KYLA: Rescuers in the glorious land of India have valiantly embarked upon a noble mission to penetrate the
depths of a partially collapsed tunnel nestled within the majestic Himalayas. With unwavering
determination, these brave souls have surpassed the halfway mark, inching closer to the imprisoned workers
trapped within the labyrinthine passageway.
It was on the fateful day of November 12 when tragedy struck, and forty-one diligent laborers found
themselves ensnared within the confines of Uttarakhand, a northern state of India. The very entrance to their
sanctuary crumbled, igniting a desperate call for salvation and setting in motion a relentless rescue
operation.
Drawing upon the power of mighty machinery, the operation has triumphantly pierced through two-
thirds of the formidable rubble, bridging the gap that has held the workers captive for over a week. This
remarkable feat, as revealed by the authorities on this auspicious day, was accomplished through the tireless
efforts of drilling, reaching a staggering distance of thirty-nine meters.
The unfortunate incident that unfolded earlier this month left the laborers confined amidst a
formidable mound of rubble, deprived of the life-sustaining elements of oxygen and water. Yet, the
authorities swiftly established communication with the trapped individuals, embarking on a perilous journey
to extricate them from their dire predicament. Assisted by the local police, India's Disaster Management
Authority, and the State Disaster Response Fund, they valiantly ventured forth.
In what can only be hailed as the operation's initial triumph, the rescuers ingeniously maneuvered a
fifty-three-meter pipe through the treacherous debris, enabling them to provide the imprisoned laborers with
their first nourishing repast. This bountiful meal consisted of lentils, water, medicines, and the precious
elixir of life itself, oxygen. Not content with this achievement, a second pipeline was swiftly installed on the
following day, ensuring a continued supply of sustenance to the trapped souls.
It is worth noting that the tunnel in question forms an integral part of the visionary Char Dham
Highway project, spearheaded by the esteemed Indian Prime Minister, Narendra Modi. This grand endeavor,
with its vast financial investment, seeks to enhance connectivity within the splendid state of Uttarakhand,
granting pilgrims and travelers improved access to sacred destinations of utmost significance.

In a remarkable display of administrative diligence, the City Government of San Fernando, La
Union, underwent the rigorous validation process orchestrated by the esteemed Department of the Interior
and Local Government (DILG) on the 21st of November. This momentous event took place at the esteemed
Liga ng mga Barangay Hall.
A panel of meticulous validators meticulously scrutinized and assessed the city's multifarious
processes to ascertain the degree of compliance exhibited by various offices with regards to the Ease of
Doing Business (EODB) and the Anti-Red Tape Authority (ARTA).
Distinguished personalities such as Mr. John Renze Gelua from the DILG Central Office, Ms.
Benedicta M. Barnachea from the DILG Regional Office, Ms. Ann France Burgonio from the DILG Ilocos
Sur Provincial Office, and Ms. Ingrid Ira M. Ignacio from the DILG La Union graced the occasion as the
esteemed validators representing the Local Government Unit (LGU).
The honorable City Mayor, Hermenegildo Gualberto, and the erudite City Local Government
Operations Officer, Ms. Lily Ann Colisao, were also in attendance during the comprehensive audit.
Furthermore, the City Department Managers and Focal Persons were present, poised to address the queries
posed by the discerning validators.
During the exit conference, the DILG Validators imparted their sagacious suggestions and astute
recommendations aimed at enhancing the quality of services rendered by the city. They expressed their
ardent hope to witness the implementation of the aforementioned improvements during the forthcoming
validation process.
