to ATC for operations.

iii. Activation of Rendezvous (RV) Point Control Office to control reporting


support vehicles and crew.
iv. Follow Me service to external agencies to RV Point
v. Follow me services for external emergency vehicles and medical
teams to accident site.
vi. Evaluation of airport operational status with internal agencies and
update FCP.
vii. Co-ordinate with ground support Deptt. of affected airline
viii. Determine, in consultation with ATC if any obstructions are created by
the disabled aircraft and consequently consider closure of the affected
area or calculate if required revised 'Declared Distances' for the
runway.
ix. Inform AECC accordingly for taking suitable NOTAM action.
x. Assist the Aircraft Accident Investigation Bureau (AAIB) personnel.
xi. Inspect all areas prior to resumption of normal Aircraft operations.
xii. Arrange photography/Video shooting of the aircraft

3.12 MEDIA CENTRE


i. Media Centre (MC) is activated after an accident/incident to
disseminate information to the media.
ii. For continuous flow of authentic information to the media, so that the
information is further disseminated to the general public on the status
of the accident/incident
iii. In event of an accident/incident, the MC will be activated by a AECC
iv. Manning of MC by representatives airline representative and Airport
Director representative
v. Communication Systems such as Telephone and mobile are available.
vi. Dedicated Media Centre established near but outside the airport
premise.

PART A: CHAPTER A4
MEDICAL EXAMINATION OF FLIGHT CREW/PAX, HANDLING OF
DEAD, AND MEDIA MANAGEMENT

This chapter deals with the human side of an Incident / Accident. It sets out
the procedures to be followed in order to minimize suffering of victims but at
the same time to meet the requirements of official investigation and the
basic right to information.

4.1. MEDICAL EXAMINATION


4.1.1 Initial Triage of all victims
Triage shall be available to all victims of an airport related accident and shall
be carried out in line with international standards.

4.1.2 Flight Crew


4.1.2.1 Non Injured Flight Crew Members
Medical team from hospital shall conduct a comprehensive physiological
and physical check–up comprising of a general and systematic medical
examination especially the status of Central Nervous System (CNS) and
higher centre’s, of each flight crew involved. The detailed findings along with
other special remarks, if any, shall be recorded in three copies. Each copy
should be countersigned by the individual examined and official who brought
the flight crew for medical examination

The time and date of the check-up must be noted. The responsibility of
bringing the flight crew to the medical team rests with the affected airline,
who must ensure that a representative of Police/DGCA/AAIB is present.
After Medical examination at casualty centre, flight crew will be transported
to holding area. The flight crew members will be allowed to leave the airport
only after the approval of AAIB/DGCA and Police.

4.1.2.2 Injured Flight Crew Members


Medical team from hospital shall firstly ensure that the flight crew members
are medically treated for any injuries. Thereafter, conduct a comprehensive
physiological and physical check–up comprising of a general and systematic
medical examination especially the status of Central Nervous System (CNS)

and higher centers, of each flight crew brought to him. The detailed findings
along with other special remarks, if any shall be recorded in three copies.

and the official who brought the air crew to medical team from hospital.

The time and date of the check up must be noted. The responsibility of
bringing the flight crew to the medical team rests with the affected airline,
who must ensure that a representative of police/DGCA/AAIB is present. The
Injured Flight Crew Members will be allowed to leave the airport/Hospital
(incase admitted) only after the approval of AAIB/DGCA and Police.

4.1.2.3 Deceased Flight Crew Members


In the event of death, a crew member will be subjected to a detailed post
mortem (P/M) examination in designated hospital by local police authorities
to ascertain the precise cause of death including the presence and extent of
alcohol, carbon monoxide etc. The blood, urine and the viscera should be
properly preserved by the doctor carrying out the post mortem examination
for future detailed chemical analysis.

The post mortem examination shall also include other aspects such as
physical incapacitation, if any prior to the accident and precise cause of
death etc. The identity of the deceased will be established to the fullest
extent prior to examination. Full body photographs will be taken; all clothes
and belongings will be recorded and carefully preserved in accordance with
police procedures.

4.1.2.4 Release of Deceased / Remains of Flight Crew


The deceased crew member’s body or remains shall NOT be released at
any time even after the post mortem examination has been completed by
any authority, including police. The Inspector of Accident (AAIB) is the only
authorized Officer who can issue a release of the body/bodies or remains.

4.1.3 Passengers
4.1.3.1 Non Injured Passengers
Non injured passengers shall be taken from the accident site to the Holding
Area/Survivor Reception Area (SRA) to complete the necessary
administrative tasks prior to re-union and/or transportation off airport.

At the Holding Area/SRA, Medical assistance shall be available to handle


any medical requirement.

The Non Injured Passengers will be allowed to leave the airport only after
the approval of Police.

4.1.3.2 Injured Passengers


From Triage Area all injured passengers shall be relocated as quickly as
possible to the respective medical institutions as directed by the Triage
Medical team. This may include:
i) Transportation directly to hospital by ground transport
ii) Transportation to On-airport Casualty Centre
iii) All injured passengers shall receive proper medical treatment.
iv) The Injured passengers will be allowed to leave the airport/Hospital (if
admitted) only after the approval of Police.

4.1.3.3 Deceased Passengers


All deceased passengers will be subjected to post mortem examination
indicating the nature and extent of injury as well as cause of death with
special reference to carbon monoxide. This requirement may be waived by
the Inspector of Accident (AAIB) if the circumstances so warrants.

4.1.3.4 Release of Deceased /Remains of the Passengers


After the completion of post mortem examination, police authorities may
release bodies or remains of passenger/s in accordance with their
procedures and in consultation with the airline.

4.1.3.5 Payment of Medical Costs


The affected airline will be responsible for payment to hospitals for treatment
to passengers and crew as well as other associated costs.

4.2. MEDIA MANAGEMENT


4.2.1 Activation of Media Plan
The Media Handling Plan is automatically activated when the following
emergency responses are activated or as felt necessary by Director
Aerodrome.

