PART 1
GENERAL INFORMATION

SAMPLE
1. General. This is a non-personal services contract to provide training and education (T&E)
products in support of the Department of the Army.
1.1. Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, tools,
materials, and other items necessary to perform the creation and modification of T&E products
as defined in this Performance Work Statement except for those items specified as government-
furnished information, material, or equipment. The contractor shall perform to the standards in
the Army Virtual Learning Environment (AVLE) contract and this task order. If the two differ, the
task order governs.
1.2. Background. The Maneuver Center of Excellence (MCOE)’s requirement to adapt concepts
ingrained in the Army Learning Concept (ALC) 2020 -2040 has provided the Directorate of
Training and Doctrine (DOTD) with a challenge to meet the requirement for embedding
emerging technologies into individual critical tasks. The objective is to facilitate ease of use to
enable the individual and trainers to choose which medium (written tasks or IMI) of delivery is
appropriate for the learner.

1.3. Scope. In order to enhance the Army learning process of equipment, the contractor shall
design and develop 3D interactive models for the systems identified in this TO with 1 hour of
Level 3 Interactivity (Checks on Learning and Practical Exercises within the 3D interactive
models). The deliverables must meet Baseline Home Computer Configuration found on
https://tadlp.tradoc.army.mil/developers-portal.html under the Army Business Rules and Best
Practices for Distributed Learning, and DISA Security Technical Implementation guide
(https://public.cyber.mil/stigs/, work on Army Work Station computers, and Government Tablets,
APK and iOS mobile devices (Brand and Versons are…). Window version shall not contain
plug-ins.

The contractor shall design and develop Combat Vehicles Abrams M1A2 and Stryker family of
vehicles (FOV) and the M98 Javelin Start UP/Shut Down Procedures within the Army's 3D
visualizer environment application as a stand-alone 3D model. The 3D models should have top
menu and side menu with choices to proceed through the task.

The resulting design must be engaging to the learner and include the ability to interact with all
buttons, knobs, and switches applicable to the task and provide Level 3 interactivity Check on
Learnings and practical exercises.

The Stryker practical exercise will cover all of the starting procedures developed in the 3D
model

M98 Series Javelin: Design and develop a 3D representation of the weapon and allow the user
to rotate and zoom.

A menu with the following:

Weapon operation (to include audio), cycle of operation, disassembly, reassembly, function
check, and engaging targets using the command & launch unit (target acquisition and
determining range).

In accordance with tasks and technical manuals:

The Javelin IMI should contain a user practical exercise scenario, which will remain hidden until
the user advances through all tasks, which will allow the user the ability to acquire, track and
engage vehicle targets, see 5.4.3.7 of TO. Checks on learning should be incorporated
throughout. Proponent will provide practical exercise scenario for use.

All media must be able to run on Army Windows desktop work stations. Windows version shall
not contain plug-ins. A mobile version (APK and iOS) is requested and the GUI design is at the
discretion of the developer based on mobile real estate, but is required to have the functionality
of the Windowed version.

1.3.1 Target Audience: The Combat Vehicle IMI is primarily for use by Active Army, National
Guard, and Reserve Component soldiers in the 19 series MOS and other occupational
specialties using the Stryker FOV. The M98 series Javelin IMI is primarily for use by Active
Army, National Guard, and Reserve Component 11 B Soldiers and non-specific MOSs. Users
may come from a variety of educational backgrounds, from attainment of a high school diploma
to college degrees. Users will also have a range of computer skills and experience and a
Reading Grade Level (RGL) of 10.
1.4. Period of Performance: The Period of Performance (PoP) for this task order is 12 months
from the PoP start date and includes the design, development, and implementation of this
product. Implementation includes incremental development and validation to ensure the
product is ready for fielding.

1.5. Quality Control: AVLE 2.0.

1.5.1. Corrective Action Plan (CAP). AVLE 2.0.

1.6. 3D model deliverables: The contractor shall provide the government with the Developer’s
Content Performance Report for 3D Models prior to proponent Validation of 3D model.
Remediation for all anomalies discovered during the development of each model shall be
corrected prior to proponent Validation of 3D model. See Part 5, Table 5-1 of this TO.

