1.1 Introduction to Directorate General Public Relations (DGPR)

Directorate General of Public Relations (DGPR), Punjab is the principle media communication
wing of Government of Punjab that works to ensure rapid proclamation of information about all
the happenings either long-term or short-term projects and plans, public policies, and initiatives
of Government of Punjab. Its vision is to establish a well-informed Punjab. It was established in
the 1940s and upgraded as DGPR, Punjab in 1984. It works as the main publicity arm and help
spreading the information through three main bodies, print media, Digital media, and social
media. It also deals with countering the negative propaganda and information in terms of fake
news. Other than DGPR Headquarters in Lahore, there are nine Divisional Information offices
and Twenty-seven District Information offices located in all divisions and districts of Punjab
Province. DGPR also has a Liaison office In Karachi and Southern office in Multan.

The Directorate General Public Relations has been operating to create better understanding of
government efforts and policies by effective utilization of mass media, social media, publicity
and media management and image building of Punjab Government. It also highlights and
promotes natural integration and cultural activities and relevant seminars. DGPR Punjab
maintains Press Laws relating to newspapers, magazines, pamphlets and posters entrusted to the
Home Department and control on the reproduction of books and literary works of foreign origin,
screening of periodicals and magazines, particularly the foreign magazines of repute. The DGPR
also provide press clippings of public demands, and complaints suffering to relevant department.

1.2 Objectives of DGPR

The Directorate General Public Relations is the government organization responsible for
managing the public relations of the Punjab government. The primary objectives of DGPR
include:

1. Understanding the government policies:

One of the main objectives of DGPR is creating better understanding of government efforts to the
general public as effectively as possible. The tools used in the organization to spread information
mainly include print media, Digital media, and advertisement section. Every section has its own
hierarchy system for the better working and efficiency.

2. To bring transparency in the processes:

To bring transparency, a system has been developed for department’s request orders, media
planning, release orders, and issuance of newspaper, invoice submission and consolidated and
supplementary bills generation. This creates a transparency of the working of organization.

3. To build the positive Image of the Punjab Government:

DGPR Punjab also works to develop the positive image of the Government. The basic aim of this
organization is to publicize Punjab government’s welfare policies and development projects through
media, along with improving its perceptions among the people while apprising the government
about problems, feelings and sentiments of the people. It has a close link with the media as it
provides news of all departments of the Government of Punjab and their publicity material to the
people through print and Digital media DGPR also issued advertisement of all its departments
through Advertisement Section of DGPR Punjab, which releases it to newspapers, journals and TV
channels. The system stipulates higher authorities with focused information to improve
management, strategic media planning and overall control. Moreover, it facilitates the stakeholders
for convenient and efficient handling of their affairs.

4. To facilitate the Punjab Government


The Technical Section (Sound) of the DGPR provides public address system for the official
meetings / public functions. Its Advertisement Section release official and semi-official
advertisements through media. It Facilitate for the journalists including accreditation of press
correspondents and press photographers, and preparation /screening of films and documentaries and
speech writing. The network of Director Public Relations / Deputy Director Public Relations /
District Information Officers at Divisional /District level and attach Public Relation Officers to
Governor, Chief Minister and Provincial Ministers is another function of this Directorate General
Public Relations.

5. To disseminate the information:

The DGPR Punjab aims to disseminate accurate and timely information about the policies,
programs, and initiatives of the Punjab government to the General public and media.

6. To facilitate the media:


The DGPR acts as a liaison between the government and the media to facilitate their access to
information and resources.

7. To provide support:

The DGPR provides support and guidance to the other departments of the government in their
communication and public relation activities.

8. To Monitor:

The DGPR monitors if the government’s policies are effectively communicated to the public
through various media channels. It also monitors Punjab government’s media coverage and provide
feedback to the government on public opinion and perception.

9. Engagement with Stakeholders:


The DGPR Punjab engages with various stakeholders, including civil society, NGOs, and
international organizations, to promote the government’s policies and initiatives to build partnership
for development.

