Committee: United Nations Framework Convention on Climate Change

Agenda: Analyzing Industrial Policies and Sustainability in the Contemporary World

Sponsors: Hellenic Republic, United States of America, The Federal Republic of Nigeria,

Acknowledges Article 15 of the United Nations Framework Convention on Climate


Change(UNFCCC) and its need in a constantly changing global outset;

Fuelled by ARTICLE 7, clause (g) of the UNFCCC;

Notes with appreciation the efforts made by the international community in order to meet the
goals of the Paris Agreement and stressing on the importance of global cooperation;

Strongly considers the COVID-19 pandemic and its impact on the global economical outset and
climate change goals;

Acknowledges the innovations and technologies that have the potential to aid in achieving
climate goals while noting of the impact of market based policies to correct negative
externalities;

Affirming commitment to efficient usage of limited resources and integrate appropriate


methodologies;

Recognizing the importance of achieving the aims set by the Paris Agreement and Montreal
Protocol and Kyoto Protocol in accordance with the Katowice package;

1 Suggests socially optimum promotion of industrial production and usage of appropriate


products and services and technological advice contributing to greening industries in
collaboration with United Nations Industrial Development Organization:
(i) Such products and services include but are not limited to:
- Green steel,
- Starch based polymers,
- Aviation biofuel,
- Biodegradable textiles,
- Integrated Pest Management,
- Net zero carbon farming practices,
- Reformation practices;

2 Recommends states and regional economic integration organizations to adequately


accommodate possible sinks to incentivize and advance sustainable development goals:
i) Such sinks may include but are not limited to:
- Clean Energy Auctions,
- Feed in tariffs,
- Establishment of comprehensive electronical framework,
- Fuel alternatives for transportation,
- Green energy sources,
- Clean energy certificates,
- Extended producer responsibility,
- Circular economy;

3 Appeals changes in the Katowice climate package of the Paris agreement with an aim to
modernize solutions and consider the factors including but not limited to:
(i) Geopolitical factors that affect international cooperation and national policies,
(ii) Economical aspects that determine the capabilities of nations to meet sustainable goals,
(iii) Financial status of the economies of states to accommodate realistic suggested actions;

4 Endorses the complete ban of the use and production of Tetrafluoroethane (Norflurane Gas)
which is a Chlorofluorocarbon(CFC) and Hydrochlorofluorocarbon(HCFC);

5 Recommends the UNFCCC secretariat using Article 8, clause 2 , sub clause (c) ,to establish
a knowledge-sharing platform to allow member states to have access to appropriate
information, experiences or practices on sustainability to foster global involvement through
the UNFCCC subsidiary body under Article 10 of the UNFCCC:
i) Suggests capacity building exercises to remove technical barriers in the implementation of
sustainable development and aid in the development of less economically developed
countries Low Economically Developed Countries (LEDCs),
ii) Suggests establishing working groups to examine the impact of industrial policies on
sustainable goals and treaty aims on a national and sectoral level while focusing on carbon
dioxide emissions, resource efficiency and managing waste,
iii) Suggests access for foreign investment in green resources through sharing of innovative
startups and green entrepreneurs in member states;

6 Strongly supports consideration of COVID-19 impacts through a comprehensive review of


post in determining sustainable development and progress towards climate goals:
(i) Reviews allocation of the United Nations Response and Recovery Fund to establish clear
provisions to fund sustainable development in middle and low-income nations taking into
account existing aims of aiding recovery and development of states,
(ii) Suggests consideration of post covid supply chain struggles and sustainability in
preparing future industrial policies to prevent hindrances to sustainable development;

7 Decides to remain actively seized in this matter.
