Monique Ryan

Monique Marie Ryan (born 20 January 1967) is


an Australian politician and former paediatric Monique Ryan
neurologist. She is currently the independent MP
member of parliament for the Division of Kooyong,
having won the seat at the 2022 federal election.

Ryan completed her medical qualifications in


Melbourne, Sydney, and Boston before becoming
director of neurology at Melbourne's Royal
Children's Hospital in 2014. Across her medical
career, Ryan published more than 150 peer-
reviewed publications and supervised several
clinical trials for neurological diseases.

In 2022, Ryan became a teal independent candidate


for the division of Kooyong, supported by Climate
200 and a number of individual donors. Her
campaign focused heavily on the issues of climate
change, anti-corruption, and the federal
government's approach to managing COVID-19.
The campaigns of Ryan and her main opponent, Ryan in 2022
incumbent Liberal member Josh Frydenberg, spent Member of the Australian Parliament

Ryan was born in Melbourne on 20 January 1967.[1]
She has a twin sister and is one of seven children Born Monique Marie Ryan
born to Maurice and Marguerite Ryan.[2] Ryan grew 20 January 1967[1]
up in the suburbs of Caulfield North, Toorak and Melbourne, Victoria, Australia

Ryan has over 150 peer-reviewed publications and has overseen a number of clinical trials for
neuromuscular diseases including Charcot–Marie–Tooth disease, Duchenne muscular dystrophy,
and spinal muscular atrophy.[5] Her publications have over 10,000 citations, and she has an H-
index of 50, which is a measure of the impact of her research.[9] She was joint editor of
Neuromuscular Disorders of Infancy, Childhood, and Adolescence: A clinician's approach, a
textbook published in 2014.[10]

Ryan was awarded prizes for her research in neurology by the US Child Neurology Society in 2000,
the American Academy of Neurology in 2002, and the XIth International Congress on
Neuromuscular Disorders in 2006.[11] In 2019, Ryan was awarded an Australian Financial Review
100 Women of Influence Innovation Award for her impact in medical research.[8]

In 2019 and 2023, Ryan was called as an expert witness to inquiries into the deaths of Kathleen
Folbigg's children, where she testified that neurogenetic disorders may have been the cause of the
death of Folbigg's son Patrick.[12]

2022 election campaign


In the lead-up to the 2022 federal election, Ryan responded to an advertisement in The Age calling
for an independent candidate in the division of Kooyong to unseat Josh Frydenberg, the federal
treasurer, after he had received an 8% swing against him in the previous election.[3]

Ryan launched her campaign to be the independent member for Kooyong on 12 December 2021 at
the Hawthorn Arts Centre.[13] She was one of a number of centrist[14] teal independents who
campaigned to unseat moderate Liberal Party MPs on the basis of a lack of action on climate
change, amongst other policies.[3] The classification of "teal independent" derives from the colour
used in Ryan's and other independent candidates' campaigns, referencing a political blend between
Liberal Party blue and green policies.[15][16][17] Ryan had been a member of the Australian Labor
Party between 2007 and 2010, a fact which led Frydenberg to characterise Ryan as a "fake
independent".[18][19]

Ryan campaigned primarily on policies relating to climate change and anti-corruption.[3][20] The
Morrison government consistently opposed a federal anti-corruption commission or federal
version of New South Wales' Independent Commission Against Corruption (ICAC), with prime
minister Morrison describing ICAC as a "kangaroo court".[21] Ryan and other teals campaigned on
their support of a federal ICAC, and Ryan specifically endorsed the ICAC model proposed by
independent MP Helen Haines.[20][21]

Ryan's campaign was backed by Voices of Kooyong, an organisation established by former politics
academic Ann Capling, and was reported to have 1,500 volunteers and more than 2,000 donors as
of April 2022.[3][22][23] Volunteers from Ryan's campaign canvassed every household in the
electorate.[22] The volunteer manager of Ryan's campaign was Rob Baillieu, son of former
Victorian premier Ted Baillieu. Ted had previously campaigned for Frydenberg.[22]

Around 3,700 individual donors contributed to Ryan's campaign, totalling $1.84 million;[24]
$749,000 was provided by Climate 200, a climate advocacy organisation who contributed $5.96
million combined to the campaigns of teal candidates.[24] Between January and March 2022,

Ryan's campaign spent $86,700 on advertisements on Facebook, with Frydenberg's campaign


spending $57,359 on competing advertising over the same period.[25] In total, Ryan's campaign
spent $2.12 million, and Frydenberg's spent around $2 million.[24][22]

