Thank you for your interest in the role of Assistant Principal – ICT (Information and
Communications Technology).

Welcome to Coimisiún na Meán – Ireland’s new commission for regulating broadcasters, online
media and supporting media development.

Our work will build on the Broadcasting Authority of Ireland, whose staff and responsibilities have
been transferred to Coimisiún na Meán.

We are committed to ensuring a thriving, diverse and safe online and media landscape. This

children and all of us from harmful content.

About Coimisiún na Meán

Coimisiún na Meán has been established

Our Purpose & Mission
Purpose

Coimisiún na Meán (“An Coimisiún) is Ireland’s new commission for regulating and supporting
broadcasters and online media.

We are implementing a new regulatory regime for online safety. As well as protecting people in
Ireland from online harms, we will be the regulator for the whole of Europe for the many large online
platforms whose European headquarters are in Ireland – working closely with the European Commission
and our counterparts across Europe. We will enforce rules that platforms must follow in order to keep their
users safe. In time, we will establish a mechanism for giving advice to users and for considering
complaints when users are dissatisfied with the way a platform has handled a complaint.

We regulate broadcasters and video-on demand providers. We make and enforce codes and rules
that broadcasters must follow on matters such as balance in news and current affairs, protecting children
from age-inappropriate material, political advertising, promoting gender balance and ensuring access for
people with disabilities. We will review our codes and rules and extend them to video-on-demand
providers such as streaming services and people who upload videos for commercial gain. We also award
broadcasting contracts to commercial radio and TV stations, review the performance of public service
broadcasters such as RTÉ and TG4 and make recommendations about their funding. We also handle
complaints from the general public about programme material.

We support the wider media sector. We run funding schemes to support the development of content
that reflects and shapes Irish society, including content in the Irish language. For instance, we are proud
to have funded An Cailín Ciúin, the first ever Irish-language film to be nominated for an Oscar. Over the
next year we will establish new funding schemes to support local journalism and we will take initiatives
related to Irish language, sustainability, and equality, diversity and inclusion. We also promote media
literacy. We expect to take on a wider media development role in coming years

About This Role
Role Mission

Coimisiún na Meán (“An Coimisiún) is Ireland’s new commission for regulating and
supporting broadcasters and online media.

Our mission is to ensure a thriving, diverse and safe online and media landscape. This
means a mix of different voices, opinions and sources of news available over the air and
online. It means children and all of us being protected from harmful content.

As a member of an expanding ICT and Digital Solutions Unit, you will be joining An Coimisiún
na Meán at a very exciting time of ambitious and significant change for media regulation. You
will have an opportunity to further develop your ICT/ Digital career in managing delivery of
enterprise architecture, software and applications development projects involving a range of
technologies and platforms.

These ICT/ Digital Solutions Manager roles offer a very satisfying and varied career as we
build our ICT organisation. Successful candidates will be experienced senior managers, with
backgrounds in ICT/ Digital and high levels of energy, drive, resilience and motivation and the
proven ability to deliver objectives.

Role Purpose

Through this campaign, we are creating a panel from which to fill vacancies at Assistant
Principle (AP) - level ICT Applications/ Digital Solutions Managers. These are senior ICT
roles working with the Director of ICT and other senior managers to develop and deliver an
ICT strategy, governance structure and road map to enable the effective adoption of ICT and
digital to support the work of Coimisiún na Meán. The ICT Applications and Digital Solutions
Managers will be responsible for the delivery of a portfolio of technology projects to enable
the business to achieve their goals and objectives across a range of multi-disciplinary
functions within An Coimisiún: Regulatory Policy, Media Development, Media Landscape and
Platform Supervision.

You will take a leading role in managing projects for the delivery of systems and infrastructure
suitable for an organisation growing from around 40 staff to over 200 staff. As well as systems
for collaboration, document management and workflow, we will need systems to support
interactions with end-users and stakeholders, handling complaints about broadcasters and
online service providers, compliance monitoring and formal investigations. To facilitate
cooperation across the EU, some systems will need to integrate with systems being
developed by the European Commission.

You will be a key subject matter expert in contributing to the development of an industry
standard ICT service management approach to managing, implementing, supporting, and
delivering IT services to Coimisiún na Meán’s internal and external stakeholders.

Key Responsibilities
• Lead and promote an agile and user-centred design approach to developments from
design to implementation/ operation.

• Managing relevant procurement processes, including appraisal and evaluation


techniques, contract negotiation and award, and subsequent vendor/contract
management throughout implementation

• Take responsibility for ensuring that successful third-party suppliers provide services
in line with agreed contractual arrangements as part of the effective delivery of the
projects.

• Help shape the structure, skills and remit of the ICT Applications and Digital Solutions
Unit to enable An Coimisiún to meet its current and future obligations and ambitions.

• Explain complex technical information to a non-technical audience including at the


most senior levels in An Coimisiún
• Undertake appropriate continuous professional development to ensure that you stay
up to date with the technologies in your area of operations.
• Promote ICT as an enabler of productivity and business process improvements.
Acting as a Business Relationship Manager to the Comisiun’s business functions

• engage with and develop high-performing, multi-disciplinary project teams, both


internal and external, within a culture of continuous improvement and quality service
delivery.

• Provide specialist knowledge and advice on preparing business cases and budgets
for ICT expenditure and for preparing individual project plans, resource plans and
reports using specialist project planning tools in support of the project planning cycle.

• Take a leading role in the development and implementation of an information security


program, including procedures and policies designed to protect enterprise systems,
communications and assets from both internal and external threat.

Key Responsibilities

• Support and participate in internal and external audit process.

• Respond to and assist in resolution of critical ICT Incidents.

• Provide timely advice relating to the provision of new ICT Services and Innovations by
maintaining a watching brief on new technology, by visiting other sites, appropriate training and
attendance at appropriate conferences.

• Research emerging technologies, architectures, service models and products to determine their
suitability for adoption at An Coimisiún.

• Provide support to the Data and Technology Division to plan, drive and develop the data analytics
/ business intelligence capability within An Coimisiún.

About You
Experience, Skills, Knowledge & Qualifications

Essential

To successfully perform in this role, the ideal candidate will possess a combination of skills,
experience and qualifications in the ICT field. The ideal candidate must:

• Have at least 6 years directly relevant hands-on experience in ICT Infrastructure,


Operations or Software Development with 3 years’ team management experience and
with at least 3 Relevant qualifications at practitioner level in any of the following areas

a) ICT Project Management, (E.g. Prince)


b) Business Analysis / Process improvement, (E.g. Lean Six, AgileBA)
c) Enterprise Architecture (e.g. TOGAF)
d) ICT Service Management Frameworks (e.g. ITIL)
e) Procurement (Certificate in Public Procurement)
f) Demonstrate a broad knowledge of technology solutions, current trends, techniques and
standards.

• Have a proven track record of achievement, from their career to date, of where/ how they
have managed ICT/digital/records management projects, to the benefit of the business of
their organisation.

• Ability to work in a fast-changing environment, identifying key priorities and driving new
solutions.

Desirable

• NFQ degree level in Computer Science, Information Technology or a relevant business-


related discipline

• Knowledge and experience in Azure and Dev Ops environments

• Knowledge and experience of enterprise architecture frameworks such as TOGAF

• Experience in Business analysis and /or business process design and improvement
techniques.

• Professional qualification and experience ITIL Service Management Framework

• Knowledge and experience in Information Security Frameworks (NIST, ISO27001)

• Professional qualification and experience in Project Management
