minimize the obstruction or impediment ofveh1c:ular and other traffic (includin; pedestrian traffic) through or within
the Capitol Grounds and to assure the safety thereof:

(a) In the event an official function 1s scheduled that could conOict with this demonsll'liltion. the demonstrators\\ di
clear the respective area prior to said function, and return al\er 5aid function has departed the Capitol Grounds.

(b) Any display of sians, banners, placards, and related iterns is strictly prohibited inside all Capi1ol Buildinas.
Literature may not be distributed in the hallways of any buildins on Capitol Grounds.

(c) It is fotbidden to offer or ell.pose any article for sale in said United States Capitol Grounds; to display nny si;n,
placard, or other form of 11dvcrtiscmen1 therein: to solicit fares, alms, subscriptions, or c:ontrtbutions therein.

(d) The settln;-up, placement, or Jtoraye or camping equipment, tents, sleeping baas, bedroll, bcddin11 of any kind
or shelter of an; kind, at any time, is probibiled. Any sleeping or lying-down on the paved or improved
portions of lhc Buildinp and Grounds (such as streets, roads, sidewalks. waU..ways, steps, curbs, guuers.
doonvays, alcoves, walls) at any time is prohibited, Any sleeping or lying.down on •Y unpaved, or
unimproved (grassy} portion of the Grounds from one-hair hour after sunset to one•lu:tlf hour before ~unrise, is
prohibited.

(e) Immediately upon the conclusion of the demonstration activity carried oul puauanl 10 this permit, all props,
equipment and facilities pcl1Tlilled under Chapter 12 Seccion 12.5.10 of the Traffic Regulalions for Capitol
Grounds, which have been used in connection n ith such activity shall be removed by the applicanl from
Capitol Grounds, Further, the applicant shall talc such action as may be necessary so as lo leave the Capitol
Grounds in as reasonably good and clean a condition as that which existed immediately prior lo the
commencement of such activity.

(0 As a condition precedent to the issuance of this Pcnnit, all participants in the proposed demons1ration (parade,
convocation, etc.) shall ai:ree no110 c:any on hisi11er person nn) lireann, explosive. club, missile, chemical or
other incendiary device or an) ot~r weapon; candles, torches, lanterns. lamps. etc., while ignited, or to cau1e to
become ignited an} ignitable materials for the purpose of producing a name. Further. all participants shall
agree not lo carry any suppon for signs. banners. placards. etc., which is more than three-quarters of an inch
square al its largest point. All supports must have dull ends and cannot in any way be construed as a weapon.
There shall be no nails. screw. or bolt-type fastening devices protruding frorn any support.

Background Information: Virginia Freedom Keepers descrtbes itsef as a collective voice of over 10,000
Virginians seeking to raise awareness of current and upcoming legislation regarding medical rreedom.

~ : On Wednesday, January 8, 2021, between 0600 and 1800 hours, approximately fifty
(50) persons representing Vrrginla Freedom Keepers will participate in a demonstration In the Senate
Park - Area 7. The purpose of the event is to conduct •a raUy for health freedom." The evenl will include
speakers from across the nation who are advocates for freedom, sovereignty and health . Actual event
time wlll be 1000 to 1600 hours. Members of Congress may be Invited, however at the time of this writing,.

The spokesperson, Ms. Marsha Lessard, advised that neither she, nor members of lhe demonstration,
