RESPONSE CLUSTER

EDUCATION
IMPLEMENTATION PLAN

Lead: DepEd
Members: DILG, CDRRMO, CSWDO, CEO, SP, ABC, CSO, GAD

Scenario:

The city is experiencing flooding with greater than 2 meters in depth due to more than 24 hours
continuous rain and overflowing of 8 rivers and creeks including old river channels.

A total of 15, 000 individuals will be affected. Death toll will reach 15 with 80 injured and 10
missing. Some are reported to be in their respective homes due to the flooding.

Due to the flashflood, affected schools incurred major to totally damaged infrastructure, facilities,
equipment and learning materials. In-person classes are suspended and schools are instructed
to shift to distance learning delivery modality. Accounting of all DepEd learners and personnel
shall be conducted, including the needs of those affected. Psychological First Aid to affected
learners and personnel shall be conducted; quick response funds for clean-up and temporary
learning spaces shall be provided.

Objectives:

The Education cluster aims to ensure that quality education is provided despite the
circumstances and to provide assistance during and after the disaster to those in need.

The following are the specific objectives of the Education:

1. To continue to provide quality education to the learners in particular those of the


affected population
2. To provide temporary learning spaces for students to facilitate in their continued
education.
3. To coordinate with other response cluster members when needed.
4. To safeguard personnel, learners and educational investments in times of calamities
and emergencies.

Roles and Responsibilities:

During Disaster Phase


1. Issue initial alerts and warnings as projected by relevant agencies (DOST-PHIVOLCS and
MGB, NDRRMC) to Field Offices and Education Cluster Members;
2. Attend pre-deployment meetings;
3. Prepare baseline reports of projected affected areas (e.g. enrolment, classrooms, and
personnel);
4. Reinforce alerts issued to the field offices and education cluster members as may be
appropriate upon advice made by NDRRMC;
5. Enforce the strict implementation of school safety and preparedness protocols, such as
ensuring protection of education property;
6. Provide advisory on pre-emptive evacuation if necessary;
7. Project the possible impact of the implementing threat to the following safety of learners
and personnel, destruction of properties, and disruption of educational services;
8. Adhere to the policies on suspension of classes based on EO 66 (s. 2012). If learners and
personnel are already in school upon suspension, it should consider their safety before
allowing them to leave the school premises;

Post Disaster Phase


1. Continuous tracking of key officials and personnel;
2. Monitor school operations such as class suspensions and resumption, and schools used
as Evacuation Center and decampment;
3. Establish temporary learning spaces in affected schools and schools used as evacuation
centers;
4. Monitor the availability of areas for temporary learning spaces in affected schools;
5. Mobilize appropriate educational interventions such as, but not limited to, the following:
a. Psycho-social support services;
b. Teaching and learning materials;
c. Conduct of life skills education and alternative delivery modes;
d. School clean-up;
e. Emergency feeding programs;
f. Minor repairs of school facilities; and
g. Life-saving supplies for education (health, nutrition, protection)
6. Mobilize and facilitate appropriate personnel assistance;
7. Attend NDRRMC coordination meetings;
8. Conduct Education Cluster meetings;
9. Conduct Post-Disaster Needs Assessment (PDNA) in coordination with other cluster
members;
10. Coordinate with Logistics Cluster to transport education supplies and services;
11. Coordinate with Health Cluster for the provision of health services and psychosocial
support to affected learners and personnel;
12. Coordinate with Camp Coordination and Camp Management (CCCM) for the schools use
as evacuation center;
13. Coordinate with Law and Order (LAO) Cluster to provide necessary security to affected
schools and local EOC, if necessary;
14. Coordinate with Philippine International Humanitarian Assistance Cluster (IHAC) for the
education services and support, if necessary; and
15. Perform other tasks as directed.
