Question 1 A minimum of five (5) years of military service or experience conducting analysis and monitoring of military forces
and strategy is required. Please explain how you meet this criterion using examples.
Answer I have seven years of military service and more than eight years of experience conducting analysis and
monitoring of armed forces and movement. Namely, I have four years of monitoring, analyzing and reporting
experience as Monitoring Officer and UAV operator in the OSCE SMMU in Eastern Ukraine where
observation on military movement and actions, weapon recognition and their positioning, further analysis of
the situation on the ground and overall situation development were the main tasks on daily basis. Also
monitoring on the humanitarian and security situation in the region and reporting according to the IHL,
human rights compliance and Minsk agreements.
Additionally, I have four years of protective services in Iraq where monitoring on the security situation and
security analysis were regularly performed for the daily tasks.
During my military service in the Army and one year on the battlefield, I conducted observation and
protective activities during the conflict in 2001 in Macedonia
Question 2 Experience in applying human rights and international humanitarian law, including in the context of security
operations is desirable. Please explain how you meet this criterion using examples.
Answer Applying human rights laws and IHL specifically has been a part of my daily work in the OSCE SMMU in
Eastern Ukraine. I have witnessed and documented numerous IHL violations, like, denial of freedom of
movement to civilians, lack of medical help, or denial of access to getting medical help, unhuman treatment
like extortion to elderly civilian people on non-government controlled side of Ukraine, in the so-called
"DPR". There were cases where people where not let to cross the line of contact unless they could prove
that the medicine they needed could not be found in Russia or blackmailed to pay for crossing so they can
take their pension from the Ukrainian controlled side. Through negotiation, facilitation through the liaison
office and Red Cross we managed to overcome some the situations.
As part of the Military in 2001 conflict there was a need for providing conditions for delivery of basic
medical help, food and evacuation of civilian people.
Question 3 Experience drafting military doctrine or conducting military trainings is desirable. Please explain how you meet this
criterion using examples.
Answer As a Monitoring Officer in the OSCE SMMU in Eastern Ukraine, previous military and combat experience
was an asset as it was used in many situations like dynamic risk assessment when arriving on the
designated location, recognition and orientation of the shots and explosions while present on the field, also
weapon recognition and military movement and planning future activities based on the observed situation
taking in consideration all the security measures that needs to be applied.
As a Quick Reaction force commander in Military camp, Site security manager and Close Protection Team
Leader in Iraq , besides the security risk assessment for the daily tasks, I was in charge of training the team
members in weapon handling and use of small arm light weapons, reaction to contact and combat drills,
also close protection contact drills, use of satellite phones and radio communication, first aid and
familiarization with code of conduct and rules of use of force.
Question 4 Experience with UN or other international or regional organization-led peace operations is desirable. Please explain
how you meet this criterion using examples.
Answer As mentioned, I have experience working in the SMMU of OSCE and mandate was to monitor the ceasefire,
security and humanitarian situation and report and to facilitate any violation of the ceasefire regime
between both sides of conflict, local governments, and civilian population, therefore, it directly contributed
to the peace establishment in the region. Numerous times we were witnesses of violations of the ceasefire
regime, often followed with heavy shelling. While conducting observation tasks, we would report such
situations immediately and facilitate access and further ceasefire and compliance with the Minsk
agreements through the liaison office.
Also during my military service while performing daily tasks during the conflict period in 2001 in Macedonia,
we faced armed provocations or even emotional provocations from the local population, but of course we
would not engage to reduce the chances of worsening the situation and ensure IHL compliance.
Question 5 Experience working on child protection, gender and protection of civilians' issues is desirable. Please explain how
you meet this criterion using examples.

Answer As Monitoring Officer in SMMU of OSCE in Eastern Ukraine, observation and reporting on the humanitarian
situation was part of our daily tasks. While patrolling we have observed many different situations where
children were affected from lack of basic living conditions, food and access to education as a result of the
military activities in their locations. Also the domestic violence was present and gender discrimination,
access to jobs or low salaries, damaged housing and flooded wells and living conditions that are below
minimum of the living human standards. Also follow-ups on anything published in the media, rumors or
reported in OSCE were triangulated in order to have clear picture of the situation. So therefor through
interviews, photos and areal imagery, reports were compiled and concerned Humanitarian Organizations
were informed about the specific needs of the population in order financial and psychological help to be
provided to the people in need.

Motivation Statement for this Application


Having got twenty years of relevant experience, I would be happy to develop further my professional and personal experience
working for OHCHR in Ukraine. This will give me an opportunity to continue where I have stopped while working for OSCE
Special Monitoring Mission in Ukraine since 2017 until the end of mission. I am convinced that much more could be done and
still can be done in order to stop the ongoing fighting and and the suffering that is happening.
In over four years in the mission as a Monitoring Officer and additionally UAV Operator I had a chance to get familiarized
with the regions of Eastern Ukraine and get a better understanding of the security and humanitarian situation and challenges
that we can face in Ukraine in general.

Additionally, I have four years of security‐related experience in Iraq on multiple managerial and team leader's positions as Rig
Site Security Manager, Close Protection Team Leader and commander of Quick Reaction Force team in military camp Taji.

I also possess seven years of military experience in Military Police in Macedonian army since
2001 where I have gained all the necessary training, combat experience and participated in many
security‐related and protective tasks.

All these positions demanded prior planning, security analysis, reporting and evacuation procedures and exceptional
performance for ensuring security of the clients and the team members.
My work experience is supported by university degree in Security and gives me solid knowledge and skills for performing
tasks related with security risk management and risk assessments.
