I. ADMINISTRATION AND
ORGANIZATION
A. CLEAR STATEMENT OF THE VMG AND POLICIES

• VISION

The empowerment of children imbued with positive values free and protected
by a responsive and enabling families and communities to make them
productive in the near future.

• MISSION

Provision of a guided and wholesome activities and social services to children


and youth that will transform them into a well molded and productive citizens
in the near future.

• GOALS

Increased awareness for an improved moral, social, mental, physical and


spiritual well-being of the disadvantaged female children/ victims of abused
through proper education and wholesome activities/experiential learning
necessary for the best interest of the clients.
a. ADMINISTRATIVEPOLICIES AND
PROCEDURES

1. CORE VALUES OF THE AGENCY

We believe that every child has the right to grow up in a safe and
nurturing environment.

We believe that each child should be treated with dignity and respect.

We believe that abusing a child in any way is unacceptable.

We believe that each child should have an opportunity to mature and


develop her full potential.

We care for the whole child by providing quality programs that meet
their spiritual, educational, social, physical and emotional needs.

2. PERSONNEL POLICIES ON STAFFING

A multi-disciplinary team composed of Center Head/ Social


Worker, Psychologist, Houseparents, Social Welfare Assistant, Social
Welfare Aide, Civil Security and Clerk/ Computer encoder carried out this
noble task with a nurturing heart and deep commitment to service.
It has 3 sections where the staff has to compliment with:
1. Social Service section
It is run by license Social Worker whose primary function is to manage
cases and provide psychosocial services to clients. Likewise, maintain
coordination with the Court, District Social Workers, Brgy. Officials
and other agencies, as well as prepare reports, maintain records and other
related work.
The Psychologist takes charged of the analysis and studies of client’s life
and family histories. She also administers oral and written tests to determine
the degree of intelligence, interest and attitude of client while in the Center.
She conducts interview and appraise clients personality structures and report
test results with recommended action to the Social Worker.

2. Homelife Section

It is run by houseparents and takes charge on the supervision and


implementation of homelife and group living services. Should observe
performance of every client whether it is behavioral, physical or emotional and
prepare/ submit reports. They are also incharge in supervising residents to
maintain cleanliness and orderliness of the Center and must have basic
knowledge on growth and development and standard housekeeping practices.

Houseparents are also responsible in preparing and cooking foods and


conducts regular marketing.

They must also be willing to work on shifting basis.


3. Administrative Section
It is composed of Administrative Staff:
Civil Security – ensures safety, security, peace and order of
the Center and its premises.

Social Welfare Assistant – prepares the menu and incharge of food supplies and
materials.

Social Welfare Aide – Conducts school visitation to Elementary and High


School students and Non formal Education and submits reports.

Clerk/ Computer Encoder – prepare/ encode reports


- Performs other related tasks such as:
- Assists houseparents on homelife activities.

2.1 Job Description


a. Center Head/ Social Worker

1. Perform administrative functions, implements and execute policies


and procedure.
2. Responsible for program direction and coordination and exercises
general supervision on the implementation of various programs
and services.
3. Supervises and direct personnel through their individual tasks.
4. Promotes and maintain good working relationship within the staff
and residents as well as with other entities and agencies.
5. Execute and implements policies and renders administrative
decisions within the limits of delegated authority.
6. Establish networking and linkages with partner agencies, districts
and barangays.
7. Conducts regular staff meeting/ conferences among the staff where
staff supervision/ consultation/ feedbacking/ performance
evaluation is undertaken.
8. Conducts regular orientation to all the staff.
9. Conducts intake interview, individual and group counseling to
residents.
10. Facilitates and conducts group work self-enhancement activity.
11. Monitor status of cases filed by the residents.
12. Prepares quarterly reports of handled cases.
13. Conducts case conferences.
14. Prepares social case study report.

b. Psychologist

1. Conducts psychological testing and evaluation.


2. Facilitates counseling and therapy sessions.
3. Formulate and introduce tools and techniques that aid in helping to cope
traumatic experiences.
4. Prepares and submits reports behavioral observations of clients.
5. Attend meetings and conferences.