1.6.1. The contractor shall submit any proprietary application software programs used,
databases, and raw project source files that were used to document, meta-data tag, and design,
develop or run the courseware.

1.6.2. The contractor shall specify the software programs and version in which the data files
were created, clearly stating which products were produced by which development tool, taking
special care when multiple development options are available for similar learning material
products. The contractor shall deliver this information in the root folder of the source file
deliverable. “Source Files” in this case include all raw and finished developer files. Further
technical requirements are noted in Part 7, Technical Specifications of AVLE 2.0.

1.7. Documentation. AVLE 2.0.

1.8. Warranty. AVLE 2.0.

1.9. Quality Assurance. AVLE 2.0.

1.10. Recognized Holidays. The contractor is not required to make deliveries or attend meetings
on Federal holidays as recognized by the Office of Personnel Management.

1.10.1. The Government will not work on Federal holidays.

1.11. Place of Performance. The work to be performed under this task order shall be performed
primarily at the contractor’s place of business.

1.12. The highest level of security classification for work under this contract is UNCLASSIFIED.

1.13. OPSEC Requirements. AVLE 2.0.

1.13.1. Adjudication Standards. Contractor and all associated sub-contractors employees shall
comply with adjudication standards and procedures using the National Crime Information Center
Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army
Directive 2014-05/AR 190-13), applicable installation, facility and area commander
installation/facility access and local security policies and procedures (provided by government
representative), or, at OCONUS locations, in accordance with status of forces agreements and
other theater regulations.

1.13.2. Access and General Protection/Security Policy and Procedures: Contractor and all
associated sub-contractor employees shall comply with applicable installation, facility and area
commander installation/facility access, and local security policies and procedures (provided by
the Government representative). The contractor shall also provide all information required for
background checks to meet installation access requirements to be accomplished by Installation
Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor
workforce must comply with all personal identity verification requirements as directed by DoD,
HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes
clause of this contract, should the Force Protection Condition (FPCON) at any individual facility
or installation change, the Government may require changes in contractor security matters or
processes.

1.13.3. For Contractors requiring Common Access Card (CAC). Before CAC issuance, the
Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check
with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive
2014-05. The Contractor employee will be issued a CAC only if duties involve one of the
following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-
site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote
access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD
federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months
or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a
favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of
Personnel Management.

1.13.4. For Contractors that do not require CAC, but require access to a DoD facility or
installation. Contractor and all associated sub-Contractors employees shall comply with
adjudication standards and procedures using the National Crime Information Center Interstate

1.13.5. Required Contractor training. The following training is required only if the individual task
order requires a Contractor to hold a Common Access Card (CAC) card or if access to
Government systems is required:

1.13.6. iWATCH Training. The contractor and all associated sub-contractors shall brief all
employees on the local iWATCH program (training standards provided by the requiring activity
ATO). This local developed training shall be used to inform employees of the types of behavior
to watch for and instruct employees to report suspicious activity to the COR. This training shall
be completed within 15 calendar days of contract award and within 15 calendar days of new
employee’s commencing performance with the results reported to the COR NLT (no later than)
30 calendar days after contract award.

1.13.7. OPSEC. For contracts that require OPSEC Training, per AR 530-1 (Operations
Security), the Contractor employees must complete Level 1 OPSEC Awareness training. New
employees shall be trained within 30 calendar days of their reporting for duty and annually
thereafter.

1.13.8. Antiterrorism. All Contractor employees, to include subContractor employees, requiring


access to Army installations, facilities, and controlled access areas shall complete AT Level 1
Awareness Training with 30 calendar days of reporting for duty and annually thereafter. The
Contractor shall submit certificates of completion for each affected Contractor employee to the
COR or to the Contracting Officer, if a COR is not assigned, within 30 calendar days after
completion of training by all employees and subContractor personnel. Level 1 Antiterroorism
Awareness Training is available at the following website:

1.13.9. Threat Awareness and Reporting Program (TARP). Contractor personnel must
complete the Department of Defense TARP Briefing only if stated in the individual AVLE 2.0
task order.