10. Crisis Management:

The DGPR Punjab plays a vital role in crisis management by providing timely and accurate
information during emergencies or disasters.

Overall, the DGPR aims to create a transparent. Responsive and accountable government that is
accessible to the people of the province, and to promote effective communication between the
government and the public. It helps the government of the Punjab to establish a soft image and let
the public know about the

Overall, the DGPR is typically organized into several units or sections that work together to
ensure effective communication with the public and other stakeholders.

Sections and Wings:
1. Press Information

The News and Press Information Section works as a backbone of DGPR, Punjab. This section is
responsible for Content creation for Regional, National, and International Newspapers. It is done by
collecting data and information, shortlisting them, analyzing them, editing, and then disseminating
them to print media houses.
Its functions include portraying good image of Government of the Punjab through welfare-oriented
programs, and day-to-day activities, through print media. It works to counter negative propaganda
against national interest. Its main function also includes provision of news clipping on important
provincial, national, and international issues to Government of Punjab, Chief Minister Punjab, and
Provincial Ministers, advisors, special assistants and administrative secretaries.

2. Digital media

Digital media is concerned with the coverage of all the Government departments on news channels.
The Government has established a Chief Ministers Monitoring cell under the Digital media section
of DGPR with a view to monitor and record the content of media channels with regard to the
coverage of government, specifically CM Punjab, for future references. This section also works
closely with the IT and Information department to work on social media. It also facilitates
communication between media channels and the government.

3. Digital Media

Digital Media works to take care of online presence of the departments of Government of the
Punjab and its strategies. It designs and works to run government based campaigns and initiatives to
spread the information to wider public. The social media accounts that come under the government
of the Punjab are also run by this department such as Facebook, Instagram, and LinkedIn. This
section also analyzes the online activities and trends either in the favor of the government or against
it and is able to take action. The Digital Media department is also responsible for creating and
maintaining websites of the government, ensuring that they are user-friendly and provide accurate
and updated information.

4. Advertisement

This department issued the advertisements of government to regional, national and international
press, and Digital media. This section issues No-Objection Certificates (NOCs) to newspapers for
publications of super supplements, prepare print and Digital media campaigns for

Government of the Punjab, and checks stall value printing press of newspapers/periodicals to
determine their circulation position for Audit Bureau of Circulation (ABC) Islamabad and inclusion
in Central Media List (CML).
This department also deals with the media buying process, which involves negotiating and
purchasing advertising space in various media outlets. They make sure that the government’s
advertising budget is used efficiently to reach the target audience.

5. Press Laws, Books and Monitoring

This section is responsible to administer press laws, books, pamphlets, leaflets, and posters. This
section also takes action against publishing objectionable writings. The national and international
magazines are also analyzed by this department and a thorough report is made for their high-ups
and proposes further action.
The section also administers the West Pakistan Ordinance (Regulation Control Ordinance), 1969.
Under this ordinance, no one can re-print or publish any document without the permission of
government, which is first printed in some foreign country.
The Press law also provides support regarding regularity report of periodicals for inclusion in
Central Media List for Advertisement and Audit Bureau of Circulation (ABC).

6. Films and Publications

This section is responsible for regulating and promoting films, publications, and other media
content in the Punjab province. They also play a vital role in promoting cultural activities by
ensuring the publication of books, magazines, and newspapers that are in line with the cultural
values and norms of Punjab. It also regulates the distribution and exhibition of films to promote and
protect the film industry of Pakistan. Films and Publications section of DGPR also has a mandate to
conduct the video coverage of all Government related activities and the delivery of those footage to
the different channels. The non-linear editing (NLE) of coverage of Chief Minister, Governor and
other officials are secured and sent to channels through File Transfer Protocol (FTP) System. This
section also makes documentaries and reels to show the activities of Government and cover all the
initiatives to portray them in a positive manner. Moreover, this section also works to ensure that
films and publications adhere to the regulations of Pakistan and Punjab, including censorship laws,
and issues certificates of approval to the films and publications that meet the necessary standards.
Overall, this section aims to promote a vibrant media industry in Punjab while ensuring that the
content produced is culturally and nationally appropriate.

