I. Title of the Project

HANDA: Humanitarian Actions as a Natural Disasters Approach

II. Location

This project will be conducted at Wawa Elementary School located at M.H. Del Pilar
Street, Wawa, Batangas City, 4200, Batangas.

III. Duration/Time of Implementation

The proposed project will be executed every Saturday from March 4, 2023, to May 20,
2023, for three hours. It will be accomplished within 36 hours.

VIII. Beneficiaries

The "HANDA: Humanitarian Actions as Natural Disasters Approach" program focuses on


benefiting the students of Wawa Elementary School in M.H. Del Pilar Street, Wawa, Batangas
City, 4200, Batangas, especially the grade 6 students. This project will help the selected students
better understand and raise awareness about the importance of disaster preparedness. Through
HANDA, the beneficiaries would have the opportunity to experience creating and maintaining
necessary items that are important in disaster times.

IX. Rationale of the project

Disasters are destructive events that disrupt the state of a community that is incapable of
recovering from the resulting damages through its own resources. IRFC or the International
Federation of Red Cross and Red Crescent Societies (2022) classified their causes as natural,
man-made, that sometimes lead to technological hazards and other factors that put an area in an
exposed and vulnerable position. The occurrence of disasters can be prevented by addressing first

the threats that show up within their vicinity, teaching the residents how to prepare for that
moment, reducing the community's risks, and improving the resiliency of everyone as a whole.

Different organizations often hold movements for change worldwide in the hope that the
effects of climate change, the root cause of most disasters, can be mitigated as much as possible.
Habitat for Humanity (2022) listed some of the standard preparation methods for a catastrophe
that includes assembling a Go bag kit, knowing where to evacuate from home when needed,
listing all vital contact details and hotlines for emergencies, and teaching the basics of disaster
preparedness to the younger members of the family.

Children are the ones put in greater danger whenever a disaster strikes. They need adults
or places they can depend on as they cannot immediately respond to sudden crises. Their absence
can make a child suffer from developmental, physical, and psychological setbacks that may make
it difficult for them to continue with their lives after such a traumatic situation. Daniel and
Franklin (2020) emphasized that preparedness education is vital for training the youth on what
should and should not be done amidst a disaster as they gain a sense of understanding and control
that equip them with faster reaction time and techniques for survival.

Here in the Philippines, disasters are very common, which is why Filipinos are also known
to be the most resilient. However, at present happenings in the country, disasters, especially
typhoons, are starting to become more frequent than usual, causing even more burdens to the
government and the people who experience these disasters. Disaster preparedness programs being
implemented throughout the country are evident, but their outcome is yet to be achieved due to
the continuous strike of disasters annually.

And if a particular demographic requires urgent attention regarding disaster preparedness,


it is the children who need it the most. That's why as part of the government's response, drills are
constantly being carried out in different schools nationwide to provide helpful tips and advice for
the students and school personnel through a practical approach. Various groups and organizations
also tour different schools to provide necessary learning to the students about disasters and how
they can prepare themselves for it.

This is of great help, but the effort needs to be doubled, especially now that the world is
facing a climate crisis, which makes disasters more unpredictable.

The recent news about typhoon, Typhoon Paeng, strikes the country, causing severe
damage to the provinces in Central Luzon and Southern Tagalog. According to reliefweb.int, the
Department of Social Welfare and Development, at least 73,000 households were evacuated to
2,938 evacuation shelters, and more than 200,000 families were displaced. US$48.6 million
(PhP2.86 billion) of damage to agriculture, 1,631 destroyed homes; and 5,409 partially damaged

homes. 164 local government entities, including BARMM, were designated as being in a state of
emergency.

The tragic effect of this monstrous disaster has been felt in Batangas, and Batangas city is
no exception. The severe tropical storm drastically affected small barangays, especially those near
the coastal areas. This includes the Barangay of Wawa, where several families reside near the
coast. After Paeng passed through the country, the storm left a horrible sight, leaving the
community with almost nothing. Not to mention that a fire incident in the same Barangay
happened months ago. Given these unfortunate circumstances, disaster preparedness was deemed
vital to teaching the students how to mitigate or, better yet, prevent further effects of the disaster
that may pass through their community in the future.

Humanitarian Actions as a Natural Disasters Approach (HANDA) is then proposed as a


project to provide necessary information about the preventive measures that the community can
apply to their practices, especially when preparing for any possible disasters. This will educate the
young and the teachers and encourage them to always be aware of their surroundings and teach
them the value of being prepared at all times.

Disasters are always here to test us. No such planning can prevent them from occurring.
However, extensive programs, such as HANDA, are essential, especially in the current times
where preparedness and mitigation to any possible disaster are vital to alleviate the damage that
these disasters may cause in the future.

X. Objectives

General Objectives

● To contribute to the Disaster Awareness and Response of the community.