1.13.10. If the individual task order does not require the Contractors to hold a CAC card or
obtain access to Government systems, the security training listed above in PWS Parts 1.13.6
through 1.13.8 is not required.

1.14. Meetings.

1.14.1. TO Post Award (PA) Meeting. PA meetings will be conducted by the Government within
15 calendar days of the start date of the Period of Performance of this contract. The contractor
shall provide a proposed meeting agenda at least two business days before the PA meeting.

1.14.1.2. The contractor shall establish the PA meeting via teleconference at the contractor’s
facility, applicable school, agency, or another location agreed upon by the Government. Use of
video teleconference centers (VTC) and other distance collaboration strategies such as Defense
Connect System (DCS) and Microsoft Teams shall be considered for all PA meetings. COVID-
19 Restriction of Movement (ROM) will be complied.

1.14.1.3. The contractor shall write minutes of meetings with input from all attendees, coordinate
the minutes before departing from the meeting, and provide draft minutes to attendees no later
than (NLT) two business days following the meeting.

1.14.2. TO Interim Progress Review (IPR) Meetings. The contractor shall conduct IPR meetings
weekly or bi-weekly throughout the TO period of performance. If a weekly or bi-weekly IPR
meeting is cancelled, on the day of the regularly scheduled meeting, the contractor shall provide
a Weekly Status Report detailing, but not limited to, the week’s activities and any difficulties or
problems encountered or anticipated, contractor correction requirements, scheduling problems,
MS, and similar issues, or which previously identified issues that could alter the progression of
work.

1.14.2.1. The contractor shall provide a proposed meeting agenda at least two business days
before each IPR meeting and provide draft minutes to attendees no later than (NLT) two
business days following the meeting.

1.14.2.2. The contractor shall use a collaboration site for IPRs and other meetings that all
Government personnel can access from an Army network.
1.15. Monthly Status Report (MSR). The contractor shall submit a status report by the 5th
business day of the month starting 30 calendar days after award and continuing until final
acceptance of all deliverables. MSRs shall include the TO current status, the projected
completion date for each stage of development, and completed and projected contractor travel.
The report shall also describe any difficulties or problems encountered, anticipated, or which
previously existed that could alter the progression of work. The report shall include
recommendations for resolution of problem areas. The report shall also include a narrative of
work completed in the past month and expected work completed in the upcoming month.

1.16. Milestone Schedule (MS). The contractor shall submit a MS two business days prior to the
PA meeting that provides a description of the work processes, and timing of work effort from TO
award to acceptance of all final products throughout the PoP.

1.16.1. The contractor MS shall include Alpha and Beta Storyboard Government review times,
time required for updates, and Government validation. The time required to coordinate and
accomplish reviews shall be identified in the MS at Post Award. Contractor shall depict within
the MS the time for Content Integration prior to Government validations. A revised schedule
may be approved by the Government provided the end PoP date does not change and the
availability for Government review. The contractor shall provide the final corrected MS to the
Government for approval five business days after PA meeting.

1.17. Delivery Acceptance Letter. The contractor shall provide a signed delivery acceptance
letter for all final deliverables within this contract.

1.18. Contracting Officer Representative (COR). The COR will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration.
The COR is authorized to perform the following functions: assures that the contractor performs
the technical requirements of the contract, performs inspections necessary in connection with
contract performance, maintains written and oral communications with the contractor concerning
technical aspects of the contract, issues written interpretations of technical requirements (within
contract scope). The COR also monitors contractor’s performance and notifies both the
Contracting Officer and contractor of any deficiencies, and coordinates availability of
Government furnished property. A letter of designation issued to the COR, a copy of which is
sent to the contractor, states the responsibilities and limitations of the COR, especially with
regard to changes in cost or price, estimates or changes in delivery dates. The COR is not
authorized to change any of the terms and conditions of the contract or TO.