7. Research and Reference:

This section collects and analyzes data related to various public policy issues and government
initiatives and uses this information to prepare reports and briefings for senior officials. They also

maintain an extensive library of government documents, reports, and other relative materials, which
they make available to the government officials and members of public upon request. This section
also maintains references of press clippings and records of newspapers. It also deals with the
correspondence and submission of newspaper clippings as a feedback to Governor Punjab,
Provincial Ministers, and Administrative Secretaries. These documents on various issues are also
submitted to the Chief Minister, Governor, and officers when required, by the concerned authorities.

2.1 Objective of the Interns:

An internship is a professional learning experience that offers meaningful, practical work related to
a student’s field of study or career interest. It provides the students an experience to put in practice
what they have learned so far in their academics and to learn new things from the organizations that
have been working for years. In this way, the already learned skills can be enhanced and polished.
Internship also provides a student an insight about how to maintain the decorum of working
environment and it benefits them from a mentor’s experience and advices. A few objectives of the
interns are:

 By doing an internship, the students get the opportunity for the career exploration and
personality development. It offers an intern a space to bring new ideas and energy into
workplace, develop their own interest, and potentially build a mark by bringing
something to the workplace for future interns and employees.

 To gain the maximum benefit, a coach or a supervisor should be present to provide


coaching and evaluation of the student. The several learning outcomes should be decided
beforehand so that within the time period of internship, student can be able to work on
those areas.

 Internship provides an exposure to the student that has been studying in a strict academic
environment and does not have any experience of work. The student can evaluate his
ability to work before going into the practical life and that can increase his confidence,
polish his skills and give him an experience.

 Working in a known organization can also provide an intern some management skills that
can benefit him. Managing several tasks at once is not easy for a student and that skill is
required in work space. To get such skills, internship is a valuable opportunity during the
academic time period of a student.

 Most organizations and institutes want employee to have some sort of professional
experience, even for some entry-level jobs. If you apply for a job without an experience,
there is a less chance that you will be selected against those who have some experience.
So, it is important to have at least one internship experience before leaving the university
to give you a leg up on the competition. After completing the internship in a known
organization or institute, it can be added to the resume of a student that he or she has
worked and has some experience of working. Secondly, if the student has excelled the

tasks during the period of internship, the job can be offered to the student by the same
organization after the completion of degree.

 Having an internship benefits the students in the working environment, and it also builds
your professional network. By connecting with the people, you can secure a job. So,
networking is important for a student and internship provide a great environment to meet
professionals in the field that you want to pursue, as well as other interns who have
similar interests.

 An internship can also provide students with the soft skills needed in the workplace and
in the leadership position. Skills such as communication, leadership, problem-solving,
and teamwork can all be learned through an internship.

2.2 Duties performed during the Internship


At the start of my internship at DGPR, I learned about the working and objectives of the
organization and how it is contributing to the government. I was sent to the section of Digital
media to complete my internship there. This cell is equipped to monitor and record around
all major news channels in four shifts. It is closely linked with the news channels and often
works together in some important event’s coverage. The major function it performs includes
issuing license to Digital media channels, and ensuring that they comply with the rules and
regulations set by the government. This section can also take actions against violation of laws
by issuing warnings, fines or suspension of license of the news channels. The Hierarchy of
Digital media works in the following manner:

Week 1 Internship Report - Article Writing

Introduction:
In the first week of my internship focused on article writing, I embarked on a journey to
enhance my skills and understanding of crafting engaging and informative content. This
initial week laid the foundation for my immersion into the world of effective article
composition.

1. Understanding Audience and Purpose:


- Explored techniques to analyze target audiences and tailor articles based on their
needs and interests.
- Gained insights into adapting writing styles to suit different purposes, whether
informational, persuasive, or entertaining.