● To improve the community's level of awareness of potential hazards and risks within and
around the community.
● To enhance the readiness of the community for disasters

Specific Objectives

● To enhance the creativity of the Grade 6 students of Wawa Elementary School by teaching
them to make a headgear made out of rags.
● To improve one's perspective on disaster awareness
● To increase the participation of students of Wawa Elementary School in addressing
potential disasters around their community.
● To instill the minds of young learners of Wawa Elementary School in terms of inevitable
natural disasters; and

XI. Description of the project

Humanitarian Actions as a Natural Disasters Approach (HANDA) is a proposed


community project which mainly focuses on disaster preparedness that involves the application of
the most important key components of preventative measures to any possible natural disasters that
may take place. It aims to persuade or encourage as many humanities as possible to take
preventive measures or proactive actions in order to achieve natural disaster preparedness through
careful planning and the implementation of effective disaster management strategies that can
increase the knowledge and experience that humanity can use when a catastrophic disaster occurs.
This project also aims to enhance the readiness of the society, precisely the Grade 6 learners of
Wawa Elementary School, which partakes in the implementation of the project. This project
involves conducting different activities, such as teaching them to create their own disaster
equipment, like a lightweight, protective headgear made out of a rug that is designed to absorb
shock and redistribute the impact of natural hazards and risks that reduces the risk of traumatic
brain or head injury. As well as teach them how to properly create a checklist about the necessary
items included in the basic disaster supplies kit that they will need in case of an emergency that
can aid them in coping with various potential natural disasters that may occur. As provide basic
protection against the elements, and meet health and first aid needs.

In order to begin, accomplish and fulfill the goals and objectives of the project, a clear and
organized letter of request to the involved school is needed to provide awareness and agreement
to effectively persuade the school to implement the proposed plan or approve the proposed
project. Likewise, the Sangguniang Kabataan (SK) is the leading proponent for this project as the
action plan of this proposed project strives to establish a more knowledgeable and competent
individual in disaster preparedness; thus, there will have a specific discussion, engagement, and
disaster preparedness' orientation among the involved advocates and participants on this project.
This project proposal plans to conduct disaster preparedness activities in Barangay Wawa,
Batangas City. Further, in terms of necessary project costs and expenditures for the sustainability
of the project, we were given access to assistance from the learners and proponents, which helped
to systematically engage in preemptive measures activities and attain strategic goals that can
affect the positive change in society.

XII. Strategies and methods of implementation

The proposed project will hold duration on 12 consecutive Saturdays, from March 4,
2023, to May 20, 2023. In order to propose the project successfully, these are the following
strategies and implementations that need to be used:

● Collaboration and brainstorming


- Collaboration and brainstorming in the group are necessary to provide ideas for a
successful project outcome. It allows the additional project content and flows in
order for it to be effective and give to the area that the group has chosen. This
strategy anticipates that the project with Wawa Elementary School and Sanggunian
ng Kabataan will be a success due to strong collaboration and an effective
relationship.
● Planning of Activities and Process of Events
- This strategy specifies the organization of activities and events in order to be
prepared and minimize uproar. The event's specific actions will be planned and
carried out every Saturday to ensure a successful outcome. It involves a financial
plan, the ​project's cost, and proposed expenditures to finish the project
successfully.
● Community Evaluation
- In a formal request, the participants will ask the head/principal of Wawa
Elementary School in Del Pilar Street, Wawa, Batangas City, 4200, Batangas, for
approval to proceed with the project upon the generation of workable solutions.
The members will also capture some photographs to support their goals and
facilitate the implementation of the venture.
● Information Management
- Each group member has the chance to talk about and evaluate their ideas that will
serve as the activity's framework. The group decided to implement the suggested
project in the given school, which will be extremely advantageous for both the
locals and the environment. The H.AN.D.A. project sought after the disaster which
citizens experienced. The aid of this project in disseminating details about the
campaign and guaranteeing its success

XIV. Financial Plan, Cost of the Project, and Proposed Expenditures

The suggested project proposal will require funds to meet the objectives and provide the
needed materials for the proposed activities. The proponents are coordinating with the Barangay
Official/Sanggunian ng Kabataan, which are encouraged to have their full support as our charity
to the project. It can be shown on the table the list of materials needed and other expenses, along
with their estimated prices.

XV. Monitoring and evaluation Mechanics of the Project

Monitoring the Project

To ensure that the activity is being implemented carefully and well, it will be monitored by
the proponents of this project together with their adviser. In addition, they will coordinate with the
organizations and people with whom they have partnered and collaborated to maintain and sustain
the flow, as well as the goal of the event. They will also check and see if each aspect of this
project, specifically with regard to disaster risk reduction management, is being done and
followed.

The Nature and Practicality of the Project

Given the purpose and objectives of this project, the students shall be educated and given
little exposure, as well as training, with regard to specific disasters in which they are expected to
participate in a serious manner. They will be taught the things that they should and should not do
before, during, and after a disaster. Aside from attaining the goals or objectives of this project, the
participants are expected to have a more comprehensive understanding of the disaster, learn what
to do during such events, apply what they have learned, and continue to equip themselves with the
knowledge and skills that are necessary during disasters. This event also serves as a bridge for
them to meet and connect with different people they can work with for events or projects such as
this in the future.

Evaluation and Recognition

At the end of the program, the participants shall be instructed to do a specific output to
ensure that they have learned something and that they are able to apply the things that they have
learned. In addition, an evaluation shall be conducted internally inside the team together with their
adviser and externally with an evaluation form for the participants. This will enable the

proponents of this study to clearly understand the outcome of their project and be able to improve
it. Moreover, to express the gratitude of the proponents of this project to the participants and
partners, they shall be awarded a certificate, a symbol of their dedication and hard work to make
the event possible and successful, as well as for their care and service to the community.

XVI. Plans to Ensure the Sustainability of the Project

To attain the sustainability of this project, our coordination with our cooperating partners
will be continuous. Our group will ask our cooperating partners to hold hazard drills to gauge the
students’ understanding of the seminars and activities carried out by the proponents. A quarterly
assessment will also be conducted with the school to check the children’s performance on the said
hazard drills, specifically on earthquake drills, to ensure the effectiveness of the headgear made
by the students.
