for Local Drinking Water Quality
Monitoring Committee(LDWQMC) on
Drinking Water Quality Surveillance.
OVERVIEW
•This manual endeavors to provide specific guidelines in the formation of a
local drinking water quality surveillance program; describe functions, roles
and responsibilities of a local water quality monitoring committee; and
prescribe systems and approaches for local drinking water surveillance on
approved or recommended national and international policies or practices.

sampling points in accordance with national policies;

j) Analyzing quarterly drinking-water quality surveillance
O reports to determine trends in the quality of the drinking-
N water supply services for appropriate action;
S k) Conducting water quality audit whenever necessary;
l) Formulating local policies concerning the implementation of
drinking-water quality surveillance and addressing water quality
issues;
m) Creating a Technical Working Group (TWG) that shall advise or
F provide support to the LDWQMC on technical, operational,
U capacity building, administrative, and other needs of the
Committee;
N n) Recommending to the LCE the designation/appointment of
C members to the Technical Working Group;
o) Reviewing and endorsing the recommendations of the TWG
T based on analyses and on evidence/facts presented;
I p) Formulating the LDWQMC annual work and financial plan on
O drinking-water quality surveillance in accordance with standards
and criteria set by the DOH, and endorsing the same to the LCE
N for approval;
S q) Providing appropriate training activities and events related to the
implementation of drinking-water quality surveillance, remedial
strategies, data gathering, evaluation, and those related to
strengthening of DWQS technical skills when necessary;

r) Review the WSP of drinking-water suppliers under their
U jurisdiction and indorse the recommendation to the DOH
N Regional Office for the approval;
s) Approving the annual drinking-water quality surveillance
C plan of drinking-water service providers;
T t) Providing, when requested, advice and information on
I matters related to DWQS to the Sangguniang
Bayan/Panlungsod, and;
O u) Conducting quarterly regular meetings or when need arises.

ROLES AND RESPONSIBILITIES
A. DOH – CHD
1. Shall issue a corresponding regional order to constitute a regional organizing team
to assist the lgus on the establishment of the LDWQS program and the creation of
the LDWQMC. The following are the recommended members of the team:

a. Regional sanitary engineer


b. Senior sanitary engineer
c. Health education and promotion officer (HEPO)/ public information officer (PIO)
d. DOH provincial health team leaders (phtls)
ROLES AND RESPONSIBILITIES
A. DOH – CHD
2. Shall orient the provincial governor and provincial health officer on the duty of lgus in
establishing a LDWQS program and in creating an LDWQMC as decreed under the code
on sanitation of the Philippines (PD 856).

3. Shall assist the LDWQMC in organizing themselves and in the formulation of a local
DWQS program, including action plans, for implementation.
ROLES AND RESPONSIBILITIES
B. Provincial Health Authority

1.Shall issue a provincial order for the constitution of a provincial organizing team to
include the provincial sanitary engineer (PSE), supervising sanitary inspector (SSI) or
the personnel whose roles and functions approximates these positions closest.

2.The provincial organizing team in coordination with the regional organizing team
shall orient municipal/city local chief executives and key officials (including
municipal/city health officers) on the duty of lgus in establishing a LDWQS program
and in creating an LDWQMC to implement the program.

B. Provincial Health Authority

3. Shall assist the LDWQMC in organizing themselves and in the


formulation of a local DWQS program, including action plans, for
implementation.

4.Shall subsequently monitor the progress/accomplishments of established


ldwqmcs and LDWQS programs.
ROLES AND RESPONSIBILITIES
C. Municipal/City Health Authority

1.Shall issue a provincial order for the constitution of a provincial organizing


team to include the Provincial Sanitary Engineer (PSE), Supervising Sanitary
Inspector (SSI) or the personnel whose roles and functions approximates these
positions closest.

2. The provincial organizing team in coordination with the regional organizing


team shall orient Municipal/City local chief executives and key officials
(including municipal/city health officers) on the duty of LGUs in establishing a
LDWQS program and in creating an LDWQMC to implement the program.

C. Municipal/City Health Authority

3. Shall assist/facilitate in the passing of a resolution before the Municipal/City


Council to recognize the newly organized Committee and to appropriate funds
for the implementation of LDWQS program and for the LDWQMC to function
and operate.

4.Shall conduct an orientation and/or training on LDWQS for Committee


members and for the Technical Working Group (TWG) in coordination with the
regional and provincial organizing teams.