1.19. Key Personnel. See AVLE 2.0. At the PA meeting, the contractor shall provide a listing of
key personnel along with their positions that will provide work during the analysis, design,
development, implementation, and evaluation of this TO.

1.20. Subject Matter Experts (SMEs). The contractor shall hire technically and doctrinally
knowledgeable SMEs. SMEs shall have defined and documented responsibilities throughout the
period of performance. SME résumé and a SME Utilization Plan shall be required two days prior
to the PA meeting. The SME Utilization Plan shall document the SME’s role in ensuring the
doctrinal accuracy of the product during the entire period of performance and shall include well-
defined tasks, expected meeting attendance, and deliverables. SMEs shall remain available for
the duration of this TO and the contractor shall notify the COR when a SME is no longer working
on the project.
1.21.1. The SME’s qualifications are subject to Government review to assure compliance with
this work statement. SME with the following qualifications meets the requirements of this work
statement:

1.22.1.1. SME shall have a minimum of 3 years’ experience on the Abrams or Stryker FOV and
shall have a minimum of 3 years’ experience with shoulder fired weapons.

1.23. Contractor Travel. The Government may require the contractor to perform travel. The
Government will reimburse travel at the amounts not to exceed the Joint Travel Regulations
(JTR) rates IAW FAR 31.205-46. All travel must be approved in advance by the COR.

1.24.1. Receipts shall be sent to the COR. No Payment will be made without receipts.

1.24.2. Travel costs shall not exceed the contract line-item number (CLIN) for this TO.

1.24.3. Travel may be to the proponent’s location, equipment location, or Fort Eustis, VA.
Anticipated travel includes PA meeting, up to three In Progress Reviews (IPRs), Validation, and
information media gathering/ photos.

1.24.4. Contractor shall submit a trip report to the COR within five business days of completion
of travel.

1.25. Data Rights. AVLE 2.0.

1.26. Organizational Conflict of Interest (OCI). AVLE 2.0.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Government Furnished Information (GFI). The Government will provide to the contractor
lesson plans, PowerPoint slides, and references as GFI for this work. Table 3-1 lists the basic
tasks, lessons, references, and other material.

3.1.1. The Government will provide GFI electronically. The contractor shall delete GFI no later
than 15 days after the end of the PoP.

3.1.2. Table 3-1 below lists the associated reference materials for the development of 3D
models.

3.3. Doctrinal Updates. There will be no Doctrinal updates to the 3D models.

3.4. The Proponent will provide the Contractor with access to the parts, systems, subsystems at
a designated Government facility. This access will be limited to a short, fixed amount of time,
normally [one week], and will not exceed [two weeks]. No more than [two] separate data
collection trips will be granted during this contract. The Contractor shall [collect all data required
to accomplish the modeling process] during this time. The equipment is not available at Ft.
Benning, accommodations will have to be made through another installation where the
equipment is located.

3.5. During this access period the Contractor will be allowed time to take any photographs,
measurements (nondestructive) or any other readings needed to develop the models. The
Contractor shall provide all equipment or materials necessary to obtain this data.

3.5.1. The Proponent or other Government function/agency personnel will be available during
this data gathering effort to assist with the information on the item being modeled.

3.5.2. The Proponent or other Government function/agency personnel will tear down the
system/subsystem to allow the Contractor to [collect data on the assembly parts for modeling.
Only the Proponent or other Government personnel or their designees will be allowed to tear
down or reassemble any system/subsystem.

3.5.3. In no situation will the Contractor be allowed to remove any part, no matter how small,
from the Government facility where the data collection is being conducted, unless prior approval
is made in writing from the owning agency.
Part 4 - CONTRACTOR FURNISHED ITEMS AND SERVICE

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES

4.1. General. The Contractor shall furnish all supplies, equipment, facilities and services
required to perform work under this contract.
4.2. The contractor shall provide its own access to the Internet for downloading GFI from
Government sources including but not limited to Army Publishing Directorate (APD), Joint
Knowledge Online (JKO), email, DoD SAFE, or other SAFE sources. If Sponsorship is required
for Identity, Credentialing and Access Management (ICAM) for CTE management functions, the
contractor shall request sponsorship in support of and during the term of this TO through the
COR.
4.3. Contractor Facility Clearance. The contractor shall follow the standards and guidelines
outlined within National Institute of Standards and Technology Special Publication 800-171,
Revision 1 (Protecting Controlled Unclassified Information in Nonfederal Systems and
Organizations) for the handling of GFI and/or Government furnished materials (GFM) for this
effort.
Part 5 - SPECIFIC TASKS

