The crisis brought about by the outbreak of COVID 19 Pandemic in 2020 brought about widespread
uncertainty among the people about how we will be able to manage and overcome a challenge
that the current generation has faced. Although the world faced a similar threat to human existence
in 1918, the world was still caught off-guard and flatfooted and struggled with a global lockdown
that literally made the world stand still.
Eventually, it wasn’t just people’s health that was affected by the virus, but the economies of countries
were also pushed to the brink with many businesses closing down and jobs lost. Humankind was
left scrambling to defend against an unseen, aggressive and evolving attacker.
Almost two years from the issuance of Presidential Proclamation No. 922 Declaring a State of Public
Health Emergency Throughout the Philippines, Muntinlupa has shown its resilience in the face of
the pandemic, being able to weather the storm and successfully dealing with the effects of the
pandemic on Muntinlupeños way of life.
The city’s pandemic response has been swift, effective and adequate, principally due to the
reforms, planning and preparations that have been done over the years leading to 2020. The local
government’s systems, finances, policies, capabilities and human resource development combined
to enable the city to survive the critical period of the pandemic and carry on to the recovery period.
It could be said that the year 2021 was the period when the tide was turned in favor of the city’s
recovery. The budget was planned, formulated and executed precisely to address the pandemic,
unlike the year before when COVID19 broke out, such an emergency with its far-reaching effects
was not anticipated.
This annual report is therefore a testament and a chronicle of how the Government of Muntinlupa,
through the able stewardship of its Chief Executive, was able to respond to the public health
emergency and ensure the city’s survival.
As we move into the recovery period, congratulations are in order for Mayor Jaime Fresnedi, Vice
Mayor Artemio Simundac, the City Council and the entire bureaucracy of the City Government of
Muntinlupa, for a job well done. In a once-in-a-lifetime event, you showed sterling performance.
Equally, the People of Muntinlupa deserve a commendation for placing trust in their local government
and cooperating with the authorities in the implementation of the wide-ranging protocols and
policies that were adopted to manage the crisis.
My warmest greetings to all the stakeholders of the City of Muntinlupa who made this 2021
Annual Report a reality.
The continuing onslaught of COVID-19 pandemic and its resulting effects on our social and
economic activities seemed insurmountable. It challenged all layers of governance, from
grassroots – household, community and barangay level, to larger scales – city, municipal,
provincial, regional, and all the more – national. We persevered and thrived despite the
odds. Last year, we thought of getting back on track faster than what was projected, but
the pandemic posed further threat. New viral strains and variants were discovered – alpha,
beta, gamma, delta, omicron, and the like. With everyone’s help, the PDITR+V (prevention,
detection, isolation, treatment, reintegration + vaccination) strategy that we adopted paved
way towards success and continuing social and local economic recovery.
This year’s theme “Pagbangon at Paghilom” encapsulates our collective desires and efforts
in battling, going through and moving on from the ill effects of the pandemic. With such
challenges, we see light. We see great opportunities for growth and collaboration. We see
brotherhood, camaraderie and partnerships.
More than that, we delivered without ceasing our key programs, projects and services. From
social, economic, infrastructure, environmental and institutional development – nothing
was missed. Everything, in fact, were delivered with improved efficiency and facility.
I thank all the City Government officials and employees, the concerned national government
agencies, barangays, civil society organizations, sectoral groups – senior citizens, youth,
fisherfolks, homeowners associations, and everyone who gave their fair share of support.
We could have not done these without you.
Above all, praises and thanksgiving to our Lord God Almighty, for the sustained grace,
guidance, protection, and provision.

It is with privilege and honor to be part of this year’s, Annual Report Magazine. For many
years, the City Government has been vital in bringing our beloved City to where it is
right now – a booming and bustling Economic Hub recognized by both and International
institutions.
“Pagbangon at Paghilom” is very fitting in our thrust in being of aid and assistance to
the City’s full recovery from the wrath brought about by the pandemic. Needless to say,
we as a City is on the right track with exemplary vision of our Mayor Jaime R. Fresnedi
and the valuable cooperation of our Congressman, Rozzano “Ruffy” Biazon, the road to
recovery is already being paved with equitable basic services, transparent, governance and
professionals with integrity and honesty as its core values.
Our City, being honored as one of the resilient cities in land, will ride on that momentum to
further advance our mission of protecting the integrities of the sectors of the environment,
health, social economy, infrastructure and governmental institutions.
With fervent prayer, and with the Lord’s mercy and blessings, I am confident that as a
community and as a city as a whole will overcome the challenges we will be facing in the
years to come. But this will not come easily without the cooperation of each and every
Muntinlupeño. Young and old must proactively participate and be part in this gargantuan
recovery plan.

More than a year after the onset of Covid-19 to our country, the impact of it has been so
much evident with how we struggle to rise amidst pandemic. We have seen the economy
plummetedand felt the damages that it has brought to the city, and it caused us to fear for
our present as much as our future.
Seeing the impact of Covid-19 to our community which eventually affects all of our
development sectors, the local government prioritized public health. With this, we intensified
our health programsby conducting mass vaccination, regular community disinfection and
keeping the community well-educated and informed about health and safety protocols.
Almost a year of constant battle with the pandemic, the efforts of our medical frontliners
and our local government finally paid off when Muntinlupa City was identified as one of
the highly urbanized cities who were able to achieve herd immunity before the end of this
year.It is true that healthy citizens are the greatest asset any country could have, and we will
continue to prioritize the welfare of Muntinlupeños.
The current situation might have slowed us down but the city government never stops
working, instead doubled its effort to provide quality services to our citizens. I am pleased
to say that despite the setbacks we had, we were able to establish and implement priority
projects and programs in our city. We were also able to extend help to other cities and
municipalities in need. This pandemic might have made us suffer and feel vulnerable,but
this also pushed us to get out of our comfort zone andpush past our limits. It amplified the
spirit of Bayanihan in us and once again proved how resilient we can be.
Though the future is still unclear, we are full of hope that we will soon be free from the bubble
that this pandemic has placed us in to. With the continuous undertaking of our government
to end this pandemic and nevertheless, with the grace of our Almighty God, we have faith
that we will soon be back to our pre-pandemic lives equipped with strongerpeople and a
thriving economy.