c. Houseparents

1. Conduct inventory of client’s belonging upon admission and check up


upon discharge.
2. Give orientation to new client on houserules and facilitate atmosphere of
acceptance to peers.
3. Deliver appropriate group living and homelife services and instill
discipline among the children.
4. Act as substitute mother whom they could relate about their problem,
concerns and aspirations.
5. Observes client’s behavior and record on the logbook during time of duty
and maintain observation notes.
6. Assists in the effective program implementation and provision of basic
needs to residents.
7. Conduct regular rounds and check-up of the resident’s quarter and ensure
that residents are safe and secure.
8. Enforce strict implementation of house rules, regulations and policies.
9. Supervises and directs home management and housekeeping.
10. Reports cases of illness and unusual incidents to the Center Head.
11. Sign the Discharge Slip and Out On Pass Certificate with the presence
or approval of the Center Head.
12. Conduct proper turn-over to incoming houseparents.
13. Attends meeting and conferences.

d. Social Welfare Assistant/ Liaison Officer

1. Assist in the effective implementation of Center programs and services.


2. Requests food/ office supplies and liquidate the same.
3. Receives, stores, examines and conduct inventory of supplies/ materials,
equipment and donations delivered to the office.
4. Maintains standard of records keeping and filing.
5. Coordinates houseparents on the issuance of the needed supplies of the
residents.
6. Prepares and maintains distribution record.
7. Maintains proper storage of supplies.
8. Recommends and prepares menu.
9. Prepares and submits reports.
10. Prepares Annual Procurement Report.
11. Supervises the flow of budget expenditures.
12. Conducts follow-up of pertinent papers at the main office.
13. Does other related tasks as assigned.
e. Social Welfare Aide

1. Conduct non-formal education to Lingap Center OSY’s residents.


2. Check the resident’s quarters, dining area, kitchen, and office by ensuring
cleanliness and orderliness with houseparents coordination.
3. Coordinate houseparents in monitoring residents for the beautification of
the surrounding, gardening and observe cleanliness in all areas.
4. Prepare and submit monthly progress report on the performance of the
OSY’s clients during the non-formal session.
5. Prepare and file client’s record during school and home visitation and
non-formal sessions.
6. Does other related tasks as assigned.

f. Civil Security

1. Ensure safety and security of the staff and residents.


2. Controls entry and exit of visitors, staff, and residents children and record
the same in the logbook.
3. Conduct body search to visitors and inspect bags of staff and residents.
4. Conduct roving inspection to the perimeter of Lingap Center.
5. Escort and Assists residents and staff to any activities.
6. Sign the Discharge Slip and Out On Pass Certificate with the presence of
the Center Head or any staff of Lingap center.
7. Attends meetings and conferences.
8. Prepare and submit report for any unusual incidents.
g. Computer Encoder/ Clerk

1. Encode/type reports and other clerical works.


2. Attends meeting/ conferences and center’s activities.
3. Performs other related task as instructed:
- Assists houseparents on homelife activities

2.2 Filing of leave, wages, benefits and


privileges

Only regular and casual plantilla employees are allowed to file


leave of absence at the Human Resource Management Office, while Job
Order Workers with absent is automatically deducted from their salary.
Basic salary of J.O. is ₱ 5,720.00 per month with Pag-ibig and SSS
deduction and not entitled for any benefits/ privileges/ incentives unlike
the regular and plantilla workers.

In case of absence for emergency/ health reasons, houseparents/


J.O. Workers can be replaced by other houseparents for an exchange of
schedule provided that it is approved by the Center Head.

Currently Job Orders wage is dependent in Regional Wage Board.


2.3 Training of Staff

To make sure the efficiency of Center’s staff especially the


houseparents, they are required to attend monthly staff meeting and
orientation concerning the overall center’s operation, their job functions
and issues and concerns. This is to ensure that supervision/ consultation/
performance evaluation and recommendation is undertaken.

2.4 Rewards and Sanctions


Just like the residents at the Lingap Center, deserving houseparents
and Civil Security is recognized by giving certificate of award during the
recognition program for job well done and for serving as role model.
Any complaints against the staff is subject for verification for
further validate the complaints through one on one talk/ dialogue.
Minutes of meeting/ report is forwarded to the Department Head and
City Mayor for recommendation and appropriate disciplinary action.
Recognition program is conducted to formally acknowledge and
give awards to those residents having good character traits and good
school performance for further encourage and serve as role model to
other residents.

All clients admitted in the center should be treated with utmost care
and understanding, should any misbehaviors occur the following
consequences set.

