Subject: Response to Complaint Regarding Tender No. TTSP/1442/24

Dear Sirs,
This refers to your letter, with Ref. No. TTSP/1442/24 dated 24th January 2024, via which you
have forward your complaint related to the referred tender. Through the said letter, you have
alleged that the Ministry has treated you unfairly during the procedure of the said tender mainly
focusing on the bid submission location i.e., the Ministry’s Office.
As such, over the subsequent sections of this letter, we have found it necessary to respond to
your complaint and clarify any misunderstandings that you claim to have sustained:
- In reference to the information contained in ITB 22.1 and 25.1 of the Bid Data Sheet, the
bid submission location is referred as ‘Churchill Street at Ministry of Transport and
Logistics second floor RSIDP – PIU’. As far as the Ministry is concerned, this expression
is quite clear and you have not been challenged while buying the bidding document from
the same office stated above.

- Moreover, had you actually encountered such problem which requires our clarification
specifically on the bid submission address, you should have followed the clarification
request mechanisms set forth by the ITB 7.1 of Bid Data Sheet. Thus, the complaint
which was received one week after the tender opening is found extremely delayed and
clearly untimely.
Hence, in account of the points discussed above, we regret to inform you that we have not
accepted said complaint in general. In relation, we urge your office to accept this decision and
refrain from actions that may hinder the smooth tender process and potentially jeopardize future
business relation.