5. Specific Tasks. The contractor shall provide services as specified in the AVLE 2.0. The
contractor shall provide Analysis, Design, Development, Implementation, and Evaluation (ADDIE)
of T&E products IAW MIL-PRF-2961B and Training and Doctrine (TRADOC) Regulation 350-70,
TRADOC Pamphlets 350-70-12 &14, and the Data Item Descriptions (DIDs) as specified in TO.

5.1. Analysis Requirements. The contractor shall analyze and provide reports of analyses, IAW
TRADOC (TR) regulation 350-70, TR Pamphlet 350-70-14, and the Data Item Descriptions for
each report as specified in TO.

5.1.1. Government Furnished Information (GFI) Analysis Report. The contractor shall submit a
GFI Analysis Report within 30 calendar days after award. The GFI Analysis Report shall address
all reference materials identified and provided by the Government to design and develop the
courseware.

5.1.1.1. The contractor’s GFI Analysis Report shall be formatted as a crosswalk report that
chronicle each task/objective, identify which GFI will be used to develop that task/objective, and
state if the GFI is available, unavailable, not required, not current (for development of identified
tasks/objectives), adequate (acceptable in quality and quantity for development of identified
tasks/objectives), or inadequate (for development of identified objectives).

5.1.1.2. The contractor shall have three business days upon notification of any deficiency to
remedy the problem and return corrected GFI Analysis Report.

5.2. Design Requirements. The contractor shall use responsive web techniques when designing
and developing courseware that will support playability within all modern browsers listed within the
BHCC.

5.2.1. The contractor shall use in the design/development of the course, imagery for use within
the course that complement the content objectives.

5.2.2. The contractor shall comply with the following specifications for 3D model weapon
development as indicated in the SCOPE of this TO.

5.2.3. Section 508 Compliancy. The contractor shall ensure content developed is 508 compliant
with the Revised 508 Standards and Web Content Accessibility Guidelines 2.0. The contractor
shall follow guidelines in https://tadlp.tradoc.army.mil/developers-portal.html Business Rules
and Best Practices (BRBP) and TR Pam 350-70-12.

5.2.3.1. The contractor shall provide a document that detail each aspect of the Revised 508
standards requirements to demonstrate how the DL product is compliant with the revised 508
Standards. This document should be submitted prior to Individual Trials.

5.2.3.2. Contractor shall update any non-508 compliant Government provided materials
including videos to 508 accessible content.

5.2.3.3. Section 508 Compliancy. The contractor shall ensure content developed is 508
compliant and shall follow guidelines in TR Pam 350-70-12. The contractor shall deliver a
certificate from an independent authority specializing in certification of products for 508
compliance for all T&E products. This document should be submitted prior to Individual Trials.
5.2.4. Instructional Media Design Package (IMDP). The contractor shall design the product to
meet the stated requirements and document that design in a detailed IMDP as delineated in
TRADOC Pam 350- 70-12 and DI-SESS-81520B (entire document applies).

5.2.4.1. The contractor shall provide an overarching design that explains the flow and
progression of the components to be used with the asynchronous, self-development delivery of
the content.

5.2.4.2. The contractor shall include within the IMDP a graphical user interface (GUI).

5.2.4.3. Copyrighted materials. The contractor shall gain permission to use copyrighted
materials and shall provide documentation of permission to use the copyrighted materials to the
Government.

5.2.4.4. The contractor shall complete the IMDP 20 calendar days after GFI acceptance and
include a 508 compliance section for documenting how the product will meet 508 compliance
standards in accordance with Section 508 of 29 U.S.C. 794d, the Rehabilitation Act of 1996 and
TRADOC Pamphlet 350-70-12.