All residents especially those who committed misbehavior are


recommended for counseling by the Social worker or Psychologist.
3. SHIFTING SCHEDULE AND TURN-OVER OF
STAFF FOR DUTY
There are 3 shifting schedules composed of 3-4 houseparents per
shifting. Houseparents are required to render 24 hours duty starting 8
o’clock in the morning until the following day. They are entitled to avail
2 successive days off after every shift.

Actual turn-over of duty is being done between outgoing and


incoming houseparents with all their obligations as required.

At present we have 3 shifting schedule composed of 3-4


houseparents per shifting at 8 hours per houseparents.

4. VISITATION INCLUDING COMMUNICATION


SYSTEM BETWEEN CLIENTS AND FAMILIES

Parents/ guardians and immediate family member but not the


perpetrator are encouraged to visit the child provided the following
policies shall be followed:

1. Visiting days shall be from Monday to Friday from 8:00 AM to


5:00 PM limited to 1 hour only for those non-students while
students is only during Saturdays.

2. The Social Worker/ Psychology Staff shall take advantage of


interviewing or conducting counseling to visiting parents.

3. The visiting period shall be supervised by houseparent on duty


to avoid threatening situation or detrimental to the child.
5. CHILD PROTECTION POLICY
PROHIBITED ACTS:

► ABUSE- refers to the maltreatment of a child whether habitual


or not, which includes the following:
1. Emotional, physical, sexual abuse or neglect of a child by staff
responsible for the child’s welfare.
2. Any act/ deeds and verbal abuse which degrades the intrinsic
worth and dignity of a child as a human being.

► EXPLOITATION- refers to the use of children for someone


else’s advantage, gratification or profit resulting in an unjust and
harmful treatment of the child.

• Sexual Exploitation- abuse of position of vulnerability or


power for sexual purposes.
• Economic Exploitation- use of the child in work or other
activities for the benefit of others.
► CORPORAL PUNISHMENT- refers to a kind of punishment
for an alleged or actual offense, which is carried out or inflicted
for the purpose of discipline by center’s staff/ houseparents/ Civil
security or any other child. It includes physical, humiliating or
degrading punishment such as:
• beating, kicking, hitting, pinching, slapping to any part of
a child’s body with or without use of an instrument/objects
• kneeling, dragging
• deprivation of child’s physical needs
• exposure to sunlight, rain and other that can threatens the
child’s health
• Confiscation of personal property except when such pieces
of property pose a danger to the child or to others.
► BULLYING OR PEER ABUSE is committed when a child
commits an act or a series of acts directed towards another child,
or a series of single acts directed towards several residents which
results in physical and mental abuse such as:
• hitting, punching, pinching, kicking, spanking or other
similar acts.
• demanding or requiring others to perform her assigned
tasks/ chores or personal obligation except when a child is
sick/ not feeling well.
• taking property.

► TAKING OF FRONTAL PHOTO/ VIDEO AND


CONDUCTING INTERVIEW by others who are not involve in
the helping goals is prohibited to protect their privacy, identity and
confidentiality of their case.

6. PROHIBITION OF CORPORAL PUNISHMENTS


Corporal punishment, abusive language and deprivation of basic
needs as a form of discipline are strictly prohibited.

7. MANAGEMENT OF COMPLAINTS AND


GRIEVANCE FOR THE RESIDENTS AND STAFF

The following procedures shall be undertaken in handling of


complaints and grievance for the residents and staff:
1. Suggestion box for the residents is made available and
discussed its purpose.
2. Conduct interview and meeting to validate the complaints.
3. Call the attention of the concerned staff and talk about his/her
violations.
4. Make a report submitted to the Department Head/ City Mayor
about the complaint.
5. The Department Head will make a recommendation to the
Center Head for an appropriate disciplinary action.
6. Carry out and implement such recommendation by calling the
attention of the concerned staff.

8. NOTIFICATION OF INCIDENTS
The Center Head must be notified immediately within 24 hours for
any incidents happened through verbal and written reports. Emergency
cases be acted immediately by the staff/ houseparents on duty.

9. RECEIPT AND UTILIZATION OF DONATIONS


In case of material donations, these are recorded in a logbook.
Donated food and personal needs are immediately distributed to the
residents. All donated goods are monetized in the logbook for
transparency purposes.