4.2.2 Press or Media Centre


A Media Centre will be established to provide up to date information on the
incident. The Airport Director are the authorized spokes-persons, who will
provide press releases and conduct press briefings in conjunction with the
affected airline and other regulatory bodies functioning at the airport.

4.3 PHOTOGRAPHY- VIDEO SHOOTING OF ACCIDENT SITE


Photography and video recording of accident sites should be done in
accordance with Aircraft (Investigation of Accidents and Incidents) Rules,
2012. Photography at an aerodrome is only permitted in accordance with
and subject of the terms and conditions of permission in writing granted by
the AAIB representative or the Inspector of Accident. The official
photographer of SHIVAMOGGA AIRPORT or any photographer authorized
by the concerned airline shall only be permitted to undertake photography /
videography of the accident site. The photographer shall also give an
undertaking to maintain the secrecy of the film. All charges relating to
photography and videography shall be borne by the affected airline.
Photography/videography can only be undertaken after obtaining clearance
from the Inspector of Accident (AAIB).

4.4 TERMINATION/STAND DOWN


Media Centre is deactivated / terminated by Airport Director in consultation
with the State Police and the affected airline following an assessment of the
media interest in recovery operations.
Note: The media plan may be activated as and when necessary.

PART B: CHAPTER B1
LOCAL STANDBY

1.0 DEFINITION:
Local Standby is declared when an aircraft approaching the airport is known
or is suspected to have developed some defect, but the trouble is not such
as would normally involve any serious difficulty in effecting a safe landing.

1.1 DECLARATION OF LOCAL STANDBY


Declared by:
(i) The Pilot In-Command by requesting declaration through ATC, or
(ii) ATC when they are of opinion that the standby is warranted.

1.2. ACTIVATION
Activated through a notification process that needs to be initiated and
confirmed as fast as possible.

1.3. ACTIONS BY VARIOUS UNITS

1.3.1 ATC
(i) Initial activation of Airport Emergency Services through Fire Services
In-case of RT notification ATC will pass-on “local Standby” kindly
acknowledge

Remain in constant touch with Pilot in Command, Fire Section to inform the
position and status of aircraft.
- Remain in state of alertness to deal with the possible worsening of the
situation.
- When “affected aircraft” is on final and number one to land, inform Fire
Watch Tower.
- Notify DGCA about the Local

Post notification actions


Maintain extra vigil and quickly disseminate information (if any) by RT
communication to all concerned departments.
- Pass message from ATC that “aircraft is on final” to ARFF Vehicles.
- Report to ARFF Vehicles when aircraft is in sight.
- Report and record Actual Time of Arrival (ATA) and landing status.

Termination of Local Standby


ATC shall Terminate Local Standby when the reported situation has
normalized and notify to Fire /Ops Manager Notification regarding
Termination of Local Standby shall be done by ATC once the Pilot in
Command confirms that all operations are normal.

Post emergency action


• Return to normal operations.

1.3.2 Airport Fire Services


• On sounding of fire bell by Fire Watch Tower activate Control Room to
Local Standby status.
• Receive and note critical details of Local Standby – As per Fire Control
Room Activity Report
• Notify Critical Information to all concerned
• Maintain contact with Fire Watch Tower
• On sounding of fire bell by FWT or with an announcement on PA system
take charge of forward command post as an On-Scene Commander and
check communication with all concerned agencies.
• Confirm critical details of Local standby

• Ensure all that all the Rescue and Fire fighting appliances are manned
at least 10 minutes prior to the ETA of the aircraft.
• When the aircraft is reported on final approach, give instruction that the
entire rescue and fire appliance be started and kept on idle run-up for
quick dispatch, should turn out be required.
• Escalate Local Standby to Full Emergency should the situation worsens.

1.3.3. OPS MANAGER


(i) Notify Ground handling agent of concerned aircraft operator.
(ii) Put on standby one “Follow me” vehicle for runway inspection and
other necessary tasks as required.

1.4 SUBSEQUENT ACTIONS


(i) If the aircraft lands safely, but the aircraft defect develops into other
complications such as burst tyres, hydraulic leakage or undercarriage
failure, which require the pilot to disembark the passengers onboard in-
situ before the aircraft is towed to its parking bay, Air traffic Control
shall initiate procedures as stipulated disabled aircraft procedures.
(ii) If the aircraft emergency aggravates further whilst the plane is still
airborne to such an extent there is imminent danger of an accident the
ATC shall upgrade Local standby into FULL EMERGENCY
procedures.
(ii) If subsequently the aircraft crash lands, the ATC shall immediately
initiate CRASH ACTION procedures stipulated.

1.5 TERMINATION
Termination of local standby shall be made by ATC. The phrase’ Local
Standby terminated” shall be used. The termination message shall be
transmitted to all the activated parties.

FULL EMERGENCY

2.0 An aircraft approaching the airport is, or is suspected to be, in such


trouble that there is imminent danger of an accident.

2.1. DECLARATION OF FULL EMERGENCY

Declared by:
(i) The pilot in command by requesting declaration through ATC, or
(ii) ATC when they are of opinion that declaration of “Full Emergency” is
warranted.
2.2. ACTIVATION
Activated through a notification process that needs to be initiated and
confirmed as fast as possible.

ATC: The ATC will initially activate “Full Emergency” and notify AECC and
Fire station through internal wireless communication
In-case of RT notification ATC will pass-on “Full Emergency” kindly
acknowledge. They will confirm by stating “Full Emergency’’ message
copied” on RT.

Fire station On receipt of notification from ATC, will initiate onward


notification to alert concerned persons.

