Bureau of Fire Protection (BFP)

The Bureau of Fire Protection (Filipino: Kawanihan ng Pagtanggol sa Sunog) is a


Department of the Interior and Local Government (DILG) agency in charge of enforcing
national policies on firefighting and fire prevention, as well as the Philippine Fire Code
(PD 1185) which has been replaced and replaced by the New Fire Code of the
Philippines (RA 9514). The BFP, formerly known as the Integrated National Police Fire
Service, is in charge of managing and administering municipal and city fire and
emergency services across the country.

commit to prevent and suppress destructive fires, investigate its causes, enforce fire
code and other related laws and to respond to man made and natural disasters and
other emergencies”

Specific Objectives
1.To conduct rigid fire safety inspection to structures, buildings and the like to reduce
fire incidents or occurrences.
2.To conduct in-service training for fire personnel to enhance management on fire
service and effective fire-fighting operation.
3.To extend medical assistance to victims of fires, accidents, calamities and other
emergency situations and conduct medical missions to depressed areas.

Specific Goals
The goals of fire-prevention programs include preventing loss of lives, property damage,
and downtime in use of a building.

Functions and Responsibilities


The Bureau of Fire Protection (BFP) is responsible for the prevention and suppression
of all destructive fires in buildings, houses and other structures, forests, land
transportation vehicles and equipment, ships or vessels docked at piers or wharves or
anchored in major seaports, petroleum industry installations, plane crashes and
investigates all causes of fires and, if necessary, files the proper complaints with the city
or provincial prosecutor who has jurisdiction over the case.
Mandates and Functions The Bureau of Fire Protection was created by virtue of RA
6975 primarily to perform the following functions:
1. Be responsible for the prevention and suppression of all destructive fires on:
• Building, houses and other structures;
• Forest;
• Land transportation vehicles and equipment;
• Ships and vessels docked at piers or wharves anchored in major sea ports;
• Petroleum industry installations;
• Plane crashes; and
• Other similar activities
2. Be responsible for the enforcement of the Fire Code of the Philippines (PD 1185)
and other related laws;
3. Shall have the power to investigate all causes of fires and if necessary, file the
proper complaint with the city or provincial prosecutor who has jurisdiction over the
case;
4. In the time of national emergency, all elements of the BFP shall upon direction of the
President, assist the AFP in meeting the national emergency; and 5. Shall establish at
least one (1) fire station with adequate personnel, firefighting facilities and equipment in
every city subject to standards, rules and regulations as may be promulgated by the
Department of the Interior and Local Government.

Role in Disaster Prevention and Mitigation


To establish and maintain regional arson laboratories and research and testing facilities
with equipment for this purpose: rescue, emergency medical, hazmat, and other
operations.

ACHIEVEMENTS AND CHALLENGES 0F BFP

*ACHIEVEMENTS
The Bureaus of Fire Protection prepares numerous activities to highlight the observance
of the Fire Prevention.
Different regions will start the prevention month with a Unity Walk, Fire Square Road
Show, Exhibition on Rope Rescue and Firefighting, Musiklaban, Parade, Zumba,
Advocacy Walk – Dress your Firefighter Pet, Feeding Program for Pre-school and the
launching of the BFPTV on the first day of the month.
Each BFP Regional Office prepare their own set of activities and events to give
emphasis on campaigns for fire safety. The BFP National Capital Region organizes a
motorcade, competitions such as Jingle Making Contest, Poster Making Contest and
Knot Tying Training to Secondary Schools, Fire Lecture and Drill and Blood Letting
activities.
*CHALLENGES
In a fire incident, fire fighters struggle too much for the safety of our communities.
These are the common challenges of BFP:
1. Scarcity in responding fire incident.
2. An Arduous work that Demands Physical and Psychological strength.
3. Frustration in the work.
4. Collaboration and Cooperation in Fire Safety and Prevention.
5. The shortage of manpower.
6. Firefighters are susceptible to burns, smoke inhalation and crush injuries
collapsing structures.
The strategies or initiatives undertaken to overcome these challenges is to install
smoke alarms on every area like in the Hospital, School, Offices, Home,
Factories, Home and Supermarkets. Test smoke alarms every month. If they’re
not working, change the batteries.