On donated medicines for common illnesses e.g. Biogesic,


neozep, the staff assigned Ms. Madonna Emperatriz Cotiangco/ SW Aide
ensures to check the expiration date prior to acceptance. Expired
medicines will not be accepted. There is only one assigned staff who
decides/ distributes the medicines for common illness.
10. FOOD PREPARATION/ NUTRITION

The Social Welfare Aide is the one who prepares the menu to be
given to the houseparents on duty which will serve as their guide in food
preparation for the week. Houseparents prepares and serves the food,
maintains cleanliness and orderliness in the kitchen and other areas and
ensure proper food storage.

11. REPAIRS AND MAINTAINANCE

Center’s repair and maintenance is included in the budget for the


current year in as far as the labor and materials are concerned. Manpower
services is requested anytime at the General Services Office, City
Engineering Office and ORWASA who are responsible for the minor
repairs and maintenance of electrical, plumbing, structural and water
services.

b. PROGRAM POLICIES AND PROCEDURES

1. CONTRACT SETTING AND INTERVENTION


PLANNING

The Social Worker/ Psychology Staff and the client will


formulate the helping plan according to the perceived need to be
worked on and as expressed by the client herself. Participation of
parents/ guardian will also be maximized if needed.

2. CASE RECORDINGS AND ACCESS TO RECORDS


All clients have individual files. The Social Worker is
responsible in keeping the files of the client. It should not be
furnished to anybody except for reasonable purpose and with the
approval of the Center Head. Individual Case Studies are
maintained and updated.
3. CONFIDENTIALITY
Client’s right for privacy must be respected. A Social Case
Study is not open for anyone to read. Case Studies files must be
placed on a separate files wherein only the Social Worker/ Center
Head have the right to open the records. If client’s records are
needed to be discussed for a reasonable purpose, there is a need to
ask permission from the client to respect her own right.

4. REFERRAL SYSTEM AND POLICIES


The policies and procedures in accepting referral of clients
to the Center are as follows:

1. A child must be a female whose age is 7 years old


and below 18. Victim of abused and those who
committed misdemeanor that constitute threat to her
safety that needs security and protection.
2. A referral letter must be presented and given to the
staff on duty. It should be accomplished completely by
stating the reasons why the child needs to be placed at
the Center.
3. Must be accompanied by the referring person/ worker
from the task force/ Police authorities, main/ district
office and Barangays within Ormoc City and whose
parents cannot be contacted immediately.
4. The referring party should first ensure that the client
being referred is not sick or mentally ill/ violent and
has undergone medical examination and/ or proper
assessment.
5. Upon admission in the center, a child/ victim referred
by PNP-WCPD or any referring party must underwent
a rapid test-RTRT (Covid-19).
6. If the child being referred was not able to have Rapid
Test especially at 9:00 pm onwards, the referred child
is placed at a designated isolation place (curfew
cases)
5. TERMINATION/ DISCHARGE OF RESIDENTS
To discharge residents from the center, the following
shall be taken into consideration:
a. Pre- discharge planning conference with the presence of
the District Worker, parents and their daughter/resident,
the Center Social Worker/ Psychology Staff at least 3
months before the discharge.
b. Reasons for discharge:
• able to develop positive attitude
• acquired education
- graduated in Elem., High School or College
- acquired vocational skills
• can apply for job opportunities from her acquired
education/ skills
• improved relationship with family and community

• parents/ guardian are willing to provide proper care, love,


protection and support
• child without a family is placed for adoption foster care
• able to testify in court for those with filed cases

c. Discharge slip must be signed by the receiving parents/


guardians, Center Head, Houseparent and Civil Security
after discharge conference conducted between the
parents and child, Center Social Worker and District
Worker in the area.
6. INSTITUTIONALIZED TRACKING SYSTEM AND
FEEDBACK MACHANISM ON THE ADMISSION
AND DISCHARGE OF RESIDENTS

On admission:

1. Parents/ guardians/ concerned citizen/party are present


during the minor’s admission at the Center to help in the
formulation of helping plans.
2. Admission Conference is conducted together with the
minor her parents/ guardians the referring worker, the
Center Social Worker and Houseparent.
3. Referral slip and other needed documents must be made
available by the Protection Service Section as the referring
party.
4. Referred minor has undergone thorough assessment and
considered Lingap Center as the last resort for minor’s
placement.

On discharge:

- After Care service is done by the District Workers


- Discharged clients should be referred to the District
Workers for follow-up and provision of support services
based on the discharged conference conducted.
- Reports on the status of discharged clients be submitted at
the Lingap center as basis for closure of the case.

