Time Allowed: 2 hours

General Instructions:

i. This Question paper is divided into five sections-Section A, B, C, D and E.


ii. All questions are compulsory.
iii. Section-A: Question no. 1 to 5 are very short answer type questions of 2 marks each. The answer to each
question should not exceed 40 words.
iv. Section-B: Question no. 6 to 8 are short answer type questions, carrying 3 marks each. The answer to each
question should not exceed 80 words.
v. Section-C: Question no. 9 and 10 are long answer-type questions, carrying 5 marks each. The answer to each
question should not exceed 120 words.
vi. Section-D: Question no. 11 and 12 are Case-Based questions.
vii. Section-E: Question no. 13 is map-based, carrying 3 marks with two parts, 13.1 from History (1 mark) and
13.2 from Geography (2 marks).
viii. There is no overall choice in the question paper. However, an internal choice has been provided in a few
questions. Only one of the choices in such questions has to be attempted.
ix. In addition to this, separate instructions are given with each section and question, wherever necessary.

2. "Road transport in India is not competitive but complementary to railways." Justify the statement by
giving four points.

11. Read the given text and answer the following questions:
The movement started with middle-class participation in the cities. Thousands of students left
government-controlled schools and colleges, headmasters and teachers resigned, and lawyers gave up
their legal practices. The council elections were boycotted in most provinces except Madras, where the
Justice Party, the party of the non-Brahmans, felt that entering the council was one way of gaining
some power–something that usually only Brahmans had access to. The effects of non-cooperation on
the economic front were more dramatic. Foreign goods were boycotted, liquor shops picketed, and
foreign cloth burnt in huge bonfires. The import of foreign cloth halved between 1921 and 1922, its
value dropping from Rs. 102 crore to Rs. 57 crore. In many places, merchants and traders refused to
trade in foreign goods or finance foreign trade. As the boycott movement spread, and people began
discarding imported clothes and wearing only Indian ones, the production of Indian textile mills and
handlooms went up.

Ever since humans appeared on the earth, they have used different means of communication. But, the
pace of change, has been rapid in modern times. Long-distance communication is far easier without
the physical movement of the communicator or receiver. Personal communication and mass
communication including television, radio, press, films, etc. are the major means of communication in

the country.
The Indian postal network is the largest in the world. It handles parcels as well as personal written
communications. Cards and envelopes are considered first-class mail and are airlifted between stations
covering both land and air. The second–class mail includes book packets, registered newspapers and
periodicals. They are carried by surface mail, covering land and water transport. To facilitate quick
delivery of mails in large towns and cities, six mail channels have been introduced recently.
India has one of the largest telecom networks in Asia. Excluding urban places, more than two-thirds of
the villages in India have already been covered with Subscriber Trunk Dialling (STD) telephone facility.
In order to strengthen the flow of information from the grassroots to a higher level, the government
has made special provisions to extend twenty-four hours STD facility to every village in the country.
There is a uniform rate of STD facilities all over India. It has been made possible by integrating the
development in space technology with communication technology.

Solution

Section A
1. Gandhiji proposed that the movement should unfold in stages. The various stages of the Non-Cooperation
Movement launched by Mahatma Gandhi were as follows:
i. It began with the surrender of titles that the government awarded.
ii. Boycott of civil services, army, police, courts and legislative councils, schools, and foreign goods.
iii. Finally, if the government used any sort of repression, a full civil disobedience campaign would be
launched.
2. Road transport in India is complementary to railways in the following ways:
i. Road transport is suitable for short distances, whereas rail transport is more suitable for long
distances.
ii. According to utility, the transportation of people and goods for short distances can be speedily and
easily done be highways, whereas for long distances, transportation by railway tracks are safe,
convenient and economical.
iii. Bulky and non-perishable goods are transported by railways over long distances and longer time,
whereas perishable goods can be transported by roads in a shorter time.
iv. Railways can halt only at specific destinations where loading/unloading facilities should be
available but vehicles on the road can be loaded or unloaded virtually anywhere.
v. Road transportation increases the reach of railways by providing the final links i.e. giving door-to-door
service.
vi. Road transport links the rural areas with railway stations.
Thus, we can conclude that road transport in India is not competitive but complementary to railways.

3. "Political parties are a necessary condition for a democracy" because
i. Without political parties, democracies cannot exist.
ii. If we do not have political parties, in such a situation every candidate in elections will be independent.
iii. No one will be able to make any promises to thé people about any major policy changes.
iv. The government may be formed but its utility will remain uncertain.
v. Elected representatives will be accountable to their constituency for what they do in their locality.
vi. But no one will be responsible for how the country will run.
vii. Political parties shape public opinion.
4. A. Informal source of credit includes the credit from money lenders, friends, traders, employers and
relatives. There are no rules and regulations of government are applied on these institutions.
B. These institutions charge very high interest rates or debtor has to surrender their asset to pay the debt
back.
C. There is no govt organization to supervise the functioning of these sources of credit.
D. The sources of credit some time use unfair means to get their money back.
5. i. In the 1950s China and India produced almost the same quantity of steel. Today, China is the largest
producer of steel.
ii. Iron and steel is called a heavy industry because all the raw materials as well as finished goods are

heavy and bulky entailing heavy transportation costs.


Section B
6. The various sources of credit which are available in Sonpur are mentioned below:
I. Agricultural traders
II. Cooperative societies
III. Moneylenders
IV. Commercial banks
V. Relative and Friends, etc.
The most convenient source of credit is a moneylender.

