Since there have been numerous records of violations, the prohibition on smoking in public

places should not be taken lightly. The Local Government Unit duly implemented an ordinance

to further enforce proper actions for the issue to be addressed, in conjunction with or based on

legislation from national legislators. Smoking has become one of the most basic yet challenging

issues that the government must address, and it has already posed a threat not only to people's

lives but also to the government. Not having allowed smoking in public places may help people

quit smoking. These smoke-free policies promote a healthy norm, which may result in a decrease

in smoking prevalence. However, such policies should be monitored on a regular basis to ensure

that the strict and effective implementation of the ordinance is not only overlooked by the

officiating government officials who are tasked with enforcing it. Furthermore, this study aimed

to determine the effectiveness of the implementation of the "Smoke-free Ordinance of Ligao

City" Specifically, the following questions will be answered:

1. What is the status of the implementation of the ordinance as to;

a. Enforcement

b. Information Campaign

2. What is the level of implementation of the ordinance as perceived by the respondents

along;

a. Prohibition

b. Duties and Obligations of Persons-in-charge

c. Penalty imposed
 3. What are the problems encountered by the respondents in the implementation of the

ordinance?

4. What strategies may be proposed to strengthen the implementation of the ordinance?

This study focused on the determination of the status of the implementation of the

ordinance as to enforcement and information campaign. It also includes the level of

implementation of the ordinance as perceived by the respondents along with the prohibition,

duties and obligations of persons in charge and the penalty imposed. It likewise identified

problems encountered by the respondents, as well as the strategies that may be imposed to

strengthen the implementation of the ordinance.

This study collected data from respondents who were divided into two groups:

implementers and residents of the five (5) barangays of Ligao City proper, which are Barangay

Bagumbayan, Barangay Calzada, Barangay Dunao, Barangay Guilid, and finally Barangay Sta.

Cruz. The current study only included respondents from Ligao City, where the ordinance is in

effect.

Furthermore, this study was founded on David Easton's public policy theory, according to

which a policy created at such a time is made for a reason and will create policy for future needs.

Analyzing the effects of a policy will cause legislators to gather demand and support from the

community, which will influence the decision to recreate or revise the policy.

This study utilized the descriptive method in order to determine the effectiveness of the

implementation of the Smoke-free Ordinance of Ligao City. The researchers considered

respondents who were qualified to answers questions regarded as a sample population and

selected respondents based on the knowledge of a population and the purpose of the study.