2. Research and Source Integration:


- Developed proficiency in conducting thorough research to gather relevant information
for articles.
- Explored strategies for effectively integrating researched content into articles while
maintaining credibility.

3. Structuring Articles for Impact:


- Learned about the importance of clear and logical article structures to enhance
readability.
- Explored various frameworks and templates to organize information and create
compelling narratives.

Practical Application:

1. Topic Selection and Brainstorming:


- Engaged in brainstorming sessions to generate diverse and captivating article ideas.
- Collaborated with the team to refine topics that align with the organization's
objectives and audience preferences.

2. Drafting and Editing:


- Worked on creating initial drafts, focusing on incorporating engaging introductions
and impactful conclusions.
- Explored the iterative process of editing to refine language, style, and coherence in
articles.

3. SEO Best Practices:
Received an introduction to Search Engine Optimization (SEO) principles and their
relevance in article writing.
Explored strategies to enhance articles for search engine visibility without compromising
quality.

Week 2 Internship Report: Crafting Engaging Headlines and Bulletin
Writing

In the second week of my internship, the primary focus was on honing the skills required
for crafting compelling headlines and constructing informative news bulletins. This
week's activities provided valuable insights into the intricacies of effective
communication in the realm of journalism.

Headline Writing:

Learning Objectives:

1. Attention-Grabbing Techniques: Explored various methods to create headlines that


capture the audience's attention instantly.

2. Audience-Centric Approach: Understood the importance of tailoring headlines to


specific target audiences.

3. Clarity and Relevance: Emphasized the significance of crafting headlines that are
clear, relevant, and aligned with the news story.

Practical Application:

1. Engaged in hands-on headline writing exercises to reinforce theoretical knowledge.

2. Participated in collaborative sessions to brainstorm and create effective headlines for


diverse news stories.

Bulletin Writing:

Learning Objectives:

1. Structural Mastery: Gained an in-depth understanding of the structure and format of


news bulletins.

2. Information Prioritization: Learned to identify key information and present it


coherently in a bulletin.

The second week of my internship proved instrumental in advancing my skills in headline
and bulletin writing. The hands-on experiences and collaborative learning environment
have significantly contributed to my growth in these pivotal areas.

WEEK 2 OF CONDUCTING INTERVIEWS:

During the third week of my internship, the focus shifted towards developing the skills necessary
for conducting effective interviews. This crucial aspect of journalism requires a combination of
preparation, communication and adaptability

Interview Preparation:

 Research and Background Knowledge: Emphasized the importance of thorough research on


interview subjects.
 Question Formulation: Developed skills in crafting open-ended and insightful questions
tailored to each interviewee.
 Understanding the Story: Learned to align interview objectives with the overall narrative or
story being covered

Interview with Minister Jamal Nasir


In the third week of my internship, I had the unique opportunity to conduct an
interview with Jamal Nasir, the esteemed Minister of Primary and Secondary Health in
Punjab. This experience provided valuable insights into the policies and strategies
shaping the healthcare sector in the region.

Pink Games Lahore 2023", e-Rozgaar Program organized female-oriented "Pink Freelancing
Summit" with the support of Youth Affairs & Sports Department, Govt. of Punjab and Punjab
Information Technology Board on 8th June-23 at e-Library Nishtar Park Sports Complex,
Lahore.

Week VI:

During the last week of internship, we attended a two-hour “Iranology and Cross-Culture
Awareness Workshop” held at Khana-e-Farhang Consulate (Iranian Consulate), General
Islamic Republic of Iran in Lahore. It was an interactive session where we got a chance to
ask questions from the Director General of Iranian Consulate. We also got to experience
the culture of Iran and they also showed us the Iranian books and the literature. The
interns asked the questions about Pakistan-Iran relations and the opinion of Iranian
people about Pakistan, its culture and the people.

