    The master of a vessel wrote a letter of protest to inform port representatives that ullage measurements of cargo quantities were difficult to take accurately due to rolling of the vessel in heavy seas and weather. Any discrepancies found between onboard quantities and amounts at the loading or discharging port are likely due to errors caused by the difficult measuring conditions at sea. The master reserved the right to refer back to this issue later on behalf of the vessel's owners.

    Dear Sirs,

    DIFFICULT ULLAGE MEASURING DUE TO SEA/WEATHER CONDITIONS

    This is to inform you that the ullages were taken whilst the vessel was rolling under
    influence of sea/weather conditions. Any discrepancies in on board quantities at
    loading/discharging port ............................................................... are likely to originate from
    the above incident.

    In view of above and in tendering this Letter of Protest I reserve the rights of my
    Principals/Owners to refer to this matter at a later time.