5.2.4.5. The contractor shall have three business days upon notification of any deficiency to
remedy the problem(s) and return the corrected IMDP for acceptance.

5.3. Storyboards. The contractor shall create storyboards to gain approval for instructional
design and content validation IAW AVLE 2.0 and TRADOC Pamphlet 370-50-12 & 14. The
storyboard shall provide explicit graphic and textual information on how the 3D Models will look,
sound, and function. Storyboards are a visual depiction of the program to be produced -
storyboards detail the visual, audio, and programming elements of the courseware and shall
include all branching requirements. Storyboards represent each scene/screen by a separate
graphic (drawing, still photograph, etc.). Storyboards are developed at the lesson frame/page
level and are the design document from which the actual screens are developed. Storyboards
can be developed using word processing software (such as MS Word), presentation software
(such as PowerPoint) document, database, or in a commercial/Government-off-the-shelf
storyboarding tool that meets Army education/training technical and functional standards.
5.3.1. The contractor shall develop storyboards using any tool the Government is able to review
in and provide consolidated comments.
5.3.2. 508 Compliance Section. The contractor shall include a 508 compliance plan section on
each page of the storyboards and shall address page navigation as well as how page (pictures,
text, animations, videos, etc.) will be made accessible.
5.3.3. The contractor shall follow review times indicated in the approved MS and upon
notification of any deficiency from the proponent, remedy the problem(s) and return the
corrected storyboard.
5.3.4. Checks on Learning (COLs): The contractor shall develop COLs as indicated in Table 5-1
that ensure the student demonstrates objective mastery. Proponent will provide COL questions.

5.3.4.1. Successful completion of COLs is not required for advancement through the IMI. If the
student fails the COL, they will be given another chance after an appropriate reminder. If the
student fails a second time, they will be provided with the correct answer and allowed to
continue.

5.3.4.2. COLs shall incorporate graphics, animations, labeling, and object placement.

5.3.5. Practical Exercises (PEs): The contractor shall develop PEs as indicated in Table A.
Proponent will provide practical exercise scenarios.

5.3.5.1. The contractor shall design PEs based on real-life scenarios. The PEs shall be
founded in the learning objectives, require the student to make decisions based on the
objectives, and display results based on real-life consequences.
5.3.5.2. The contractor shall vary the scenarios.

5.3.5.3. The PEs shall be scenario based with a minimum of 3 branching questions.

5.3.5.4. The PEs will be scored, feedback provided, and users will have unlimited attempts.

5.3.5.5. The Abrams M1A2 SEP and Stryker practical exercise will cover all of the starting
procedures developed in the 3D model. The pass/fail measurement will be 100%.

5.3.5.6. The M98 Javelin IMI shall contain a user scenario, which will remain hidden until the
user advances through all tasks. The user will be prompted with task and conditions (text) to
acquire targets using the command & launch unit (CLU); Determine if target is in range and
verify it as enemy; Fire the Javelin at target by activating the seeker, obtaining seeker lock-on
and launching the missile in accordance with individual task 071-060-0005 Engage Targets
with Javelin steps 2-7.

5.3.5.7. The scenario should include a mix of stationary and moving vehicle targets (friendly
and foe) at several ranges (up to 2500M) under day and night conditions. Terrain, trees, and
buildings will have to be developed to accomplish this out to 2500 meters. The user will be
able to switch between wide field of view (WFOV) and narrow field of view (NFOV) to acquire
targets and have the ability to change image polarity. The scenario should allow for Top Attack
and Direct Attack Modes. Scores will be displayed after each scenario.

5.3.5.8. The pass/fail measurement will be greater than 80% of targets correctly identified and
destroyed. The result is only presented to the user and not reportable.

5.4. Assessments: [DI-SESS-81525C] Learner Performance Measurement Instruments/Test


Requirements – The contractor shall comply with the learner performance measurement
instruments/test requirements in the TRADOC Pam 350-70-5.