• We paid a visit to the Printing Press office and learned about the
publications of news and issuance on different newspapers. The
newspapers come out every day with latest news of the country and the
city, the protests and current happening in Pakistan. There is 1390
newspaper published in Lahore daily. It includes all major and minor
newspaper agencies.

• Lastly, we met the major directors of Directorate General Public


Relations (DGPR) and learned a lot of things related to the function and
history of DGPR from them. The hierarchy system of the organization
and the working of each section were explained in detail.

• Last but not least, we had a small ceremony where we got our
certificates for completion of six-week internship in the Directorate
General Public Relations.

SECTION III

3.1 Findings
During my six-week internship, I had a whole new experience of a working place and how should
one settle in a professional life. Also, I got to learn many new things to enhance my skills and
knowledge. The overall experience and my findings are:

 Learning Experience:

The internship enabled me to learn and extend my knowledge beyond the academic knowledge
shared within the classroom. The practical experience extended my vision beyond the academic
institutions and helped me see through the practical life. What we learn in a textbook or in a
classroom is very brief compared to what actually the practical implementation of that course is.
The world is full of competition and each person has to secure his or her position by competing.
What I learn in class is useful to some extent by practically experiencing it is a whole new thing.
The working of organization was smooth and the overall environment was very friendly and
cooperative. The seniors and the staff members were willing to share their own experiences and
knowledge that helped broaden my vision and learn from them. Also, I have learnt to be
independent all the times and I got my freedom to express my views as well. This gave me a
sense of confidence.
The most important ability is to deal with different people in different ways. I was determined to
get help and information from any person available and learn everything I could during the
chance I got. This enhanced my public dealing.

 Task Completion and Significance:

With every new day, we learned new things. Being in a team of all hard working and enthusiastic
interns, I had a hand on experience of working in a governmental organization. I was assigned to
the Digital media section where I learned about the duties of media monitoring officers,
information officers and PRO. It was an experience of a lifetime. I was able to complete the task
given by my supervisors and seniors well and successfully. I was very actively involved in the

media monitoring and the task of transcription of Press Conferences. This internship has helped
me to doing my tasks smoothly and on time. By doing this, I became more efficient and
professional. The staff was very cooperative to help if I have a trouble completing certain tasks.
By doing the duties that senior government employees perform, I gained a lot of insight in the
public affairs. I felt I gained much more enriching experience because of the help of my
supervisor and by getting involved in almost every task. It gave me a whole picture of what the
organization is about.

 The Decorum of the Organization:

During the internship period, I was exposed to an environment that was professional in
identifying the tasks for the students. All the interns had their own set of works assigned to them.
All the government officers there were easy to talk to and I learned a lot more because of the
willingness of staff to share experiences and knowledge. The overall working of organization
was smooth and in order and each department performs their duties responsibly. The decorum of
Digital media cell was well maintained and cooperative.

 Positive Supervisory:

Overall I was satisfied with the support provided by the immediate supervisor and co-interns. My
supervisor was very nice and patient. All the interns got freedom in how the work gets done and
we were free to ask for the visits. The supervisor was easy to interact to and he was open to all
the questions all the time. Due to the friendly environment and cooperative staff, I would highly
recommend the organization for future internship programs as I am certain that I insight I gained
from that place would surely benefit myself and also any student who completes his or her
internship there.

 Article Writing and Publication:

The organization helped me publish my first ever article and that was on a sensitive topic like
Islamophobia. The article writing helped me a lot in critical thinking and the patience to
complete the task on time. The Directorate General of Public Relations has a vast coverage and
sections. The organization has the power to publish the news and articles on newspapers,
magazines, pamphlets and advertisements. My published article increased my confidence and I
have started working more towards my writing abilities and my interest developed in article
writing. The confidence and the applause I got by one article was worth my time and effort.

