Subject: Administrative and Financial sanction for the amount of Rs. 11,500/- for purchase
of the 05 TB wired portable hard disk (External hard drive) for office of ICAR-
DoCA Project through GeM portal.

ICAR-Central Institute of Post Harvest Engineering and Technology, Ludhiana has

sanctioned ICAR-DOCA Project entitled "Study on Determining Storage Losses of Pulses
Stored in Warehouses and to Recommend Norms for Loss/Gain during Long Term Storage"
by Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public
Distribution, Government of India with the objectives i) To identify the extent of gain/losses
in weight for selected pulses, ii) To identify the factors responsible for losses/gains during
storage, iii) To arrive at storage loss/gain norms in specific regions/state with respect to
various factors and iv) To suggest ways and means to reduce the extent of storage losses.
Accordingly ICAR-Central Institute of Post Harvest Engineering and Technology, Ludhiana
worked as Lead Centre and has involved 9 Cooperating Centre with four agencies for
providing facilities and stacks for the study. In this context, Mahatma Phule Krishi
Vidyapeeth, Rahuri is one of the collaborating centres for the period of 2023-2024 to 2026-
2027. Accordingly, University resolution is issued for the same (C/1 to C/6).
As per the objectives of project, huge amount of the data is being generated from various
locations of warehouses and stacks for determination of storage losses of pulses using
different types of weighing balance for weight measurement, digital temperature and
humidity recorder, moisture content determination using oven, seed counter and other
devices. Also, a day to day office work generates data and all this need to store on the hard
disk. The generated data need to be analyzed and test on various software platform. To
transfer and store data from one Computer/ Laptop to other, it is required to have high
capacity portable hard disk. Therefore, it is decided to procure 05 TB wired portable hard
disk (External hard drive. This item is available on the GeM (Government-e Market Place).

Note that the rates on GeM portal fluctuates on daily basis, therefore it is requested to accord
Administrative and financial sanction to an amount Rs. 11,500/- (In words: Eleven Thousand
and Five Hundred only) for purchase of the 05 TB wired portable hard disk (External hard
drive) for office of ICAR-DoCA Project through GeM portal. The buyer can procure under
“Direct Purchase” tab through any of the available suppliers on the GeM portal up to
Rs. 25000/- meeting the requisite quality, specification and delivery period (C/11 to C/20).

In exercise of the power of delegated vide Sr.No. 1(B), the Annexure to the UR. No.
MTG-2(88)/354/of 2015, dated- 31st March, 2015, Associate Dean is empowered to sanction
to an amount Rs. 11,500/- for the above said item. The expenditure required for aforesaid
item may be incurred from the sanctioned grants of ICAR-DoCA Project, MPKV, Rahuri for
year 2023-24 under capital cost.
