I. Introduction

The issue of squatters and their illegal occupation of properties has become a pressing
concern in various regions of the Philippines, posing challenges to urban development
and community well-being. In Barangay Lagao, this problem has been particularly
impactful, hindering potential projects and the barangay's growth. To address this issue
comprehensively and promote positive change, we propose the project "Resolving
Squatter Issue in Barangay Lagao."

II. Background

Squatters in Barangay Lagao not only raise concerns about property rights but also
discourage potential investors and project developers from investing in the area. This
hinders the growth and reputation of the barangay, making it essential to find a
sustainable solution. By undertaking a holistic approach, we aim to foster positive
change and pave the way for a more prosperous future.

III. Objectives

The project's primary objectives are as follows:


1. To establish a sustainable relocation site for squatters, providing them with
improved living conditions and access to basic amenities.
2. To enforce and strengthen laws against illegal occupation of property to deter
future squatting incidents and protect the rights of property owners.
3. To conduct seminars for squatters, raising awareness about the consequences
of illegal land occupation and offering opportunities for skill development and livelihood
enhancement.
IV. Proposed Solutions

1. Sustainable Relocation Site


a) Identify an appropriate area within or nearby Barangay Lagao for the sustainable
relocation site, considering accessibility to basic services, potential livelihood
opportunities, and adherence to environmental standards.
b) Construct decent housing units, water supply systems, sanitation facilities, and
provide access to education and healthcare services for the relocated squatter families.
c) Implement a smooth and supportive transition process for the squatter families to
ensure their acceptance and cooperation in the relocation.

2. Strengthening Property Laws


a) Collaborate with local government authorities and legal experts to strengthen
laws against illegal occupation of property, including the exploration of necessary
amendments to existing laws to provide stronger penalties and expedite legal
processes related to squatting cases.
a) Raise awareness among the community about the importance of respecting
property rights and the consequences of engaging in squatting activities.

3. Squatter Empowerment Seminars


a) Organize seminars and workshops for squatters, addressing topics such as
property rights, legal implications of squatting, responsible citizenship, and opportunities
for skill development and livelihood improvement.
b) Invite expert speakers and community leaders to inspire and engage participants
in the seminars.
V. Source of Fund

The total project cost is estimated to be 2-3 million pesos. The project will be funded
through the following sources:

1. Barangay Funds - Allocate a portion of the barangay's budget to support the


implementation of the project, demonstrating the barangay's commitment to resolving
the squatter issue.
2. Local Government Support - Seek financial assistance and cooperation from the
municipal or city government, emphasizing the long-term benefits of resolving the
squatter problem for the entire community.
3. Community Contributions - Encourage voluntary contributions from residents,
local businesses, and other stakeholders who are invested in the sustainable
development of Barangay Lagao.
4. NGOs and Foundations - Collaborate with reputable non-governmental
organizations and foundations that have a focus on community development and
poverty alleviation.

VI. Conclusion

By implementing the proposed solutions and securing the necessary funding, the
project "Resolving Squatter Issue in Barangay Lagao" aims to address the squatter
problem holistically and sustainably. This will lead to improved living conditions for
squatters, protection of property rights, and opportunities for the community's overall
development. Through active involvement and support from various stakeholders, this
project can serve as a model for other regions facing similar challenges.