On 2 May 2022, Frydenberg stated at a function that Ryan's mother-in-law had approached him in
the street saying she would vote for him.[26] Ryan initially stated that the anecdote was untrue, but
later stated that it was true, and that it was inappropriate for family members to be drawn into the
campaign.[27] On 5 May, Ryan and Frydenberg participated in a televised debate hosted by Sky
News in Hawthorn Town Hall in front of a live audience.[28] During the debate, Ryan called
Frydenberg the "Treasurer for New South Wales", a criticism of the federal government's approach
to COVID-19 that was perceived to favour NSW over Victoria.[20] By 6 May, Ryan's campaign
stated that it had issued more than 3,000 corflute signs and posters, enough for 1 in 25 houses in
Kooyong.[29] In early May, the walls of a pub at Kew junction were painted with a mural depicting
Ryan, but the painting was stopped on 13 May as the building owner had not given permission.[30]

On 19 May, the Australian Electoral Commission (AEC) announced that individuals isolating with
COVID-19 would be unable to vote in person, and the date to apply for voting via phone had
already passed.[31] This position prevented around 100,000 people from voting.[31] In response,
Ryan announced that she would be taking Special Minister of State Ben Morton to the Federal
Court, to argue that voting via phone should be allowed for all COVID-positive voters.[31] Ryan
crowdfunded for the court case, and raised more than $73,000 by 9:30 pm that day.[31] The court
case did not proceed, as on 20 May, the AEC announced that voting via phone would be extended
to all who required it.[32]

When polls closed on the day of the election, 21 May, Ryan was initially convinced she had no
chance of victory, thinking that Frydenberg was "a bridge too far" to defeat.[33] As the results were
reported, however, Ryan's chances of winning continued to increase. Three hours later, ABC
election expert Antony Green stated that Frydenberg would not get beyond 43% of the two-
candidate vote.[33] At 10:30 pm, Ryan delivered a speech to her supporters, declaring "Kooyong,
our climate has changed."[34] Frydenberg stated that as it was still "mathematically possible" for
him to win, he did not concede defeat.[35] On 22 May, with around 71% of the vote counted, Ryan
was projected to win with 54% of the two-candidate vote.[35] On 23 May, Frydenberg phoned Ryan
to concede defeat.[36] Ryan described the phone call at the time as "respectful" but stated in The
Teal Revolution that Frydenberg refused to say "congratulations", and told Ryan that her
campaign "was not really run in the right spirit".[36][33]

Ryan won Kooyong at the 2022 election, receiving 52.9% of the two-candidate vote.[37][38] Ryan
indicated her first priority would be action on climate change.[39]

Member of Parliament
Following her election, in June 2022 Ryan reported incidents to the Australian Federal Police, in
which her supporters had received letters containing threats and abuse.[40]

Ryan gave her first speech to parliament on 28 July.[41]

Dispute with Sally Rugg

After winning the seat of Kooyong at the 2022 election, Ryan hired Sally Rugg as chief of staff.
Disagreements emerged regarding Rugg's work hours and responsibilities. Further incidents later
arose which Rugg alleged amounted to hostile conduct in the workplace.[42][43] In January 2023
Rugg resigned as chief of staff and a court application was lodged alleging a breach of FWA general

protections.[44][43][45]Rugg stated she been forced to work excessive hours and that Ryan had
justified this by saying that she wished to be Prime Minister one day.[46] Ryan publicly disagreed
with these statements, and stated she was joking about becoming prime minister.[42][47] After
failures at mediation, the case looked to proceed to trial. An injunction for reinstatement by was
denied by Justice Debra Mortimer. The case was anticipated by legal academics as potentially of
precedent value for Australian employment law, with Ryan arguing that her court case with Sally
Rugg demonstrated that the crossbench required more staff.[47][48] Staffing numbers for the
crossbench had previously been reduced in June 2022.[49][50] On 8 May 2023 the dispute was
resolved, with Rugg accepting a settlement of A$100,000 with no admission of fault, and all
parties paying their own costs.[51][52]

Beetaloo Basin fracking project

In June 2023, Ryan stated her opposition to fracking projects in the Northern Territory, and
endorsed a letter written by paediatricians that opposed fracking in the Beetaloo Basin.[53] In
response to criticism from Ryan and other crossbench members, the Territory's resource minister
Natasha Fyles gave a speech at the National Press Club, characterising critics of the fracking
projects as "teals and trolls".[54] The speech was further criticised by Ryan and independent
senator David Pocock.[55]