Aerodrome Director: On receipt of notification from ATC, will initiate


onward notification to alert Fire section, Ops Manager and all concerned
parties responsible for responding to an Emergency.

on ground once the Forward Command Post is activated.
iii) The Airport Director designated officer will be the coordinating authority
between On Airport Support Agencies, including the affected Airline to
ensure proper response.
iv) Airside Safety/Apron in-charge will be the coordinating authority at the
designated Rendezvous Point to ensure efficient handling of reporting

2.10 DUTIES AND RESPONSIBILITIES

2.10.1 Air traffic control


i) On declaration of Full Emergency, pass critical information as defined
above.
ii) Notify Fire Station by ringing crash bell and with the help of RT.
iii) Remain in constant touch with Pilot in Command, AECC (Airport
Director) and Fire watch Tower to inform the position of aircraft.
iv) Remain in state of alertness to deal with the possible situation of an
accident.
v) When “Full Emergency Aircraft” is on final and number one to land,
inform Fire Watch Tower.
vi) Notify DGCA/AAIB about the full emergency
vii) Inform full emergency termination to AECC (Airport Director) and Fire
Watch Tower on receipt of notification from Pilot.
viii) Return to normal operations after termination of emergency.

2.10.2 Emergency Services (ARFF)


i) Acknowledge activation of Full Emergency on receipt of Critical
Information from ATC and note details of Full Emergency in the Activity
Report.
ii) Sound the ARFF fire bell.
iii) Announcement on P.A System as “Full Emergency, Full Emergency,
Full Emergency”
iv) Notify critical information to all concerned.
v) Man on Wheel: Start up vehicle and move to Predetermined Positions
along the RWY to be used
vi) Maintain extra vigil and quickly disseminate information (if any) by RT
communication with Fire Control Room / FCP/ All Fire Response
Vehicles.
vii) Report to FCP/ARFF vehicles when aircraft is in sight.

2.10.3 Activation of Forward Command Post (FCP) and taking charge as On-
Scene Commander.
i) On sounding of fire bell / crash bell respond to Forward Command Post
and activate the same, by taking charge as On-Scene Commander.
ii) Check RT communication with Fire Control Room.
iii) Note and confirm critical details of Full Emergency from ATC in the
Activity Report
iv) Immediately ensure full turn out of response vehicles to predetermined
positions on RWY to be used.
v) Stay in contact with Fire Watch Tower.
vi) Handover incident command to senior most designated ARFF Officer
with briefing as and when he reports to FCP.
vii) Continuously monitor RT and take clearance from ATC for crossing of
RWY/TWYs, if required.
viii) Ensure that Airport Rescue and Fire Fighting appliances proceed via
established access routes.
ix) Follow aircraft after landing, up to the point where ATC confirms that it is
no longer required.
x) In-case of Aircraft accident on or off Airport, escalate full Emergency to
Aircraft accident.
xi) On information from ATC that Full Emergency is withdrawn, announce
Termination on RT for all stations to acknowledge in turn.
xii) Ensure all ARFF appliances return to fire stations via established routes
xiii) Return to normal operations.
xiv) Confirm Full Emergency Termination to FCP on notification from
ATC.

2.10.4 AECC
i) Acknowledge activation of Full Emergency on receipt of critical
information from ATC and note details of Full Emergency.
ii) Notify all stakeholders of AECC.
iii) Maintain extra vigil and quickly disseminate information (if any).
iv) Coordinate with stakeholders for activation of Emergency response.
v) In-case of Aircraft accident on or off Airport, escalate Full Emergency to

iv) Coordinate with Ops Manager for providing “Follow Me” services to
external Emergency responding vehicles.
v) Ensure that all Senior Officers are informed of emergency

2.10.7 Activation and management of Rendezvous Point

2.10.10 Airside Ground Civil/Electrical Maintenance


i) Receive critical information and note details of full emergency
ii) Notify critical information to all concerned
iii) Maintain extra vigil
iv) Respond to and address any electrical engineering related issue as
requested.
v) In-case if the full emergency is declared in poor visibility /night proceed
to the end of the active runway along with lighting arrangement and
maintain standby at designated area.
vi) Acknowledge Full Emergency Termination
vii) Return to normal operation after termination

2.11 CONDITIONS AND REQUIRED ACTIONS AFTER LANDING

(i) If the aircraft has landed safely and towing services are required the
ATC can consider down grading the “Full Emergency” to “Ground
operations” after the Airport Fire Services and ground engineer have
assessed the situation and confirm the aircraft is safe. The “Down
grade” message shall be transmitted to all concerned. Upon receipt
of the “Downgrade” message, all the activated parties, except for the
Airport Fire Services the Ops Manager the airline and ground

handling agent concerned will deactivate or stand down their


services.
(ii) If a fire situation develops after the aircraft has landed the Fire
section incharge shall advise the pilot quickly on the necessity to
evacuate the passengers. The pilot, based on this advice shall
decide if it is necessary to deploy the escape chutes when
evacuating the passengers.
(ii) If subsequently the aircraft crash lands the ATC shall immediately
initiate CRASH ACTION as stipulated in part B chapter 4 of this
AEP.

2.12 TERMINATION
Termination of the” Full Emergency” shall be made by the ATC. The phrase
“Full Emergency Terminated” shall be used. The) “Termination” message
shall be transmitted to all activated parties/units.

AIRCRAFT ACCIDENT WITHIN AIRPORT FIRE SERVICE TURNOUT
AREA

3.1 DEFINITION:
An Aircraft Accident which has occurred on or in the vicinity of the
airport i.e. within the airport boundary, or within an area up to 5kms in
the approach path and areas up to 2kms around the airport boundary.

3.2 DECLARATION OF EMERGENCY


i) Escalation of a previously declared local Standby or Full Emergency:
(Under this scenario, it must be taken into account that the ARFF
vehicles will be in their pre-determined holding positions).
ii) ATC raises the crash bell, and confirms situation of the same on Radio
Transmission on determining that aircraft has most probably met with
an accident short of the runway.
iii) A totally unexpected aircraft accident within the Airport Fire Service
Turnout Area: - ATC or airport is informed by a 3rd party of the aircraft
accident. ATC to confirm the likelihood of such an accident after which
ATC raises the crash bell.
iv) ATC or Fire Watch Tower witnesses the aircraft accident. Whoever
reacts first raises the crash / fire bell.

