PA 307 – ADMINISTRATIVE LAW

Credits: 3 units
Academic Term: 2nd Semester, AY 2023 – 2024
Degree Program: Bachelor of Public Administration
Pre-requisite: PA 101 – Introduction to Public Administration

Course Description: An examination of basic principles of law with which the administrator should be familiar, judicial
enforcement of administrative decisions, and legal remedies against administrative decisions, and legal remedies against
sanctions.

Week 1-2: Introduction to Administrative Law


A. Definition and nature of administrative law
B. Historical development of administrative law in the Philippines
C. Distinction between administrative and constitutional law
Week 3-4: Constitutional Framework
A. Constitutional provisions relevant to administrative law
B. Separation of powers and the role of administrative agencies
C. Judicial review of administrative action
Week 5-6: Administrative Agencies and Their Powers
A. Types of administrative agencies
B. Delegation of legislative and quasi-legislative powers
C. Rule-making and rule-making procedures
Week 7-8: Administrative Adjunction
A. Administrative adjudication process
B. Due process in administrative proceedings
C. Judicial review of administrative decisions