Julian Assange

Julian Assange is an Australian citizen being held in Belmarsh Prison in London appealing a US
extradition order to face charges there. Ryan has called for his release and travelled to Washington,
D.C., in September 2023 as part of a cross-party parliamentary delegation, which also included
Nationals MP Barnaby Joyce, to lobby US politicians for their government to cease its campaign to
extradite him.[56][57]

Indigenous Voice to Parliament

Ryan supported the Yes campaign in the unsuccessful October 2023 referendum on the Indigenous
Voice to Parliament and stated that she was proud that a majority (60.68%) of Kooyong voted
Yes.[58] During the campaign, Ryan criticised comments made by opposition leader Peter Dutton
who claimed there was a "skew" to the Yes vote in the way the referendum votes would be
counted.[59]

2023 Israel-Palestine conflict

On 13 October 2023, Ryan attended a pro-Israel rally in Caulfield, Melbourne.[60] On 17 October,


Ryan voted in favour of a parliamentary resolution that condemned Hamas's attack against
Israel.[61] The Greens proposed an amendment to the resolution, adding a statement that
parliament also condemned "war crimes perpetrated by the State of Israel, including the bombing
of Palestinian civilians", which Ryan voted against.[61] Fellow teal independents Kylea Tink and
Sophie Scamps voted in favour of the amendment, which was not successful. The resolution
ultimately passed with the support of the government, opposition, and several crossbenchers.[62]
On 3 November, Ryan called for a "humanitarian pause" in the conflict, describing the "human

suffering in Gaza" as "intolerable".[63]


In response, the principal of a Jewish school in the
electorate of Kooyong published an open letter criticising Ryan for not mentioning Israeli suffering
in her statements.[64]

Stage three tax cuts

The stage three tax cuts are the final tranche of personal income tax reforms legislated by the
former Coalition government with stage three due to take effect in July 2024. In October 2023,
Ryan, along with crossbenchers Senator David Pocock and MP Dai Le, stated that she opposed the
stage three cuts[65][66][67] which predominantly benefit middle- to high-income earners.[67] Ryan
stated that cancelling the tax cuts would allow for the doubling of funding for rent assistance.[67]

In January 2024, in response to the government considering modifying the tax cuts, Ryan stated
she welcomed changes being made, and said that the 37% tax bracket should be maintained.[68]
The changes made to stage three announced by the government included keeping the 37% tax
bracket.[69]

Electric vehicles

In October 2023, Ryan stated her opposition to an electric vehicle tax such as that which had been
introduced in Victoria as a distance-based charge to recoup lost government revenue from petrol
excise. Victoria's legislated tax was struck down by the High Court of Australia as
unconstitutional.[70] Ryan said that there should fair application of road use charges to all
vehicles.[71]

Anti-corruption legislation

In an effort to address political lobbying in Australia, in November 2023 Ryan introduced a private
member's bill to the house entitled Lobbying (Improving Government Honesty and Trust) Bill
2023, and stated that the bill came from a need to "clean up politics" saying "our current lobbying
rules are toothless and ineffective".[72] The bill was praised by the Human Rights Law Centre, who
called it "the most ambitious proposal to regulate lobbying put before federal parliament in
decades."[73]

Airlines

In August 2023, it was reported that Prime Minister Anthony Albanese's son had been granted
access to the exclusive airport Qantas Chairman's Lounge, leading to public discussions of Qantas's
influence on politicians.[74] It was also reported that the heads of several regulators overseeing
Qantas and other airlines were also provided with complimentary access to the lounges.[75] In
September, Ryan and other MPs gave up their access to the exclusive area at Canberra Airport,
citing concerns that such access was a lobbying tool.[76]

In November 2023, Ryan called for a "mandatory compensation scheme" for passengers who have
their flights cancelled without warning, and stated that Australian airlines were behaving as a
"mafia of the skies".[77]

In August 2023, Ryan signed her name to a complaint submitted by the Cancer Council of Western
Australia to the Alcoholic Beverages Advertising Code panel (ABAC).[78] The complaint related to
ABAC's approval of advertising for "Hard Solo", an alcoholic version of the Australian soft
drink.[78] Following the complaint, ABAC found that the code had been breached, and Asahi
Breweries renamed the product to "Hard Rated".[79]

Environmental policy

In January 2024, Ryan, along with other teals, opposed the Victorian state government's plans for
the construction of a wind farm in the port of Hastings, Victoria, over concerns of damage to
wetlands.[80] The federal environment minister, Tanya Plibersek, vetoed the project.[80]

Personal life
Ryan is a supporter of the Carlton Football Club. She lives in Hawthorn with two step-children, a
son and her husband Peter, a health products executive.[2][81]