3.3 ACTIVATION
The “Emergency Response” is activated as fast as possible through a
notification process with a confirmation that notice was received. The
notifying agency will notify the other two agencies via Phone/Hotline and RT.
During RT notification the notifying agency will pass-on “Aircraft accident,
Aircraft accident, Aircraft accident” kindly acknowledge. The other two
agencies will confirm by stating “aircraft accident message copied” on RT

3.4 IMMEDIATE ACTIONS


i) By immediate activation of the crash bell to sound continuously with a
steady tone.
ii) To Airport Emergency Services with a call to the Fire Station by RT.

vii) Notify concerned agencies of up-gradation of Airport category on
resumption of essential services and infrastructure.
viii) Acknowledge notification received from FCP / AECC noted.
ix) Return to normal operations.

3.5.2 Management of accident as On-Scene Commander, till arrival of Senior


Official deputed by Airport Director.
i) Immediately ensure full turn out of response vehicles to grid reference
of accident if on airport.
ii) Immediately ensure that the regulated number of ARFF Vehicles
together with the FCP respond to the Grid Reference of accident.
iii) Stay in contact with Fire Watch Tower, AECC and ATC
iv) Clearance from ATC for crossing of RWY/TWYs, if required.
v) Ensure that ARFF appliances proceed via the shortest but safe route.
vi) Notify AECC of the actual ARFF capability as it changes over time.
vii) Instruct ARFF crew to immediately commence firefighting and rescue
operations.
viii) Evaluate situation and plan accident Site layout.

Direct and coordinate Members reporting to FCP

team.

3.5.3 Operation of ARFF Response Vehicles and activities at Accident Site


i) On sounding of ARFF accident Alarm respond to designated ARFF
vehicle.
ii) Confirm and note critical details of aircraft accident from Fire Watch
Tower.
iii) Officer in Command of Lead ARFF Fire Tender:
• With Call Sign of specific vehicle verify RT communication with
FCP.
• Respond as per SOP

ii) Notify Critical Information to all concerned
iii) Confirm with Security at Gates that access to external emergency
vehicles has been accorded.
iv) Ensure the availability of step ladder along with tow-bar and push
back vehicle at accident site.
v) Inspect alternate RWY and hand over to ATC for operation.
vi) Activate Rendezvous Point to control reporting support vehicles and
crew.
vii) Coordination with Security personnel at gate for immediate dispatch
of panel doctors and para medical staff to Casualty Centre, if
required.
viii) Provide “Follow-me” services for Emergency responding Vehicles and
Medical Teams to accident site if asked for by FCP.

affected area and calculate if required, revised 'Declared Distances'
for the runway.
xii) Inform AECC accordingly for taking suitable NOTAM action.
xiii) Assist the Aircraft Accident Investigation Authority and preserve the
evidence.
xiv) Inspect all areas prior to resumption of normal aircraft operations.
xv) Acknowledge receipt of Termination notice received from FCP.
xvi) Confirm termination of emergency to FCP on notification from ATC.
xvii) Complete and sign Ops Manager Activity Report and forward copy to
Chairman of AECC.
xviii) Return to normal operations.

3.5.5 Co-ordination and Management of the activated AECC


i) All members to acknowledge Notification
ii) All SHIVAMOGGA AIRPORT and external members of AECC report
to AECC on receipt of aircraft accident notification.
iii) Activate AECC and take charge as AECC Chairman.
iv) Maintain co-ordination with ATC, and FCP (On Scene Commander).
v) To provide necessary logistic support.
vi) Security Department deputes a Security Officer to handle access
control at AECC.
vii) Instruct staff at gates to allow external agencies to return to their
respective bases, checking that all vehicles that originally reported
actually return.
viii) Complete and sign security Activity Report and forward copy to
Chairman of the AECC.
ix) Return to normal operations.

3.5.6 Security Response to Accident Site


i) Note accident site grid reference.
ii) Proceed to accident Site, designated grid reference point as fast as
possible.

3.5.7 Activating and management of Rendezvous Point


i) Activate Rendezvous Point.
ii) Ensure that “follow me” is available at gate for escorting external
responding emergency vehicles to Rendezvous point.
iii) On arrival of External Support vehicles, log detail of same and report
status to FCP.
iv) Receive accident site layout and operational requirement from FCP.
v) As per instructions from FCP, external responding agencies can be
directly escorted to Staging area near accident site instead of
Rendezvous point.
vi) Brief external agencies on status at accident site.
vii) Deploy external agencies as requested by FCP, and note timing
accordingly to pre determined Rendezvous Point as fast as possible
viii) Acknowledge receipt of termination notice received from FCP.
ix) Instruct any external agency still not deployed at rendezvous point
which has not been deployed, to return to home base.
x) Complete and sign Rendezvous Point Activity Report and forward
copy to Chairman of the AECC.
xi) Return to normal operations.

3.5.8 Activating and management of Casualty Centre


i) Receive critical information from AECC and note details of aircraft
accident as per Medical Officer Activity
ii) Proceed to casualty centre in Ambulance / Vehicle stationed at Gate
iii) Activate Casualty Centre and make all arrangements to receive
casualties.

police, DGCA/AAIB representative, transported to the Casualty
Centre by staff of affected airline.
ix) Collect pathological samples and undertake medical check-up of
cockpit crew in presence of AAIB/ DGCA and or police
representative.
x) Acknowledge receipt of Termination notice received from FCP.
xi) Clear and clean up casualty centre after dispatch of last PAX/Crew.
xii) Confirm to FCP that casualty centre is deactivated.
xiii) Complete and sign Medical Services Activity Report and forward copy
to Chairman of the AECC.
xiv) Return to normal operations.