OR

The business of banks totally dependent on the deposits. Banks keeps a small portion of deposits as cash
with themselves. Banks uses the major portion of deposits to provide loans. Banks charge very high interest
of the loans given to the borrowers. This is the main profit of Banks. There is a huge demand for loan for
various economic activities. Banks need money to meet the loan requirements. Just to increase the funds
and to attract the depositors, banks give interest on the deposits made by people.
7. A. Non-cooperation Movement was launched in1920 to 1922, while the Civil Disobedience Movement
continued 1929 to 1934.
B. The Non-cooperation Movement was launched because of the anger of Jallianwala Bagh and
against Rowlett Act, while Civil Disobedience movement was launched against the arrival of Simon
Commission.
C. The Idea of Non-Cooperation include that if the Indians refused to cooperate British rule in India
will would collapse within a year and swaraj would come. But the idea of Civil Disobedience Movement
includes breaking colonial rules and disobeying the rules.
D. Swaraj or self government was the aim of the Non-Cooperation Movement but complete independence
or purna Swaraj was the aim of the Civil Disobedience Movement.
8. Efforts made by the legal organizations to reform political parties in India:
i. To check defection, the Constitution was amended to prevent elected MLA's and MPS's from changing
parties.
ii. The Supreme Court passed an order to reduce the influence of money and criminal, by making it
mandatory to produce an affidavit giving details of the property and criminal cases pending.
iii. The Election Commission passed an order making it necessary for political parties to hold their
organizational elections and file their income tax returns.
iv. Law that gives political actors incentives to do good things has more chances of working.
v. Carefully devised changes in law can help to discourse wrong political practices and encouraged good
ones.
Section C
9. The roles of citizens in a democracy are as follows:
i. A good democratic government is possible only if people are aware of their rights and duties. An
enlightened citizen is the need of the hour for any democratic country.
ii. Our country follows the system of representative democracy. People elect their representatives to run
the government. Elections for both Central and State Legislatures are normally held every five years. In
case the government falls earlier, the election may be held early.
iii. In our country, we have a universal adult franchise which means all citizens above the age of eighteen
years have the Right to vote. Citizens must be aware of their representatives their policies and agendas
for the country and for the people.

iv. Citizens exercise their rights and freedoms and get benefited from the democratic set-up.
v. They must be aware of their rights and duties. Citizens should have a thorough knowledge of our
Constitution.
vi. They should be aware of the issues and problems the country is facing and should actively participate
in giving valuable feedback to the government.
vii. They must cooperate in maintaining law and order.

OR

A. Democracy accommodates social diversity as it allows for equality, fair representation to all
irrespective of their caste, creed, colour, race, religion, language or place of residence.
B. Democracy also ensures that the government should not be made by the majority but it should have
the representation of minorities as well
C. There is a tendency of gender discrimination everywhere in the world Woman are discriminated in
one way or the other
D. India is a secular country and it never tries to give undue preference to any language
E. Democracy is the best form of government to accommodate social diversities if it must fulfil some basic
conditions. That is Free and fair elections, Majority rule should not be in terms of religion or race or
linguistic groups, Majority should always work in consonance with the minority.
10. The following points state the relation of liberalisation of foreign trade and trade barriers:
i. The liberalisation of foreign trade refers to removing barriers or restrictions set by the
government. Trade barriers, on the other hand, implies restrictions imposed by the government on
trade.
ii. Governments can use trade barriers to increase/decrease foreign trade and to decide what kinds of
goods and how much of each should come into the country. But liberalisation does not permit the
government to make decisions in trading. Businesses are allowed to make decisions freely about what
they wish to import or export.
iii. Trade barriers aim to protect domestic producers from foreign competition. While in the case of
liberalisation the government wants to improve the performance of domestic producers.
iv. Trade barriers refer to the laws, institutions or practices which make trade between countries more
difficult or expensive than trade within countries. For example, tax on imports, limitation on imported
goods i.e. quotas, etc. While removing such barriers or restrictions set by the government is called
liberalisation of trade. In this way, liberalisation makes trading flexible and easy.
v. Increased competition from abroad as a result of trade liberalization creates an incentive for greater
efficiency and cheaper production by domestic firms which is not possible with trade barriers.

Workers:
i. Competition has affected the workers in terms of skills. Due to competition, there is more demand for
Skilled workers than unskilled workers.
ii. Further, their jobs are no longer secure. They now work on a temporary basis.
iii. They have to put in very long working hours.
iv. The wages of the workers are low.

Indian exporters:
i. Indian exporters are affected because competition reduces the demand from other countries because
the will get the same product at a low cost.
ii. Indian exporters get orders from MNCs at cheaper rates.
iii. They try hard to cut their costs.
iv. They employ workers only on a temporary basis.
Foreign MNCs:
i. They are able to find cheaper goods in order to maximise their profits.
ii. Competition among the garment exporters has allowed these MNCs to make large profits.

11. i. Picketing is a form of demonstration or protest by which people block the entrance to a shop, factory,
or office.
ii. The Non-Cooperation-Khilafat Movement began in January 1921.
iii. The movement in the cities gradually slowed down for a variety of reasons: Khadi being expensive was
unaffordable was poor people, lack of alternative Indian institutions posed a problem in
boycotting British institutions.
12. 1. The uniform rate of STD has been made possible by integrating the development of space technology
with communication technology.