5.4.1. Test Packages. The contractor shall provide specific data necessary for the examination
of an individual’s or unit’s knowledge, skills, attitudes, and achievement of learning objectives
(DI-PSSS-81525C, entire document applies.

5.5. Development Requirements. The contractor shall develop 3D models in accordance with
the approved IMDP.

5.5.1. The contractor shall develop Interactive Multimedia Instruction (IMI) as Learning Content
Objects and Reusable Learning Content Objects, IAW regulation (TR 350-70) and Data Item
Descriptions (DID). See AVLE base contract 5.4 thru 5.4.1.2.

5.5.2. Development and Authoring Tools. The contractor shall develop 3D interactive models for
the vehicles identified in this TO within the Army’s 3D visualizer environment application. The
developer shall create objects within Unity and Autodesk Maya. The deliverables must meet all
Army Information Assurance (IA) standards, designed to work in Windows format, work on Army
Work Station computers, and Government tablets, APK and iOS mobile devices. Window
version shall not contain plug-ins.
5.5.3. The contractor shall use responsive web techniques when developing 3D models on
Government tablets, APK and IOS formats as identified in SCOPE and support playability within
all modern browsers listed within the Baseline Home Computer Configurations (BHCC).

5.5.4. Reusable Learning Content Objects (Reusable LCOs). The contractor shall develop
reusable LCOs; LCOs with content designed for presentation independent of learning context.
Reusable LCOs do not rely on another learning object to be understood, and may be reused,
without modification, in compatible learning environments without losing any instructional value.

5.5.5. 3D Animated Models. The contractors shall develop 3D animated objects which appear in
a three- dimensional space, can be positioned, orientated, transformed, and rotated to depict a
detailed and accurate virtual representation of the real-world object. These animations shall be
used in training and education products to depict real life equipment processes and products.
3D Animations shall be based on 3D modeling; the contractor shall design 3D animations based
on 3D modeling by employing a mathematical representation of the three-dimensional surface
of an object.

5.5.6. The Developers Content Performance Report shall contain the performance metric that
includes observations not limited to playability and functionality of the 3D models. The
contractor shall use the Army targeted platform/environment listed within this PWS to obtain the
metrics for the Developers Content Performance Report for 3D Models, (Table 5-2). Metrics
shall include observations not limited to playability and functionality of the models. 3D model
anomalies shall be corrected prior to continuing within the 3D model development process. The
3D model functionality shall demonstrate the same playability as high resolution photographic
quality. All 3D model playability anomalies that include and not limited to latency, rotation, tilt,
expand, x-ray, pan and zoom, fly, and functionality shall be recorded within the Content
Performance Report. Contractor shall provide this report to the government prior to Individual
Trials and prior to Final validation by the proponent.

5.6. Implementation/Evaluation Requirements. The contractor shall provide Implementation

Description for the following:

5.6.1. Validation Plan. The contractor shall prepare a Validation Plan in accordance with DI-
PSSS-81524D, TR 350-70, 350-70-12 &14, and PWS. Contractor shall include as part of the
validation plan the Content Performance Report for 3D Models.
5.6.1.1. The contractor shall have three business days upon notification of any deficiency to
remedy problem and return corrected Validation Plan.
5.6.2. Test Plan. The contractor shall develop a test plan for each deliverable product using the
3D Model Table 5-1. The contractor shall document the testing strategy for the courseware
within the IMDP. The test plan shall contain information IAW TO and DID DI-SESS-81525C.
The test plan will be approved by the Government before use in test performance environment.
5.6.3. Evaluation Requirements. The contractor shall use the Army targeted
platform/environment listed within this PWS to develop and validate the functionality of all 3D
models on the proponents’ Army Work Station computer, Government Tablet, APK and iOS
mobile device.
5.6.3.1. Individual Trials (ITs). All products will undergo at least one cycle of Individual Trials,
Individual Trials. The contractor shall assist the Government in the conduct of IT. The contractor
shall review learners comments after IT and make corrections to content issues, instructional
deficiencies, technical issues and functionality on the target platform.
5.6.3.2. Proponent will validate the functionality of the 3D models on Army Work Station
computers, Government Tablet, APK and iOS mobile devices during Individual Trials and before
accepting the Final deliverable.
5.6.4. Validation Report. The contractor shall analyze the results of the proponent’s validation to
determine if the objective/content is valid. The results of this analysis shall be delivered in the
Validation Report. Validation data shall be used by the contractor to make any fixes to the 3D
models prior to final delivery.
5.6.4.1. The contractor shall have 5 business days upon notification of any deficiency to remedy
identified problems and to return the corrected validation report.
5.7. Other Requirements.
5.7.1. Online Review System. AVLE 2.0. Appendix A.
5.7.2. Browser Version. The contractor shall determine the design and develop courseware
using a browser and browser version listed within the Army Baseline Configurations for the
commonly used computing environment within the Army Enterprise Infrastructure. At project
completion, the contractor shall list the targeted browser used for development within the Letter
of Instruction (LOI).