3.5.9 Activation of Triage Area at accident Site:


i) Receive Critical Information FCP and note details of aircraft accident
– As per Medical Officer requirement.
ii) Proceed to accident Site in ambulance and activate the Triage area
on site.
iii) Receive accident victims in Triage area and prioritize each case into:
• Priority 1 (Red Tag)– To be sent to hospitals
• Priority 2 (Yellow Tag)– To be sent to casualty centre
• Priority 3 (Green Tag)
Non-hospitalized Survivor – To be sent to Holding Area. (Marked
area in airport)
Pass information to FCP.
• Priority 4 (Black Tag)
Deceased – To temporary morgue.

3.5.10 Setting up and Activation of Holding Area


i) Holding Area, which will be located in the Airport area specifically
marked, is activated by the official manning the Fire Control Room.
The Holding area should be separate for PAX and CREW.
ii) Liaise with affected airline operating.
iii) Set up a help desk outside the terminal to guide the relatives of the
passengers to Meters and Greeters area.
iv) In co-ordination with SHIVAMOGGA AIRPORT security make
necessary arrangements for entry passes and transportation for
emergency responders. Send emergency responders to required
areas in consultation with On-scene commander.
v) Activate Meters and Greeters Area.
vi) Receive external support agencies (Chaplaincy; Clergy; Medical Staff
and others) and escort them to the areas where their service is
required.
vii) Assist the airline in all airline activities in handling emergency within
this area.
viii) Maintain extra vigil and quickly disseminate information
ix) Acknowledge receipt of termination notice received from FCP.
x) The Meters and greeter’s area will be deactivated by terminal
Management in consultation with AECC and the affected Airlines.
xi) Complete and sign Terminal Activity Report and forward copy to
Chairman of the AECC.
xii) Return to normal operations.

3.5.11 Activation of Survivors Reception Area & Reunion Area


i) Receive critical information from AECC and note details of
emergency.
ii) Set up the PAX Survivors Reception Area and the Reunion Areas.
iii) Receive PAX from Holding Area.

iii) Respond to and address any Electrical engineering related issue as
requested.
iv) Incase aircraft accident has happened in poor visibility /night then
proceed to the aircraft accident site with lighting arrangement.
v) Provide transportation officer, who will provide vehicles for
transportation and provide details of casualties sent to hospital, to
CMO.
vi) Acknowledge receipt of Termination notice received from FCP
vii) Complete and sign Maintenance Activity Report and forward copy to

3.5.13 Media Centre


i) Receive critical information and note details of aircraft accident
emergency, As per Activity Report.
ii) Notify critical information to all concerned as per Departmental
Notification Chart.

3.5.14 Aircraft Recovery and restoration of Airport Facilities


i) Acknowledge receipt of termination notice received from FCP
ii) Receive the activity reports from all the internal agencies, compile
and forward the same to AECC.
iii) Accept accident site back from AAIB and Inspector of accident and

stipulated in next chapter of this AEP be followed

3.7 TERMINATION OF AIRCRAFT ACCIDENT EMERGENCY:


The on–Scene commander (FCP) will declare Phase vise termination or full
termination of aircraft accident Emergency based on the accident site
condition and after consulting ATC, AECC.

For partial termination of aircraft accident emergency, the on-scene


commander will pass on Phone or RT “aircraft accident partially terminated”
and state the services to be withdrawn by concerned agency, he will ask the
agencies to acknowledge saying “confirm message copied”. The concerned
agency will confirm by stating “aircraft accident partially termination
message copied” and confirm the services to be withdrawn.

For termination of aircraft accident emergency, the Chairman AECC in


consultation with all agencies involved in emergency management, will pass
on notification on RT “aircraft accident emergency terminated” and instruct
all responding agencies to withdraw respective services, he will ask the
agencies to acknowledge saying “confirm message copied”. The concerned
agency will confirm by stating “aircraft accident emergency terminated
message copied” and confirm the services to be withdrawn.

AIRCRAFT ACCIDENT OUTSIDE AIRPORT RESCUE AND FIRE
SERVICE TURNOUT AREA

4.0 DEFINITION
i) An Aircraft Accident which has occurred outside airport fire service
turnout area i.e. more than 5kms in the approach path and more than
2 kms in other areas around the airport boundary.
ii) If an aircraft accident occurs outside this turnout area, the procedures
for crash action outside the Airport Fire services turnout area shall be
followed.

4.1. ACTIONS BY ATC:


i) Decision to declare the Crash Action rests with the air traffic control.
ii) If it is clear to the Air traffic controller that the aircraft has crash
landed outside the airport fire services turnout area, the standard text
and format used for the’ crash action” message shall be as follows;

Aircraft crash outside turnout area:


Aircraft type & Flight number;
Location of accident (Approximate);
Time of accident;
Number of persons on board (POB);
Fuel on board;
Aircraft operator;
Any dangerous goods on board, if known.
.
4.2. COMBAT AUTHORITIES

i) State authorities/District Administration will be overall in charge of


all ground operations at the scene. All the other agencies and
services involved will activate their respective emergency operations
plans to support the State authorities/District administration in the
mitigation of the aircraft accident.
ii) City Fire services will be fully in charge of the aircraft fire fighting
and rescue operations.

i) If the location of the crash is under the jurisdiction of another area,
intimate to DCP of that area.
ii) Mobilize the police officers to execute crowd control and traffic
regulation at the airport in anticipation of large crowds of friends and
relatives swarming to the airport during the first hours of accident.
iii) Mobilize his officers to control and regulate the traffic at the landside
of SHIVAMOGGA airport.

4.3.6 Airline/Aircraft operator


i) Send a representative to join the SHIVAMOGGA AIRPORT Taskforce.
ii) Carry out its role and responsibilities as stipulated in previous
chapters

4.3.7 Ground handling Agent


The ground handling agent concerned shall put on standby its ground
resources and wait for further instructions.

4.3.8 Media Centre


i) Liaise with affected Airline and concerned govt. agencies for quick
and authentic dissemination of information.
ii) Liaise with AECC for updated information and necessary instructions.
iii) Media Centre will be de-activated on notifications from AECC/CCC.