C. FINANCIAL AND MATERIAL RESOURCE
MANAGEMENT
Budget comes from the CSWD allocation, fund is released to
Lingap Center quarterly. The procedures in the liquidation and
utilization are as follows:

1. There is a cash advance given to an accountable officer or the


Center Head in the amount of Ten Thousand Pesos
(₱ 10, 000.00).

2. Weekly marketing is done.

3. The assigned staff prepares and submits a Purchase Request to


the main office for signature of the CSWD Officer.

4. Once approved, check will be released to accountable officer


for replenishment of cash advance.

a. All official receipts/ RER/AR will be checked by General


Services Office staff.
b. If the submitted attached documents are once approved then
proceed to accounting for financial checking.

5. At the end of the year, the cash advance of ₱ 10, 000.00 must
be liquidated.

6. All receipts and other supporting papers are kept by the


concerned staff for liquidation and auditing purposes.

7. Dry/ canned goods, personal needs of children and other


maintenance/ office supplies comes from the allocation of
supplies and materials. Report is submitted to the Accounting
Office.
8. Conduct monthly inventory report of goods and supplies by
SW Aide.

9. Funds for educational assistance and other activities in the


Lingap Center are charged to other services. Amount
released depends on the need.

10. COA rules are observed in all financial transactions.

11. On donated medicines for common illnesses e.g. biogesic,


neozep, the staff assigned ensures to check the expiration
date prior to acceptance. Expired medicines will not
accepted. There is only one assigned staff who decides/
distributes medicines for common illness.
12. In case of material donations, these are recorded in a
logbook. Donated food, and personal needs are immediately
distributed to the children. All donated goods are monetized
in the logbook for transparency purposes.

Budget allocation were taken from the LGU Ormoc City,


CSWD Office General funds.

D. HUMAN RESOURCE MANAGEMENT AND


DEVELOPMENT

There are two permanent workers assigned at the Lingap


center as follows:

1. Center Head/ SWO I – licensed Social Worker


2. Social Welfare Aide – college graduate

One Psychology staff is a Casual plantilla/ college graduate.


All Houseparents and Civil security personnel are Job Order
workers. Hiring is done at the HRM office on monthly basis.
However there are retention JOs assigned at the Lingap Center.
Houseparents assigned at Lingap Center are all female
except for the Civil Security personnel. Three or Four
houseparents are assigned for 8 hours on duty and will avail day
off for the next successive days. All in all there are 4 shiftings
which is equivalent to 16 houseparents.

The usual schedule of duty for the Civil Security are as


follows:

3 Civil security – Monday to Friday 8:00 AM to 4:00 PM


3 Civil Security – evening duty only Monday to Friday
(4:00PM – 12:00midnight & 12:00AM-8:00AM)
3 Civil Security – Saturdays and Sundays

1. Training and Development

Monthly meeting and orientation is conducted to the newly


hired staff on the following:
- Lingap Center manual of operation including their job
functions, programs & services, child protection
policies and Lingap Center operation as a whole.

There are trainings and activities conducted to the staff and


residents at least once a year as follows:

1. Disaster Preparedness Training


- Fire Drill
- Earthquake Drill
2. Basic First Aid Training
3. Solid Waste Management
4. Skills Training
5. Semiannual/ Year-end Staff Development Conference
Other activities such as:

1. Psychosocial Sessions and Counseling to the residents


2. Family Day Celebration
3. Children’s Day Celebration
4. Valentine’s Day Celebration
5. Anniversary and Recognition Day
6. Tree Planting
7. Sportsfest
8. Monthly Birthday Celebration/ Outings
9. Summer Camp Activities
10. Backyard Gardening
11. Search for the Most Talented Residents and Miss Lingap

13. Non-Formal Education/ Tutorial

16. Basic Training on Health protocols especially COVID-19

Only permanent employees are members of GSIS,


Philhealth and Pag-ibig, Job Order Workers are member of Pag-
ibig and SSS.

2. Performance Appraisal System


To ensure the efficiency of staff the following tools for
evaluation are attached:

3. Compensation System
Salaries of all staff are aligned with the government salary
standardization law.

4. Performance based incentives rewards and sanction


There are no incentives for the high performing staff at the
Center. Promotion is based on recommendation.
Should any misconduct among staff occur, an appropriate
and legal process for sanctions will be implemented.
5. Volunteer Management
Volunteers are not accepted at the Lingap center considering
that the Local Government Unit have enough workers who could
be tapped in the implementation of programs and services.

