COMPLIANCE WITH RULES REGULATIONS CODES AND CLASSIFICATION
/FLAG STATE REQUIREMENTS
9.1 SURVEY AND INSPECTION RESPONSIBLITY
9.1.1 The GM/DGM along with the monthly status report of certificate (received from vessel) and classification listing, to peruse and plan for the survey requirements. 9.1.2 Master of the vessel shall track the due dates of the surveys due for the vessel and keep HO advised of surveys falling due. 9.1.3 It is the responsibility of the Master and Officers alike to keep the vessel in a seaworthy and well-maintained state at all times. Carrying out this responsibility means that the vessel is ready for inspection at all times.
9.2 INTIMATION TO CLASS
9.2.1 Whenever any structural defects or deformity is observed. 9.2.2 When there is breakdown of machinery, which can result in potential claim or serious safety hazard. 9.2.3 Whenever there is a contact damage or grounding incident 9.2.4 Whenever any sharp shipside dent is observed or dent is deeper than 1/10 frame space or 50 mm which ever is smaller. 9.2.5 Such intimation to be, as far as practicable routed through GM/DGM (Tech).
9.3 PREPRATION AND ARRANGEMENT FOR SURVEYS
9.3.1 All equipment and records must be in order and appropriate checks completed beforehand. 9.3.2 If any deficiencies/defects noted cannot be immediately rectified, the GM/DGM is to be immediately informed. 9.3.3 The viability of the inspection/survey will then be decided. 9.3.4 It shall be the Master and Chief Engineer’s responsibility to request for arranging and carrying out statutory surveys and inspections. 9.3.5 The GM/DGM will then make the necessary arrangements to have the surveys carried out. The Master will be advised as to when and where the survey will take place. 9.3.6 After the survey if an item remains outstanding, or a survey is incomplete or partially held the Master to inform GM/DGM of the reasons for the same and measures taken to clear the outstanding item(s) or to complete the survey at the earliest. 9.3.7 Once the surveyor clears the outstanding item(s), or completes the survey, GM /DGM to be informed. 9.3.8 Whenever a survey has been completed, new expiration date to be provided to office . 9.3.9 A copy of the certificate with endorsement to be forwarded to the GM/DGM for each survey or endorsement done. 9.3.10 When items have been offered for Continuous Survey, the vessel should inform same to GM/DGM. 9.4 CERTIFICATE OF CLASS (HULL & MACHINERY)
9.4.1 Once placed on the register of classed ships, there are periodic inspections required for a ship to remain in class. The frequency of these inspections depends on the requirements of the class.
9.5 SPECIAL SURVEYS (HULL)
9.5.1 To remain in class, specified items are to be inspected at specified times during a 5-year period or cycle. One of these requirements is that the ship be inspected in sheltered waters or dry-dock at the specified time. 9.5.2 In addition, at the end of this five-year period or cycle, there is a major end-of-cycle survey, which is termed a “Special Survey.” 9.5.3 Hull surveys must be accomplished by the class surveyor and are generally scheduled and done during the periodic dry-dock.
9.6 CONTINUOUS SURVEYS MACHINERY
9.6.1 All vessels are on Continuous Survey for Machinery, in accordance with the rules of the appropriate classification society. 9.6.2 Each vessel is established with schedules for the five-year cycle. Vessel’s CSM schedules will interface with and become part of the vessel’s maintenance program.
9.7 SURVEY BY CHIEF ENGINEER (Holding Authorization from Class)
9.7.1 The Chief Engineer, subject to verification can accomplish survey of auxiliary machinery by the appropriate society surveyor. 9.7.2 Inspection of critical machinery such as boilers, main engines, condensers etc. must be done by the society surveyor, this being generally accomplished in the periodic dry-dock schedule of the vessel. 9.7.3 In order to obtain proper credit for auxiliary machinery surveys made by the Chief Engineer, following info(as applicable) must be available for verification the surveyor. 9.7.3.1 Running clearances as found upon disassembly. 9.7.3.2 Running clearances obtained upon completion of necessary repairs. 9.7.3.3 Photographs or sketches illustrating the condition, as found, before and after repairs. 9.7.3.4 Maintenance history and repair records.
9.8 SURVEY CREDIT FOR REPAIRS
9.8.1 The established schedule can be amended to allow survey credit for auxiliary machinery repaired as a result of equipment failure, provided that these repairs occur within a year of the scheduled date for the survey.
9.9 INTERIM CERTIFICATE OF CLASS
9.9.1 If a ship suffers damage that cannot immediately be permanently repaired, the classification society may, after inspection of the damaged area, permit a temporary repair to be affected and issue an Interim Certificate of Class. 9.9.2 This interim certificate will state any limitation, e.g. “Retained in Class until next Port” or “Retained in Class until next Dry-dock.” VARUN SHIPBOARD PROCEDURES MANUAL Title: VSPM--09 COMPLIANCE WITH RULES, REGULATIONS, CODES Page : 3 OF 3 AND CLASSIFICATION /FLAG STATE REQUIREMENTS Rev.: 0 Date : 01.09.2005
9.10 CONDITION (S) OF CLASS
9.10.1 Condition of Class of imposed during surveys to be intimated immediately to HO. 9.10.2 These conditions will need to be cleared within the time frame and method specified by the society surveyor.