4.4 SHIVAMOGGA AIRPORT SPECIAL TASK FORCE


i) During an aircraft accident that occurs outside the Airport Fire Service
turnout Area, SHIVAMOGGA AIRPORT will set up a special task
force to provide the necessary support and assistance to help
mitigate the accident.
ii) The SHIVAMOGGA AIRPORT Task force will comprise the following:
• Airport director---Head
• Chief fire services
• Engg chief (Elect, Civil)
• Airline representative (If any).
iii) The task force will first meet at the Airport directors office and Airport
director will give a short briefing to all the Task force members before
proceeding to the crash location as a team to carry out their
supporting functions. Upon arrival Airport director shall report to city
fire services on Scene commander.
iv) Functions of the Task Force include:
a) Support crash site fire-fighting and rescue operations.
b) Arrange and mobilize ground service resources, if necessary.
c) Provide technical support needed at the crash site.
d) Through the airline concerned provide passenger manifest and
information on dangerous goods onboard, if any.
e) Through the airline concerned, assist with the identification of
passengers.

4.5 TERMINATION
i) Decision on termination of the crash Action will be made by the State
authorities/district administration.
ii) All the airport units concerned shall be notified of the termination. The
phrase “Crash Action outside Airport fire services turnout area
terminated” shall be used in relaying the “Termination” message.

IN-FLIGHT MASS CASUALTIES

5.1 INTRODUCTION
i) In Part 1 of ICAO Annex 6, it is stipulated that the pilot-in-command
shall be responsible for notifying the nearest appropriate authority by
the quickest available means of any accident involving his aircraft
which results in serious injury or death to any person or substantial
damage to the aircraft or property.
ii) Mass casualties onboard arise from incidents such as aircraft
encounter with air turbulence and food poisoning.

5.2 NOTIFICATION
When the ATC is notified by the pilot of an incident where passengers
onboard have suffered injuries or fallen sick during the flight, the ATC shall
try to obtain from the pilot the number of injured/sick casualties onboard and
immediately notify Ops Manager and operator and the parking to be allotted
to arriving aircraft

FIRES ON GROUND (AIRCRAFT-RELATED FIRES OCCURRING IN
AIRCRAFT MOVEMENT AREAS)

6.1 INTRODUCTION
An aircraft can catch fire whilst it is taxiing in the movement area or parked
at an aerobridge or remote bay. Such a scenario can arise from a defect or
malicious act, and may develop into a major disaster. The resources
required to mitigate are thus identical to that of an aircraft crash within the
Airport fire services turnout area. This chapter outlines the procedures to be
adopted by the parties concerned under such circumstances.

6.2 NOTIFICATION
i) When the aircraft is on ground and is on fire, which is sighted by the
Air traffic Control or by any reliable sources, the ATC shall activate
the airport fire services through the crash alarm communication
system and provide details of the aircraft fire
• -Location of aircraft
• -Nature of fire (e.g undercarriage fire, engine fire)
• -Number of POB
• -Presence of dangerous goods
ii) ATC shall give clearance to the responding fire vehicles to enter the
runway/taxiway as soon as possible.
iii) If the fire is large and has caused extensive damage to the aircraft
and external resources are required to aid in the mitigation process,
the ATC shall declare “Aircraft on Fire”.
iv) The standard text and format used for the “Aircraft on Fire” message
shall be as follows:

avoid confusion between aircraft crash and aircraft on the ground on
fire.

6.3 ACTION BY DIFFERENT UNITS


The units involved and their roles and responsibilities are in general similar
to that in Part B Chapter 3 of AEP-” Aircraft crash Within Airport fire
services turnout area.”
Below are the some of the additional tasks to be undertaken by the units
concerned.
(a) ATC
Take action in consultation with Ops Manager to close the affected
aircraft movement area(s).
(b) Fire services
i) Advise the Pilot in command to effect passenger evacuation
using the escape using the escape chutes should the fire
become uncontrollable
ii) Direct his resources to protect adjacent aircraft and property
after the safety of passengers and crew has been ensured.
(c) Ops Manager
i) Assemble ground handling resources as quickly as possible at a
safe distance away from the affected area, if the aircraft on fire
is parked at the aerobridge or remote bay.
ii) Arrange for towing pushback of adjacent aircraft when
necessary in order to safeguard the aircraft.
iii) Inform the ATC of closure of the affected parking bays.
iv) Activate the Emergency fuel Cut Off switch if he/she observes
the fire spreading to the apron tarmac.

FIRES ON THE GROUND AIRPORT STRUCTURAL FIRES, I.E. NON
AIRCRAFT- RELATED FIRES)

7.1 INTRODUCTION
Fire may occur at any of the airport installations and buildings, if out of
control, such a fire may cripple the key airport facilities and disrupt the
normal operations. This chapter outlines the general procedures to be
followed by the parties concerned during such a fire occurrence.

7.2 NOTIFICATION
i) During a fire occurrence, however small it may appear to be, any
person discovering it shall
a) Break the nearest fire alarm manual call point (break-glass). If no
fire alarm call point is readily available.
b) Inform the airport fire services immediately of the exact location of
fire.
c) Operate a suitable fire extinguisher where readily available or any
fire hose within range.
ii) On receipt of a structural fire call, the fire section shall ask for the
following details
• Location of fire
• Type of fire
• Name of caller
• Telephone number of caller

DANGEROUS GOODS ACCIDENTS/INCIDENTS

8.0 DANGEROUS GOODS ACCIDENTS/INCIDENTS MAY OCCUR:


i) During an “Aircraft Crash” in which the aircraft concerned is carrying
dangerous goods;
ii) During a “Full Emergency” in which the aircraft concerned is carrying
dangerous goods;
iii) During a “Local standby” in which the aircraft concerned is carrying
dangerous goods;
iv) During “Fires on the ground” in which the aircraft is carrying or in the
process of loading/unloading dangerous goods; or
v) When consignments of dangerous goods are damaged during loading
or unloading from the aircraft or during delivery or collection from
cargo terminal/warehouses within airport.