 Media Conferences:

Another important thing that I learned during my internship period was how to arrange the media
conferences/Press Talks of Chief Minister and other High Authorities of Government of Punjab.
All important Press Conferences takes place in the Conference room of DGPR and the whole
camera setup and sound system is provided by the organization. During the Press Conferences,
mainstream media was invited for the coverage and all the arrangements are made by the
organization itself. The senior officers with years of experiences were responsible for the
successful conduct of a Press Conference. It was very fascinating to see the past recordings of
Press Conferences held at DGPR that were aired on television.
 Challenges:

The main challenge that I faced during the internship is that we did not get to publish our work
more than once. We also had to work mostly on our own without much of the attention. There
were no visits planned for us but we arranged them on our own and discussed it with the
supervisor.

Other than this, there were no rotations in the sections within DGPR. We had to work in a same
section for six weeks. Because of this, we did not get much of the exposure and knowledge about
other sections and working of the organization as a whole.

3.2 Recommendations/Suggestions:
Overall, it was a very pleasant experience. I am very happy with my internship and it definitely
met my expectations. There are a few things that I want to recommend to the Digital media
section.

• The system should be a little updated and developed with time. The technology and the
staff should change with time to meet the requirements. The organization should focus in
buying more facilities like computers, vehicles, to enable smooth running of the
organization.

• The organization should focus on student’s issues. As they are new and internship is a
little in between the academics experience for a student so it takes time to learn things.

• The supervisor should focus on each student independently. All the students should gain
something from the place of internship.

• The organization should reward the student for doing good work and completing task on
time. This encouragement plays important role in the overall performance and output of a

student. By rewarding the students, the firm can also inspire the spirit of a student and
attract them to the field.

• The organization should avoid giving different directions to the students. This is because
students will feel confused when getting different directions from different staff.

• I would highly suggest the organization to offer rotation during internship for the
students. This will give a chance to the student to have an overall experience of all the
departments and sections so that he will develop his own interest. This can help the
student to go for a certain field in future.

• The organization should consider giving allowances to the students specially transport
allowances as most students may live far from the place of internship and have difficulty
managing their travel expenses. So, I would suggest giving allowances to the student to
attract more students.

• The organization should be more in coordination. The departments within the Directorate
General Public Relations are not that well-coordinated. Coordination is a very important
part for any organization to run in order and work efficiently specially the government
organization where criteria to get a job is high.

• The organization should stay in touch with the university whose students are performing
their activities there. By getting in touch, both the university and the organization should
help student solving any problems and work effectively till the completion of internship.

• Improving communication is important between the organization and its stakeholders like
media, citizens, to ensure that accurate and timely information is being disseminated.

• The organization should enhance transparency in its dealings. This can be done by
providing clear and concise information about its activities, policies, and procedures, and
by responding promptly to the queries and complaints from the public.

• The robust social media strategy can be a powerful tool for the DGPR to connect to the
wider audience. This strategy should include daily updates, engaging content, and
effective use of hashtags and other social media tools.

• Performance measurement should also be established to identify areas of improvement


and for tracking the progress over time.

Conclusion:

This internship was a useful experience for me on the whole. I have gained much knowledge,
learned new skills and met a lot of people who helped me throughout. The atmosphere was
friendly and welcoming. I achieved several of my learning goals, and implemented my
knowledge practically.

This internship made me get an insight into a professional life. I learned about the different
facets of working with a government organization. I also got an idea about the things that
government-run institute has to focus and the overall impact of that organization. I fulfilled some
of my interests and I found myself more motivated than ever to excel my studies and take a step
into the practical life.

The internship also helped me finding about my strengths and weaknesses. I also learned about
my interests and the areas that I have to improve more. Along with the hard skills, I also learned
soft skills like leadership, time management, and task completion. Another important lesson that
I learned through my internship experience is undeniable importance of interpersonal
relationship management. We must be able to communicate effectively with others.

In short, the activities performed during my internship were very useful and will help me a lot in
the professional life while facing challenges. The skills that I learned will never go into the
waste. I am very thankful for the opportunity given to me by my university and the institute
where I completed my six-week internship. Overall, it was a rewarding and an excellent
experience of a life time.