However, short term such as OJT and Immersion Program


are accepted.

6. Discipline
In providing proper discipline to residents, disciplinary
measures were set and consulted with the residents.
Corporal punishment inflicted to residents is a ground for
disciplinary action (suspension/dismissal) of staff. Food should
not be deprived from the residents as a form of disciplinary
punishment.

E. AVAILABLITY OF SUPPORT SERVICES


To determine areas for improving quality of service
delivery, suggestion box is installed for feedback. The purpose
of which is discussed to the residents and staff.

B. IMPLEMENTATION OF PROGRAMS AND
SERVICES

The Center ensures that all planned activities/ programs


and services are implemented.

C. MONITORING AND EVALUATION

The Center Head oversees administration and operations


of the Center. She is responsible in ensuring that the day to day
operation is smooth and service delivery is efficient. Monthly
meeting is conducted to discuss or review center’s policies,
sharing of new information, discussion of issues & concerns and
agreements for the betterment of the center’s operation.
As part of monitoring of the services rendered to the
residents, year-end staff development conference is also
conducted with the presence of the City Social Welfare
Department Officer.

• Accomplishment Report

Center’s accomplishment report is prepared and submitted


quarterly at the CSWD main office and annual report to DSWD.
III. CASE MANAGEMENT
A. CASELOAD OF STAFF

The residents right to privacy shall be respected at
all times. To guarantee their protection, the
following measures should be observed:

sought before sensitive information is disclosed, if
applicable and when possible
‫ ٭‬There is a designated place (office of the Social
Worker/ Center Head) for confidential records.
IV. HELPING STRATEGIES/
INTERVENTIONS
A. PSYCHO-SOCIAL CARE
To recover minor from traumatic experiences and
release negative feelings the following activities are
undertaken:
- Psychosocial sessions
- Group dynamic sessions
- Other activities as discussed during meeting
together with the staff and residents

B. HOMELIFE
- Houseparents conduct weekly consultation with the
residents in their daily assignments
- Change of task assigned is done weekly based on the
capacity of every resident to handle the household
chores.
- Residents are not allowed to do work for personal
services or office work of any personnel.

1. HOUSERULES
1. Referral/turnover of client to Lingap Center,
the referring person must present/
endorsement letter to the CSU, HP or any LC
staff. (Sick and mentally deranged clients be
directly admitted to the hospital for health
reasons)
2. Visitors should be entertained at the office and
not allowed to proceed to the quarters or to the
dining hall without permission form the
office.

3. Visitors with approved communication are


allowed to conduct activities especially during
Saturdays, Sundays and Holidays or non-
office hours.
4. Visitors are required to sign the logbook at the
guard house by indicating his/her purpose and
must affix his/her signature.
5. Visitors are not allowed to take individual/
group frontal picture to residents for fund
raising activities.
6. Confidentiality of information as the residents
right to privacy shall be observed at all times.
7. CSU on duty should conduct inspection to the
things inside the bag of students/ residents
going out and upon arrival at the center.
8. The post/ guardhouse should be attended at all
times by the CSU on duty except when
conducting roving inspection, taking meals
and for personal necessity (HP will take over
in just a few minutes especially during day
time).
9. Only the CSU on duty is allowed to stay at the
guardhouse except for the HP who will take
over during the indicated time as mentioned.
10. All residents are not be allowed to go outside
the Lingap Center during Saturdays, Sundays
and after 5 PM during week days without valid
reasons and approved by the Center Head.
11. Cleanliness and orderliness of the dining hall,
quarters, office and surroundings should be
observed and maintained at all times.
12. Residents are not allowed to use cellphone.
New admittance having cellphone or any
valuable items should be turned over to the LC
staff (HP) and be given to the parent/ guardian
upon paying a visit/ minor’s discharge and let
them sign in the logbook.
The event that we are currently experiencing
global pandemic, cellphone is one of alternative mode in
education, (absence of face to face education).
Scheduled using of cellphone then turn over to
houseparents after classes.
3. PERSONAL CARE & OTHER NEEDS

Personal care and other needs are supervised by


houseparents on duty.
Other needs of residents such as clothing and
personal effects are issued and controlled by Social
Welfare Aide/ Supply Officer.