8.1 DEFINITION AND CLASSIFICATION OF DANGEROUS GOODS


i) Dangerous goods are defined as articles or substances transported
by air, which are capable of posing a significant risk to health,
property or environment when exposed or if the packing is in an
unsafe condition.
ii) Such goods are classifieds under the following general headings:
Class 1: Explosives
Class 2: Compressed and Liquefied gases.
Class 3: Flammable Liquids
Class 4: Flammable solids
Class 5: Oxidizing substances and organic peroxides
Class 6: Poisonous (Toxic) and infectious substances
Class 7: Radioactive materials.
Class 8: Corrosives
iii) Detailed classification of dangerous goods is available in Part 2 of the
technical instructions on the safe transport of dangerous goods by air
(DOC 9284-AN/905).

8.2 PROCEDURE TO BE FOLLOWED

i) If an aircraft involved in a crash or an accident is carrying dangerous


goods, the aircraft operator or ground handling agent concerned shall
notify the Air Traffic control as soon as such information on the
presence of dangerous goods is known. ATC shall relay the
information to Fire section In charge. The aircraft operator or ground
handling agent concerned shall also arrange for the information on
the Notification to captain of Special loads (NOTOC) to be made
available to the Incharge Fire Section at the crash/accident scene as
soon as possible. The procedure and sequence of action for crash
action in Part b chapter 3 shall be followed for such a scenario.
ii) Similarly, once a Local standby or a Full emergency is declared the
aircraft operator or ground handling agent concerned shall
immediately notify the Air Traffic control of the presence of dangerous
goods, if any. The ATC shall relay the information to the Fire section.
The procedure and sequences of activation for Local Standby and
Full emergency in Chapter 1 and 2 shall be followed accordingly for
such scenarios.
iii) When an accident or incident involving dangerous goods occur on the
ground be it inside an cargo hold, on the apron, or in a cargo
warehouse, it is the responsibility of the aircraft operator, ground
handling agent or cargo operator concerned to immediately notify the
airport fire services.

8.3 ACTIONS BY VARIOUS UNITS


When a dangerous goods accident/incident occurs on ground the
organization/units involved and their roles and responsibilities are as
follows

Help identify the type of dangerous goods involved and provide
his/her expertise advice on the physical and chemical characteristics
of the dangerous goods and the potential hazards as well as the
necessary precautionary measures to be taken.
(d) Ops Manager

Fire Services resources to the accident/incident site.
(ii) Initiate action to relocate the parking bays and if necessary after
consultations with the dangerous goods specialist, remove the
aircraft parked at the adjacent bays.

occurrence
(ii) Followed by report as per the requirement under the
Environment (Protection) Rules 1986 for all accidents/incidents
involving hazardous chemicals.

PART B: CHAPTER B 9
SALVAGE OF CRASHED OR DISABLED AIRCRAFT AT
SHIVAMOGGA AIRPORT AERODROME

9.1 INTRODUCTION
Aircraft may become immobilized on an aerodrome for a number of reasons,
ranging from major accidents such as crash landing to more minor incidents
involving runway excursions or burst tyres.

9.2 OBJECTIVE AND SCOPE


i) The objective of this chapter is to lay down the procedures for the
safe and quick salvage of crashed or disabled aircraft aerodrome in
compliance with the Civil Aviation requirements.
ii) This plan spells out the functions and responsibilities of the
organizations/agencies/services/units involved in the aircraft salvage
operations.

9.3 DEFINATIONS & INTERPRETATION


i) SALVAGE- Includes recovery of a crashed or disabled aircraft and/or
contents of the aircraft, be they on land or in water.
ii) DISABLED AIRCRAFT- Refers to an aircraft which cannot move by
its own means in order to clear any part of the movement area.
iii) AAIB-Aircraft Accident Investigation Bureau

9.4 LEGISLATION PERTAINING TO SALVAGE OPERATIONS


As per Aircraft (Investigation of Accidents and Incidents) Rules, 2017.
Rule 7. Protection of evidence, custody, remova1 and preservation of
damaged aircraft, following actions are envisaged.
(1) In the case of an accident or a serious incident, which is required to be
notified under rule 4, the aircraft shall not, except by a person under the
authority of the Bureau, be removed or otherwise interfered with:
Provided that-
a) the aircraft or any parts or contents thereof may be removed or
interfered with so far as may be necessary by persons authorized to
conduct search and rescue operations for the purpose of extricating
persons or animals dead or alive, or preventing the destruction of
the aircraft and its contents by fire or other cause of preventing any

damage or obstruction to the public or to air navigation or to other


transport;
b) if the aircraft is wrecked on water, the aircraft or any parts or
contents thereof may be removed to such extent as may be
necessary for bringing it or them to a place of safety by persons
authorised to conduct search and rescue operations;
c) goods may be removed from the aircraft under the supervision and
with the concurrence of an officer of the Bureau or a person
authorised by the Bureau (AAIB);
d) personal luggage of passengers' and crews' may be removed from
the aircraft under the supervision of a Police Officer, a Magistrate,
an Officer of the Bureau or a person authorised by the Bureau; and
e) mails may be removed under the supervision of a Police Officer, a
Magistrate, an Officer of the Department of Posts and Telegraphs or
an Officer of the Bureau or a person authorised by the Bureau.
(2) The Bureau may, for the purposes of any investigation including
preliminary investigation under these rules, authorize any person or
persons to take measures-
a) to protect the evidence and shall include the preservation, by
photographic or other means, of any evidence which might be
removed, effaced, lost or destroyed;
b) to maintain safe custody of the aircraft and its contents and shall
include protection against further damage, access by unauthorized
persons, pilfering and deterioration; and
c) for preservation of the aircraft for such a period as may be
necessary for the purposes of an investigation.
(3) The person or persons authorised by the Bureau under sub-rule (2) may
thereupon have access to examine or otherwise deal with the aircraft.
(4) The owner of the aircraft or his nominated representative shall have the
right to be present during any examination or other action taken under
sub-rules (1) and (2)Provided that the Bureau shall not be bound to
postpone any action which it may consider necessary under this rule by
reason of the absence of the owner or his ,representative.
(5) If a request is received from the State of Registry, the State of. the
Operator, the State of Design or the State of Manufacture that the
aircraft, its contents, and any other evidence remain undisturbed
pending inspection by an accredited representative of the requesting
State, the Bureau shall take all necessary steps to comply with such