5.7.3. Baseline Home Computer Configuration. The contractor shall ensure the courseware
plays using Baseline Home Computer Configurations for the commonly used computing
environment within the Army Enterprise Infrastructure. This baseline configuration can be found
on https://tadlp.tradoc.army.mil/developers-portal.htm under the Army Business Rules and Best
Practices for Distributed Learning and DISA Security Technical Implementation Guide
(https://public.cyber.mil/stigs/).

5.7.4. The contractor shall submit and specify any proprietary application and software
programs including version in which the data files were created, clearly stating which products
were produced by which development tool, taking special care when multiple development
options are available for similar learning material products. The contractor shall deliver this
information in the root folder of the source file deliverable. “Source Files” in this case include all
raw and final developer files that were used to document, meta-data tag, design, develop, or run
the courseware. Further technical requirements are noted in Part 7, Technical Specifications of
AVLE 2.0.

5.7.4.1. Documents and project files: The contractor shall deliver templates and completed
documents supporting the specific product to the Government. The contractor shall deliver
complete project files and audit trail documentation to the Government.

5.7.4.2. Source files: The contractor shall deliver all source files (graphics, animations, audio
files, and etc.) as part of the final delivery file set.
5.7.4.3. Graphics and media source files: The contractor shall deliver all graphics and media
source files in the format from which the graphics or media was originally derived. For example:
MPEG-4 source file would be the uncompressed video file that was used to create the MPEG-4
(.mp4) file. The 2D graphics pictures that were captured from a 3D drawing would be the
original AutoCAD® file.
5.7.4.4. Authored content source files: Authored content source files shall be delivered in the
same folder structure from which the developer exported/converted deliverables provided to the
government.
5.8. Delivery method: The contractor shall deliver product deliverables, to the government via
electronic file delivery via a web accessible file share site that is easily accessible and may be
part of the existing online review site. The contractor shall ensure product file delivery site is
readily accessible by standard government employee computers. The contractor shall be
responsible to follow specific delivery requirements that may be provided in this TO.
5.9. Make Required Corrections: The contractor shall deliver T&E products to the government
for content review and validation. Based on this review, the contractor shall make, changes to
the products that the government identifies as critical to ensure accuracy, functionality or
operability. The standard is 100% implementation of required changes as identified in previously
reviewed products, and no new errors.
5.10. Government Acceptance. Acceptance constitutes acknowledgment that the products and
services conform to applicable contract quality and quantity requirements. Acceptance will take
place after final delivery of all 3D Models with animation, as specified by TO. The government
has the right to reject any 3D model that does not meet the specifications and requirements
listed within this TO. Prior to delivery each 3D model will be inspected for performance
compliancy listed within the Content Performance Report for 3D Models and all anomalies are
corrected prior to acceptance by the Government.

PART 6: APPLICABLE PUBLICATIONS. AVLE 2.0.

7.1. The contractor shall design, develop and implement all T&E products following the technical
configuration specified in the individual task order.
7.2. Section 508 of 29 U.S.C. 794d, the Rehabilitation Act of 1998. The contractor shall ensure
all courseware products required by each task order conform to Sec 508 of 29 U.S.C. 794d.