4. TOILETRIES and LINEN

During the first day of admission, toiletries and linen


are provided. Re-issuance of toiletries is made on monthly
basis while linen and other clothing are issued based on the
need of the residents.
Residents are required to sign the logbook/
distribution sheets upon receipt of any items.
Monthly inventory of goods released is conducted to
ensure that resident’s needs are addressed as well as being
supervised on the proper utilization of goods received by
the residents.

5. FOOD and NUTRITION


The Social Welfare Aide/Supply Officer is the one
who prepares the menu to be given to the houseparents on
duty which will serve as their guide in food preparation
based on the recommended menu for the week.
Houseparents prepares and serves the food, maintains
cleanliness and orderliness in the kitchen and other areas
and ensure proper food storage.

C. EDUCATIONAL SERVICES
Educational Assistance is provided to the residents to
allow them to reach their full potentials in education.
Residents are provided with all their needs. Formal
Education such as Elementary, High School and College are
made available on the basis of ability and attitude of the
student.
School visitation and monitoring is done to ensure
level of performance and interest to pursue her studies.
For those residents who cannot be enrolled in formal
education, Non-formal education/ tutorials is conducted or
opportunity to undergo skills training based on interest for
them to become productive.
The Plan International or other agencies provided
educational equipment and supplies for the modular and
virtual class of the residents in Lingap Center.

Development of special interest


Activities conducted are geared towards the
development of special interest and talents of residents such
as dancing, singing and playing some musical instruments
and other fields.

D. MEDICAL/ HEALTH, PSYCHOLOGICAL & DENTAL


SERVICES
- Referral for medical and dental check-up at the District
Health Center for minor health problems
- Hospitalization at the Ormoc District Hospital to residents
needing further medical intervention
-Medicines is administered and prescribed by licensed
physician
-Houseparents and Residents are trained on basic first aid.
Management of common health problems and taking of
prescribed medicines is supervised by houseparent on duty.
E. SOCIO-CULTURAL RECREATION

The following activities are conducted:

G. LEGAL/ PARA-LEGAL ASSISTANCE

The following activities are conducted to prepare residents


before the scheduled court hearings.

-Briefing/ detailed information pertaining to court appearance


-Review/ question and answer focused to her affidavit
-Court visitation to prepare minor for a new setting
H. LIVELIHOOD/ VOCATIONAL SKILLS

The following skills training were conducted at the Center:

-Family visitors are encouraged to visit the residents except the


perpetrator to establish family bonding

V. PHYSICAL STRUCTURE AND
SAFETY
A. LOCATION and DESIGN
Lingap Center is located in Brgy. San Pablo, Ormoc
City which is about 5 kilometers away from the City proper.

There are 5 bungalow type buildings composed of:


2 sleeping quarters
1 Dining room/ prayer room/ indoor activities
1 kitchen
1 office/ counseling room (Center Head Office)
- Recreation area
- Living room

Laundry area is located at the back of the dining room/


quarters

To meet the basic needs of the residents, the following


community facilities are walking distance away from the
Center.
-Health Center
-Elementary School
-Church
An open space is available for outdoor activities and
backyard gardening.
For security structures and safety, emergency alarm
and fire exits are installed.

In case of PWDs residents, necessary devices are to be


installed to meet their needs as rail, ramp, and toilet/ bath in
compliance to Batas Pambansa 344 s. 1995.
B. FACILITIES and ACCOMODATION

Each residents has her own bed and cabinet. Each


quarter can accommodate 25 residents with a double-decked
bed. Older residents are placed at the upper while younger
residents at the lower bed.
Adequate and potable water supply is provided as well
as electricity.

C. SANITATION and WASTE MANAGEMENT SYSTEM

The Center observes proper Waste Management


Sanitation as follows:
1. Invites resource persons from concerned agency
RE: Solid Waste Management
2. Practice segregation of biodegradable and non-
biodegradable waste materials
3. Observe cleanliness in all areas at all times.

D. EMERGENCY and SAFETY MEASURES

The following procedures in safety and emergency are


being undertaken at the Center.
1. Annual conduct on disaster preparedness training e.g. fire
and earthquake drill and other safety measures by the
invited resource persons from concerned agencies.
2. Orientation of children and staff on what to do during
emergencies.

3. Observance of health protocols due to COVID 19