request,· so far as this is reasonably practicable and compatible with the


proper conduct of the investigation subject to the provisions of sub-rule
(1).
(6) Subject to the provisions of sub-rules (1), (2) and (3), the Bureau shall
release custody of the aircraft, its contents or any parts thereof as soon
as they are no longer required for investigation, to any person or
persons duly designated by the State of Registry or the State of the
Operator, as the case may be.
(7) For the purpose of sub-rule (6), the Central Government shall facilitate
access to the aircraft, its contents or any parts thereof Provided that, if
the aircraft, its contents, or any parts thereof lie in an area within which
the Central Government finds it impracticable to grant such access, it
shall itself effect removal to a point where access can be given.

9.5 RESPONSIBILITIES
i) It is the responsibility6 of the registered aircraft owner or operator or
its authorized representative to arrange for the removal of the
crashed or disabled aircraft from the accident site on the aerodrome
subject to the permission of the Director-general. The registered
aircraft owner/operator concerned shall be the ultimate body to bear
all salvage costs.
ii) The AAIB may order the registered aircraft owner or operator or its
authorized representative to remove the aircraft to such a place as
the AAIB shall indicate.
iii) In the absence of the aircraft owner, operator or its authorized
representative or in the event that none of the parties mentioned can
remove( for this, a written statement from the aircraft owner or
operator or its authorized representative that they are unable to
remove the aircraft must be sought) or delay the removal of aircraft,
SHIVAMOGGA AIRPORT will take actions to initiate the removal of
the sole expenses and responsibility of the aircraft owner, operator or
its authorise3d representative or all of them.

9.6 ACTION BY VARIOUS AGENCIES


i) In a major aircraft accident, those
organizations/agencies/services/units which will be involved in the
aircraft salvage operations will normally have already been notified
and participate in the mitigation of the aircraft accident.

ii) If an aircraft immobilized or disabled on the aerodrome due to minor


incident such as runway excursion of burst tyres, the ATC will initiate
the activation/notification of those organizations/agencies/services/units
involved.
iii) The organizations/units involved and their roles and responsibilities
are as follows.
(a) Air traffic services:
Shall notify
(i) Fire section
(ii) Ops Manager
(iii) Terminal incharge
(iv) Aircraft operator
(v) Initiate NOTAM action for temporary closure of the affected
movement area
(vi) Inform AAIB/DGCA offices.
It shall provide the following details to the parties notified:
(vii) Type of aircraft
(viii) Nature of disability and damage
(ix) Number of POB
(x) Fuel on board
(xi) Dangerous goods on board
(b) Fire services
(i) Dispatch Crash Foam Tender and mobile floodlight (during
hours of darkness)
(ii) Take necessary precautionary measures such as applying
foam blankets onto the split fuel to ensure safety.
(iii) Give fire protection during the salvage operations
(c) Ops Manager
(i) Notify Operator
(ii) Fueling company
(iii) Provide inputs to Air traffic control including
The runway declared distances for initiation of NOTAM
action,
if necessary.
(iv) Get ready “Follow-Me” vehicles escorting the
transportation of salvage equipment/machinery to the site
of crashed or disabled aircraft.

(i) In the absence of Police, be responsible for securing
(cordoning) the area of crashed or disabled aircraft or its
contents except for rescue actions.
(ii) facilitate the access ( i.e at point of entry) of the external
salvage equipment/machinery to the site of crashed or
disabled aircraft.
(g) State Police
(i) Securing(cordoning) the area of the crashed or disabled
aircraft and preventing disturbances of the aircraft or its
contents except for the purpose of rescue actions.
(ii) Enforce preservation of the scene and wreckage.
(iii) Prevent unauthorized persons from gaining access to the
cordoned area.
(iv) Cordon off all the cargoes carried on board including
dangerous goods, if any, until arrival of dangerous goods
specialist.
(v) Control and regulate vehicular movements at external
(landside) routes to be taken by the salvage
equipment/machinery to site of the crashed or disabled
aircraft.
(h) Fuelling Company
(i) Assist defueling of the aircraft

(i) Aircraft owner/Operator


(i) Responsible for arranging the salvage of its crashed or
disabled aircraft after obtaining AAIB/DGCA permission or
as directed by him.
(ii) Unloading of baggage and freight prior to the removal of
the crashed or disabled aircraft.
(iii) Provide technical and information to Salvaging persons.
(iv) Responsible for storage and subsequent disposal of
salvaged aircraft and/or its parts under the direction of
AAIB/DGCA.

9.7 SALVAGING ACTIONS


Director Aerodrome shall co ordinate various salvaging activities with all
stake holders and involve following activities:
i) Mustering all essential equipment/machinery and qualified personnel
required for the salvage operations.
ii) Designating routes both landside and airside and access control
points for the salvage equipment/machinery.
iii) Escorting personnel and vehicles involved in the salvage operations.
iv) Designating, in consultation with AAIB, a site where the aircraft or its
parts will be moved to:
v) Charting out routes to be taken for transportation of the salvaged
aircraft and its parts.
vi) Considerations for following:
(a) The need for aircraft defueling prior to its removal
(b) The need for unloading of luggage and cargo
(c) The need for removal of aircraft engines to further lighten the
weight.
(d) The need for reducing the height of wreckage.
(e) The need for temporary access roads to defuel ,move aircraft or
deploying cranes and heavy vehicles.
(f) Method for lifting and transporting the aircraft and its parts to
ensure safety and prevent unnecessary secondary damage to
aircraft.
(g) Prior to commencement ensure
• that positions of crashed or disabled aircraft and its
detached parts have been properly surveyed and recorded.
• All relevant photographic evidence has been taken.
