SUBJECT : ISABELA – LAMITAN 69 kV TRANSMISSION LINE PROJECT

This has reference to your memo dated 23 January 2024, officially endorsing the results of
PES-PMD’s travel report to Basilan relative to the subject project.

It is observed that the distance to connect the Municipality of Lamitan to Isabela via 69 kV
transmission lines significantly decreased from the original 31.5 ckt kms. to 16.3 ckt. kms.
transmission line length based on the proposed Isabela Substation which is located approx.
1.2 kms. from Basilan DPP.

The table planning performed by SPD for transmission lines in Basilan came up with Lamitan
Substation to be located near the center of Lamitan City and its adjacent Municipalities which
would take approximately 31.5 ckt kms. transmission lines from the identified Isabela
Substation site. The proposed Lamitan Substation site will serve the load demands of Lamitan
City and adjacent Municipalities of Akbar, Tuburan, Hadji Mohammad Ajul, Tipo-Tipo and part
of Ungkaya-Pukan. While the future Maluso Substation which is identified to be approx. 58.10
ckt kms. from the identified Isabela Substation will cater the load demand of Maluso and
adjacent Municipalities of Sumisip and part of Lantawan and Ungkaya Pukan. (Please see
attached grid map of Basilan)

It is expected that the proposed location of substation sites has been collaborated/ coordinated
with SPUG and BASELCO, in which the EC will connect their distribution feeders at the 13.8
kV system of the substation facility.

Nevertheless, we will arrange a meeting on 14 February at 10:00 AM to discuss the final plan
in Basilan considering the possible entry of the LGU’s ROSE DPP, NPC’s existing Power
Barges, and planned rehabilitation of the Isabela-Lamitan 13.2 kV Distribution Feeder by
BASELCO that will greatly improve the electricity service in Lamitan.
