For flexural strengthening (chapter 10) strength increases of up to 40% are reasonable. It’s governed by
strain compatibility between debonding or rupture failure of the FRP vs concrete crushing and yielding of
reo/ PT.

For axial strengthening (chapter 12) it seems straight forward to calculate and appears 30% is doable for
circular columns. For rectangular it is a simple equivalent confined area calc based on the aspect ratio
with a limit on h/b to 1.5
We can even reinforce the existing moment frame columns to enforce a plastic hinge failure mode if we
want (see seismic strengthening chapter 13):
