从字面上看，council 的意思很简单，就是“理事会”的意思。剑桥词典上也是这么说
的：
a group of people elected or chosen to make decisions or give advice on
a particular subject, to represent a particular group of people, or
to run a particular organization

例如： the United Nations Security Council 联合国安全理事会
This play is supported by a grant from the local arts council.这出戏由当地
艺术委员会出资赞助。
但是，这个词还有一个意思：
the group of people elected to govern a particular area, town, or city,
and organize services for it

（地区、镇、市的）政务委员会；地方议会
例如：Edinburgh City Council 爱丁堡市政会
The town/city council is/are responsible for keeping the streets clean.镇／市
政会负责保持街道清洁。
UK The local council has/have decided not to allocate funds for the project.当
地市政会决定不给这项工程拨款。
在澳大利亚的社区翻译文件中，council 的文件占相当大的比例。
那么，city council 是否如很多翻译文件那样翻译成“市议会”就可以了呢？ 从中文意义上
说， “议会”是个讨论问题的场所，而不是管理机构。而很多情况下，city council 指的是
“（地方）市政府”这个管理机构。
这里我们不妨说说 Council 这个词的翻译历史。在上海近代历史上，曾经有过租界，当时为
了管理租界，就成立了 Municipal Council, 译名“工部局”。维基百科上是这样描述的：

工部局（Municipal Council，意为“市政委员会”），是设置于近代中国租界的
一种地方自治市政机构，也是租界的最高议政和行政机关。“工部局”这一中文名
称源自对英语 Board of Works 或 Works Board（意为“工程委员会”，英语国
家地方市政机构的通名）的晚清风格的直译，因为 19 世纪的自治市政机构主要负
责城市的公共工程建设，与中国之工部职权类似。

上海公共租界工部局（英语：Shanghai Municipal Council）是设置于上海公共租

界的最高市政机构，公共租界董事会的执行机构，对公共租界纳税人会议负责，也
是中国近代各外国租界中第一个工部局机构。
 上海公共租界工部局由董事会领导。董事会作为工部局的议政、决策和立法机构而
存在，职能包括指导市政、监管警务、制定和修改《土地章程》附律、人员任用、
经费安排等，其成员由公共租界纳税人会议选举产生。董事不发薪水。

从这里我们也可以看出，council 是指市政机构。所以翻译成“市政府”或“市政厅”是
完全合理的。

实际上，澳大利亚 council 的运作也说明了，这是一个市、镇、区的最高议政和行政机关。

所以，只翻译成“市议会”是不完整的。
